Mr. Archer, Chairman Called the Special Town Meeting to Order at 7:48 p.m.
Mr. Archer, Chairman, read aloud the Call of the Meeting as follows:
WARNING AND NOTICE
TOWN OF WATERTOWN, CONNECTICUT
SPECIAL TOWN MEETING
May 5, 2003
The legal voters of the Town of Watertown and those entitled to vote in Town Meetings are hereby WARNED AND NOTIFIED of a Special Town Meeting to be held on Monday, May 5, 2003 at 7:45 p.m. at the Polk School Library, 435 Buckingham Street, Oakville, Connecticut to consider an appropriation from the General Fund in the amount of $108,421 for Snow Overtime and $57,1774 for Sand and Salt.

I hereby certify that on April 25, 2003, I left a duplicate copy of the attached WARNING AND NOTICE of a Special Town Meeting of the Town of Watertown, Connecticut, to be held on May 5, 2003 with Stella C. Orsini, Assistant Town Clerk.
I further certify that I caused a copy of said Warning and Notice to be published in the WATERBURY REPUBLICAN Newspaper on April 25, 2003, which has a substantial circulation in said Town.
I further certify that on April 25, 2003, I caused to be set upon the signpost nearest the office of the Town Clerk and all other places with signposts designated by the Town, a written copy of said Warning and Notice signed by me as Town Manager.
I further certify that all the above acts were done at least five (5) days before the holding of the Special Town Meeting on May 5, 2003.

MOTION:(Mr. Kane, sec. Mr. Hebert) to nominate Lee Archer as Moderator of the Special Town Meeting.
Discussion:Mr. Archer: Are there any other nominations? We’ll Close Nominations.
MOTION PASSED UNANIMOUSLY
MOTION:(Mr. Kane, sec. Mr. Hebert) to nominate Lynn LaForme as Clerk of the Special Town Meeting.

Mr. Archer: The purpose of this meeting, if anyone didn’t understand it from the Notice that I read is that due to the severe Winter we had, we ran over our budgeted amounts for both snow removal overtime and sand and salt purchases so what we need to do is appropriate money from the General Fund into those line items so that those things can be paid off.
MOTION:(Mr. Hebert, sec. Ms. Adams) that the Town Meeting appropriate $108,421 out of the General Fund for Snow Overtime and $57,174 for Sand and Salt.
