The Hart County Board of Commissioners met April 24, 2012 at 5:30 p.m. at the Hart County Administrative & Emergency Services Center.

Chairman R C Oglesby presided with Commissioners Daniel Reyen, Brandon Johnson, William Myers and Joey Dorsey in attendance.

Prayer was offered by the Rev. Brad Goss.

  1. Pledge of Allegiance

Everyone stood in observance of the Pledge of Allegiance.

  1. Call to Order

Chairman Oglesby called the meeting to order.

  1. Welcome

Chairman Oglesby welcomed those in attendance.

  1. Approve Agenda

Commissioner Johnson moved to amend and approve the meeting agenda as follows: Add Item 13 c – Fire Dept SCBA; 14 b – The Hartwell Sun request 50th year Damiversary Event

Commissioner Reyen provided a second to the motion. The motion carried 5-0.

  1. Approve Minutes of Previous Meeting(s)

·  4/10/12 Regular Meeting

Commissioner Reyen moved to approve the minutes of the April 10, 2012 meeting. Commissioner Johnson provided a second to the motion. The motion carried 5-0.

  1. Remarks By Invited Guests, Committees, Authorities

·  NE Georgia Animal Shelter Funding Discussion

Pam Stone from the NE Georgia Animal Shelter requested Hart County increase their contributions to the shelter by $15,000. in order for the shelter to continue to operate. She reported that Franklin County has not committed to their request for additional funding. Donations are down and fundraisers are not as successful as in the past to keep up with the pace of an average twelve day stay at $59.28 per animal.

Commissioner Dorsey requested additional information on the cost per animal at shelters in the surrounding area for the upcoming budget discussions.

Commissioner Johnson commented on passing the cost on to the consumer rather than the taxpayer and on the amount of time animals are held at the shelter (shorten the hold time).

Commissioner Myers pointed out that Hart County has less usage than Franklin County but has been paying a higher share than Franklin County.

No further action was taken.

  1. Reports By Constitutional Officers & Department Heads

·  BOA Chief Appraiser Wayne Patrick – Update

Chief Appraiser Patrick reported that they are a month ahead of getting three digest complete by August. He also presented a detailed report of the accomplishments that they have completed since August 2011.

The BOC commended the BOA staff and the BOA for their accomplishments.

County Attorney Walter Gordon reported that the State Legislatures amended the title of the Hart County W&SUA to Hart County Water Authority. CA Gordon also commented on amendments to the Open Records Act.

  1. County Administrator’s Report

County Administrator Jon Caime did not have anything to report.

  1. Chairman’s Report

Chairman Oglesby did not have anything to report.

  1. Commissioners’ Reports

Commissioner Reyen noted that the three boat ramps that the county leases from the Corp are being used for commercial industries hauling loads of rip rap and damaging the ramps.

Commissioner Dorsey offered condolences to the family of former fire chief Bucky Coggin.

(a)  Public Hearing and Third & Final Reading Ambulance Service Ordinance

Commissioner Reyen moved to approve the third and final reading of the Ambulance Service Ordinance. Commissioner Johnson provided a second to the motion. The motion carried 5-0.

(b)  American Legion Request to Use Courthouse Grounds for Memorial Day Memorials

Commissioner Myers moved to grant the American Legion Post 109 to utilize the courthouse grounds during the 2012 Memorial Day holiday period. Commissioner Reyen provided a second to the motion. The motion carried 5-0.

(c)  Fire Dept SCBA Bid

Commissioner Reyen moved to approve the bid from Municipal Emergency Services. Commissioner Myers provided a second to the motion. The motion carried 5-0.

  1. New Business

(a)  4-H AmeriCorps Direct Service Position Grant Match Funding Request

Commissioner Reyen voiced a concern that once the grant funds run out, the BOC will not fund the position. He then made a motion to provide matching funds in the amount of $1,342 per year for three years for the direct service position. Commissioner Myers provided a second to the motion. The motion carried 5-0.

(b)  The Hartwell Sun’s request for 50th year Damiversary Event

The Hartwell Sun’s General Manager Peggy Vickery requested the BOC to consider funding a $700 ad for the 50th year Damiversary Event.

Commissioner Reyen moved to table the request. Commissioner Johnson provided a second to the motion. The motion carried 5-0.

  1. Public Comment

Mary Beth Foser commented on an animal control officer.

  1. Executive Session – Potential Litigation

Commissioner Reyen moved to exit into Executive Session to discuss potential litigation. Commissioner Myers provided a second to the motion. The motion carried 5-0.

With no further action taken during Executive Session, Commissioner Reyen moved to exit. Commissioner Myers provided a second to the motion. The motion carried 5-0.

Commissioner Reyen moved to adjourn the meeting. Commissioner Myers provided a second to the motion. The motion carried 5-0.
