WALKERSVILLE JR. LIONS FOOTBALL CONSTITUTION AND BY-LAWS

ARTICLE 1: TITLE

SECTION 1: The title of this organization shall be the Walkersville Jr. Lions Football program. Herein after referred to as WJLF. The WJLF program functions within its own by-laws, the by-laws of the Glade Valley Athletic Association and the by-laws of the Mountain Valley Youth Football League. The WJFL is a member of both the GVAA and the MVYFL.

SECTION 2: Roberts Rules of Order shall be the parliamentary authority for all matters of procedures not specifically covered by these by-laws.

ARTICLE 2: PURPOSE

SECTION 1: The purpose of WJLF shall be:

Provide youth regardless of race, color, sex or creed the opportunity to participate in controlled athletic competition.

Teach the fundamentals of the sport of football in an effort to prepare the student athlete for High School academics and sports.

Instill the belief of fair play, good conduct, and sportsmanship at all time

Promote common interest and tolerance among youth.

Keep welfare of youth foremost and free from any adult compulsion f

ARTICLE 3: MEMBERSHIP

SECTION 1: Application to membership:

Membership in this organization shall be open to all persons who meet the current criteria of WJLF.

All players must submit a proof of residency each year.

Applicants who are found to have the proper qualifications for membership by the Membership Committee shall be notified by the Secretary of the requirements of membership including, but not limited to the following:

Fees that will be required.

Meetings that will have to be attended.

Coaches required turning into Secretary a completed coach’s application.

WJLF is a voluntary organization whose membership can only be limited to those who support the beliefs as included in the statement of purpose.

Membership as a player or parent of a player is current for one calendar year from the date of August 1 or the upcoming season until July 31 of the preceding year.

All members once approved agree not to slander the good name of the WJLF, GVAA, or the MVYFL, in any manner, written, or verbal and further if any member is found guilty via the Board of Directors, or violation of this code of conduct, shall be removed from the membership of the WJLF program.

Once approved all members will be required and subject to the WJLF, GVAA, and the MVYFL Constitution and By-Laws.

ARTICLE 4: OFFICERS

SECTION 1: The elected officers of this Association shall be:

Commissioner

Vice Commissioner

Director of Operations

Secretary

Treasurer

4 member at large positions

SECTION 2: Duties of the elected officers shall be:

The Commissioner shall perform all duties as prescribed by the Constitution and By-laws and shall uphold all articles and section regardless of personal beliefs. The Commissioner shall preside at all meetings of the board, and shall be a member ex-officio of all committees. He/she shall appoint the Parliamentarian and all committees not otherwise provided for in this Constitution and By-Laws. The Commissioner shall receive all complaints in writing. No member other than the Commissioner or the Commissioner’s official designee shall represent the official position of WJLF. The Commissioner shall only vote in the case of a tied vote at either an Executive Board meeting or any other such meeting requiring a vote to break a tie.

The Vice Commissioner shall work with the commissioner to perform duties as prescribed by the Constitution and Bylaws. He/She will assume the duties of the Commissioner in case of his/her absence. Should the office of Commissioner become vacant for any reason the Vice Commissioner will assume all duties of the Commissioner without jeopardizing the right of succession to the office of Commissioner. Assist the Commissioner in all league weigh ins.

Director of Operations shall be responsible for overseeing all committees and ensuring all tasks by committees are being completed. He/She will work closely with the commissioner and vice commissioner on tasks needing to be completed. He/She will be in charge of ordering coaches shirts and flag shirts. He/She will also be a community liaison.

Secretary shall keep the minutes of all meetings and record of all decision of the Board of Directors, conduct all correspondence, reporting same at the next meeting of the board. Work closely with the registration committee to establish and ensure proper registration of all members.

Treasurer shall be responsible for receiving and disbursing funds for any financial requirements of the program. He/She will be in close contact with the GVAA treasurer to make sure all financial obligations are taken care of. A Treasurer’s report shall be prepared and presented at each general business meeting and approved by a majority of the members in good standing present. The Treasurer shall present all financial records to the Auditing Committee by the November business meeting. The incoming Treasurer shall receive the books in good order from the Auditing Committee by December 31.

Members at large will have all voting privileges as the board of directors. These positions will be voted on by the board of directors.Anyone can request to be a member at large but the board will appoint who they feel is best suited.

SECTION 3: The Board of Directors shall rule on all matters pertaining to WJLF except the duties of the officers as set forth in the Constitution and By-Laws. Any action taken by the Board of Directors can be changed by 2/3 vote of the members in good standing and present at a legal business meeting. Voting privileges will be extended to all registered members (including coaches) in good standing not to exceed 2 votes per registered family.

SECTION 4: The business and affairs of the association shall be managed by the Board of Directors who may exercise all such powers of the Association and do all such lawful acts that are not directed or required by the by-laws or division rules of GVAA and MVYFL.

ARTICLE 5: ELECTION OF OFFICERS

SECTION 1: The elected officers of WJLF shall take place by written, closed ballot during the end of season banquet.

SECTION 2: A slate of nominations for all applicants shall be presented by the Nomination committee by November 1, but not prior to October 15 of the annual year.

SECTION 3: The slate of nominations shall be from the active membership in good standing who have given their consent to be placed on the ballot and must not be any member who served on the nomination committee.

SECTION 4: In the event that the Vice Commissioner, Treasurer, Secretary, or Director of Administration shall be unable to complete the term of office, the Commissioner shall direct the nomination committee to recommend a new candidate(s), for a special election within 30 days after notification. The newly elected officer shall serve for the term that is remaining.

SECTION 5: No member may hold more than one Board of Directors position during the same term unless no other nominations or the vacancy cannot be filled with a member in good standing.

ARTICLE 6: STANDING COMMITTEES

SECTION 1: The following committee chairpersons shall be appointed by the Commissioner with the consent of the Board of Directors by March 1. The term of the committees shall be one year from that date. If other committees are deemed necessary and appropriate, they shall also be appointed in the same manner at any time during the year. The Board of Directors shall determine the membership of each committee, but in no case shall any committee have less than 2 members.

By-Laws: The By-Laws and Constitution Committee shall be responsible for reviewing and recommending necessary changes to the By-Laws in accordance to the following procedure.

The committee may recommend changes to the Constitution and By-Laws at the annual March meeting. Vote to recommend changes will then take place at the April Business meeting.

Any active member may recommend that the committee study and/or recommend a change to the Constitution and By-Laws.

Any proposed change must be presented to the Board of Directors and general membership in writing/web document at least 10 days in advance of the vote for a change to take place.

The proposed change shall require a 2/3 vote of the members in good standing present at a legal business meeting of WJLF.

Concession: It shall be the duty of the Concession Committee to recommend supplies, equipment needed, with prices to the Board of Directors for placement in the budget, as well as schedule volunteers to work during scheduled events.

Field Maintenance: It shall be the duty of the Field Maintenance Committee to establish a list of people designated to provide field maintenance for all WJLF events needed, provide a list of materials and costs associated with performing these duties.

Coaches Committee: It shall be the duty of the Coaches Committee to ensure proper training for all head and assistant coaches prior to the season and throughout the season. He/She will keep consistent expectations throughout all levels of coaches.

Fundraising committee: It shall be the duty of the fundraising committee to coordinate fundraisers and sponsorships throughout the year.

Equipment Committee: It shall be the duty of the equipment committee to be in charge of equipment hand out and return. He/she will take inventory of equipment and make recommendations to the board of equipment that needs to be ordered or replaced.

ARTICLE 7: MEETINGS

SECTION 1: Regular meetings of the Board of Directors and approved coaching staff shall be on the last Sunday of every month. The time, place and agenda of each meeting shall be conveyed to the members prior to all meetings. Twice each calendar year a general meeting will be held, but at any time any member in good standing may attend any meeting of the Board of Directors. General meetings will be held one at the beginning of the season and one at the end of the season.

SECTION 2: A special or emergency meeting of the Board of Directors, for any purpose, may be called by the Commissioner, the Board of Directors.

SECTION 3: Fifty One Percent of the voting Board of Directors shall constitute a quorum at all meetings for the transactions of business.

SECTION 4: When a quorum is present at any meeting the vote of the majority of the voting members shall decide any question brought before such meeting. Unless the question is one upon which by express provisions of the By-Laws of GVAA, MVYFL govern and control the decision of such a question.

SECTION 5: The annual Election meeting will be held at the scheduled November meeting each year with the new and retiring board to hold its first meeting immediately following the adjournment of the annual meeting.

SECTION 6: The annual By-Laws /Division Rules Revision (MVYFL) meeting will be held at the December meeting to prepare for presentation at the first annual (MVYFL) league meeting for consideration.

SECTION 7: If any member of the Board of Directors or voting member or designee is absent for two consecutive meetings without justified cause, the Board of Directors could place that individual in a Bad Standing status, with the approval of the Judiciary Committee.

SECTION 8: The Board of Directors shall meet as often as the Commissioner deems necessary, but no less than 6 times per year.

SECTION 9: All members shall be given at least one week’s notice of all business meetings.

SECTION 10: All meetings of the Board of Directors, and business meetings shall be open to any members who wish to attend.

SECTION 11: If a majority of members in good standing of the general membership feel that a special, general business meeting is necessary, the Commissioner shall direct the Board of Directors to call a meeting.

SECTION 12: The order of all business meetings of WJLF shall be as follows:

Meeting called to order.

Reading of or Copy given to members in attendance of minutes of previous meeting.

Communications.

Reports.

Unfinished Business.

New Business.

Adjournment.

ARTICLE 8: Good Standing/Bad Standing

SECTION 1: Any member of the Board of Directors that does not meet the requirements in attendance (Art. 7, Sec. 7) shall be considered in Bad Standing, and thus is removed from voting privileges.

Any member considered to be in bad standing, shall stay in bad standing until the next year’s election, which at that point may be reinstated by the Judiciary Committee as a member in good standing.

SECTION 2: Good standing is considered for a member of the Board of Directors that has met all criteria as established in (ART. 7 SEC. 7) as well as all members of the organization that have met the requirements of the GVAA program as well as the WJLF.

(Walkersville Jr. Lions League Policies)

For mini pony, pony, JV, and Varsity, no player will move up to any level due to ability, and must stay at their respective age level unless weight is above standard for the league for that particular age level.

For flag, 6 year olds may move up to mini-pony only if all 4 of the following criteria is met:

  • Flag coach, mini coach, and parent all must agree
  • Only can move up if we will have a D2 team at the mini pony level
  • Must sign a waiver
  • Must be 7 by end of the calendar year

For Walkersville Jr. Lions teams at any time during the game in which there is a 19 point lead or greater, the leading team is required to remove a minimum of 6 starters from it offensive and defensive units. If at any point during the game the lead reduces to less than 19 points all restrictions are lifted. Special team units are exempt from this policy.

Uniform deposit checks of $100 are to be turned in prior to any player receiving their gear. The check will be held until the uniform/gear is returned, and at that time the deposit check will be given back to the registered parents. This is also at the discretion of the GVAA Jr. Lions, depending on the condition of the uniform/gear when returned. Failure to return any uniform/gear GVAA Jr. Lions will cash the $100 deposit, and also require the registered parents to pay the additional costs for all gear not returned or damaged.

Concession deposit of $100 will be required by each registered family which will be held to ensure that each participant fulfills their required concession duty. Failure to comply with concession duty, will result in the cashing of the $100 deposit.

Registration for GVAA Jr. Lions Football will have early registration deadlines which allows for a reduced rate of $25 for anyone that complies with the given date each year. Anyone that registers after the early deadline date, will be required to pay an additional $25.

Each registered family is required during the season to participate in the GVAA Jr. Lions Football raffle ticket fundraiser. Families will prepay for 25 raffle tickets when they register their player.

Any additional policy that MVYFL has above and beyond the WJLF policies will be followed at all times.
