TITLE: BUSINESS ADMINISTRATION – DIRECTOR

DEFINITION:

The Director of Business Administration reports directly to the Superintendent of Schools. The Director of Business Administration works cooperatively with central office personnel, Principals, Directors and Administrators on all fiscal affairs of the District in accordance with local, state and federal laws.

MAJOR POLICY RESPONSIBILITY:

The Director of Business Administration shall adhere to any and all policies affecting fiscal affairs as they are adopted by the Board of Education of the District. The Director of Business Administration shall suggest recommended policy changes to the Superintendent of Schools.

QUALIFICATIONS:

Educational:Baccalaureate Degree in Accounting, Business Administrator or School Business Management. A Masters Degree in Education and a Certificate of Advanced Study in School Business Administration.

Experience:Three to five years direct or related experience in the field of school management. The Director of Business Administration must be certified as a School Business Administrator in addition to the above qualifications.

KEY FUNCTIONS:

Fiscal Management

Authority/Responsibility

Directs and supervises all financial operations of the District.

Representative Activities

  1. Prepares and monitors the District’s budget for each fiscal year.
  1. Coordinates an annual audit of financial records of the District by contracting an outside certified public accountant to perform such duties.
  1. Directs the preparation and certifies the accuracy of annual financial reports as required by the Superintendent, The Board of Education, and the State Department of Education.
  1. Supervises the fiscal-related operations, such as accounts receivable and payable, purchasing, sales tax reporting, and other financial operations of the District.
  1. Supervises all insurance programs for the District, maintains a policy register, and oversees the processing of all claims.
  1. Supervises the payroll operation.
  1. Supervises the investment of funds by managing the cash flow of the District.
  1. Coordinates the borrowing of funds operation with bonding counsel and fiscal agent for tax and revenue anticipation notes. Responsible for maintenance of bond register and redemption of bonds as well as the paying of interest.
  1. Supervises the Business Office staff and activities of the District Treasurer, Tax Collector, Internal Auditor, and Directors of the Transportation, Maintenance, and School Food Service programs.
  1. Consults with the school district attorney on all questions of legal procedure as they pertain to business affairs.
  1. Prepares the budget document for publication and oversees the preparation of all legal notices.

Property Management and Safety

Authority/Responsibility:

Develops, implements, and supervises a planned program for insuring and inventorying District owned property and equipment.

Representative Activities:

  1. Insures that values of property, building, and equipment are updated each year to equal the appraised values of same.
  1. Coordinates BOCES purchasing with District personnel.
  1. Directs District purchasing to comply with budget and state regulations.
  1. Supervises the Director of Operations in preparing the District inventory and coordinates the process with Industrial Appraisal Company.

Manager of Support Services

Under the direction of the Superintendent:

  1. Administers the terms of the negotiated contracts with the Support Services personnel.
  1. Is responsible for management of transportation services, school food services, office services, and maintenance of buildings and grounds.
  1. Assists in recruiting, screening and selection of Support Services personnel.
  1. Carries out other responsibilities as assigned by the Superintendent of Schools.
  1. Supervises all personnel functions for Educational Support Staff.
  1. Serves as “District Emergency Management Coordinator”.
  1. Serves on the following committees: Emergency Management, Safety, Labor Management and any others assigned by the Board of Education.
