7. Sand Cast Wood

It is understood that a local Angling Club is interested in obtaining sole rights to the stretch of water that runs through the Sandcast Wood area. (Plan attached) They would be required to maintain the wooden fence and restrict entry to members only with no public access.

For some time since Sandye Place School gave up responsibility for this area the Town Council has considered taking over the management of the area for the benefit of the whole of Sandy residents.

Central Bedfordshire's Rights of Way officer is keen to see this area as a resource for the casual enjoyment of Sandy residents and has asked the Town Council if they are interested in formally writing to express their views.

As the area has been neglected for many years any management programme would have to be implemented over some period of time. Members may agree that it is not necessary to have a fence alongside the Sandcast footpath as the dense vegetation deters all but the most determined from currently entering the woodland.

8. Sandy Cemetery

A request has been received from Mr Evans, a resident of Sandy for permission to install an additional bench in Sandy Cemetery that he has already purchased. Mr Evans has made this request as he would like a commemorative bench in memory of his wife, who has recently been buried within Sandy Cemetery. The bench purchased by Mr Evans is hardwood, 4ft in length and he has suggested that the bench is installed in the border along Stratford Road.

(Members are requested to decide on whether to give permission for an additional bench to be installed within Sandy Cemetery)

Deputy Clerk’s Report

9. Playbuilder

A letter has been received from Central Bedfordshire Council about the Playbuilder programme which is funded by the Department for Children, Schools and Families. (Copy attached) The programme aims to develop play areas to meet the needs of children aged between eight and thirteen years old. Bedford Road Recreation Ground has been identified as a suitable site within Central Bedfordshire.

All play sites must meet the ten design principles as set out in the Design for Play handbook. The 10 design principles are as follows;

1 are ‘bespoke’

2 are well located

3 make use of natural elements

4 provide a wide range of play experiences

5 are accessible to both disabled and non-disabled children

6 meet community needs

7 allow children of different ages to play together

8 build in opportunities to experience risk and challenge

9 are sustainable and appropriately maintained

10 allow for change and evolution

(Members are requested to decide on whether they would like Bedford Road Recreation Ground to be part of the playbuilder programme and if the Council would like to additional funding towards the project.)
