Position Title / Learning and Development Project Manager
Position / Neighbourhood Houses Victoriais a not for profit peak body supporting the learning and development needs of the Victorian Neighbourhood House sector inclusive of staff, governance and volunteers. This newly created position will support the delivery of quality practice based learning and development.
NHVic is committed to maintaining an environment that supports sector learning and growth and to fostering a ‘learning sector’ where learning is recognised as core to all levels of the sector’s functioning and operation.
This position will reinforce a commitment to an ongoing cycle of review, listening and testing out of new ideas. It is designed to:

  • Increase knowledge in the development and use of the sectors evidence base
  • Increase knowledge of significant issues challenging Neighbourhood Houses
  • Increase confidence in the application of appropriate strategic action
  • Increase capacity for reflective/conscious work practice within the sector

Position Objective
  1. To coordinate research, development, promotion and delivery of targeted learning and development opportunities for members of Neighbourhood Houses Victoria and the sector generally
  2. To identify, assess and respond to current and ongoing professional development needs of Neighbourhood Houses Victoria members and sector generally
  3. To support access to appropriate professional development across the state
  4. Build and maintain relationships with like-minded organisations and collaborators across Victoria and nationally
  5. Identify, research, develop, promote and deliver flexible learning and development opportunities and resources
  6. Undertake programme evaluation and reporting that feeds into a continual improvement strategy model and builds on the existing evidence base of the sector
  7. Develop and organise delivery of professional development support, resources and training tailored to worker specific needs and issues
  8. Build on the sectors understanding and skills in working from strength based community development practice and capacity building approaches
  9. Build on the memberships knowledge of current, relevant evidence in community development outcomes and the application of this knowledge in work practice
  10. Increase understanding, skills and capacity in work practice reflection and conscious practice
  11. Increase opportunities to share practice wisdom, knowledge and support within the sector and with key external stakeholders

Key Result Area / Tasks / Performance Indicators
Membership Engagement / Liaise with Neighbourhood Houses and their networks to develop and maintain partnerships with both Government and non-Government agencies.
Assessment of potential professional learning opportunity requests for support
Liaise with Neighbourhood House sector to discuss, develop and promote learning and development opportunities and identify gaps
Collaborate with the 16 Neighbourhood House Networks across the state, to present and promote learning and development events and develop a sector wide training calendar
Coordinate and ensure the professional and timely delivery of the key project responsibilities i.e. forums and Sector learning opportunities.
Network with workshop participants to gain feedback on workshops/forums.
Develop and Monitor a project budget
Development and maintenance of a shared membership training and professional development calendar on the NHVic website
Post implementation reviews and de-briefing of assigned professional learning opportunities / Annual work plan developed that reflects the NHVic Strategic Plan
Development of a budget in conjunction with CEO to resource the plan inclusive of the business model to support identified priorities
Monthly reports to CEO on the implementation successes and challenges of the work plan
Articles drafted and submitted for every Newsletter
Evidence of effective use of social media to promote upcoming events and engage the membership
NHVic Website based Training calendar active, updated and monitored
Program Development / Research, Identify, develop, promote and deliver learning and development opportunities
Research, identify and create a database of potential trainers and presenters
Provision of sector professional development and training by the project manager as appropriate
Consult and negotiate with trainers/consultants and facilitators
Facilitate the orientation and support of trainers/facilitators
Review and maintenance of professional learning program and event related business processes and systems/tools, and the implementation ofsector wide learning for continual improvement
determine optimum delivery methods for each learning and development opportunity / Documented agreements signed off between NHVic and external stakeholders in regard to learning and development opportunities being provided to the sector.
Active database of internal and external providers developed and maintained
Resourcing agreements and grants developed to support the implementation of the project
Annual evaluation cycle that documents progress against identified outcomes.
Development and delivery of reporting within available systems, for management and stakeholders (including registrations, budget vs. actual, risks analysis, number of learning opportunities delivered etc )
Input into the annual NHVic conference programming based on sector wide discussions and research
Activity and Event Management / Organise venues and negotiation with venue staff inclusive of Neighbourhood Houses available within the sector
Organise catering, equipment and resources for workshops
Develop and maintain an effective and time efficient process for capturing

Work collaboratively with other staff to maintain clear, appropriate and open communication on project directions, strategies and actions
Manage working relationships with venue, caterers, printers and contractors
Manage event budgets (e.g. face to face event) including accurate financial forecasting, budget monitoring and reporting. This includes negotiation of costs with vendors and identifying opportunities for cost savings, without impacting quality of delivery / Processes and documentation related to activity and event management are developed and maintained.
Relevant policies and procedures drafted
General / Be guided by existing Policies and Procedures and contribute where appropriate
Provide a professional and positive face of NHVic, promote and support NHVic core goals and standards for all learning opportunities across the sector.
Function within team based approach of NHVic staff and collaborators.
Prepare reports as requested by CEO for funding bodies, Board, sector briefings etc
Respond to general enquiries from training participants and the sector
Actively participate in individual and NHVic work practice reflection and quality improvement processes
Be aware of responsibilities under Work Health and Safety law, acting responsibly, taking care of yourself and others and cooperating on matters related to health and safety
Attend staff meetings and other activities as requested / Policies and procedures adhered to
Feedback from the membership about the project reflects the general expectations of the position
Reporting & Compliance / Complete reports and monitor compliance and obligations in accordance with agreed outputs of donors and contributors to the Learning and Development project / Monthly reports completed and submitted to the CEO
Reports and other agreed outputs are delivered in a timely manner and reflect the integrity and quality expectations of NHVic
Other Business Support and Administration / Manage document storage and archiving in accordance with procedures developed by Office Manager
Prepare draft narratives and financials for tenders, grants and their acquittals for review by appropriate staff and CEO / Adherence to delegation of authority policies and procedures
Office procedures and work instructions followed
Adherence to tender, submissions to grant makers and follow up acquittals calculation deadlines
Creation and maintenance of reporting as required

Key Selection Criteria
Knowledge and Qualifications
Qualifications in Community Development, Education, Social Science or related discipline
Comprehensive understanding of community and adult learning principles and best practice
Extensive knowledge of the broad range of community development and organisational development principles and practices.
Comprehensive understanding of current training delivery methods and options
Experience
More than 5 years’ experience in coordinating training, workshops, seminars and forums
More than 8 years of experience in the community sector
Previous experience in the Neighbourhood House sector
Skills
Proficient IT skills, Microsoft, Excel, Microsoft Word, Microsoft Windows & Microsoft Outlook and online publishing software.
Highly developed communication skills including written and verbal communication skills,public speaking and presentation skills
Exceptional organisational skills and the ability to prioritise a varied and demanding workload

Conditions of Employment / Some flexible working arrangements may be provided in agreement with the CEO. The successful applicant may be able to negotiate preferred days of the week to work upon offer of employment. Noting the organisation is committed to be accessible to the membership 5 days a week.
