Purpose
This qualification recognises the key technical skills and competencies of a person who wishes to pursue a career within Courts administration, whether in a case management or a more generic role. These skills and competencies provide an understanding of the legislative and constitutional base within which New Zealand courts operate. The qualification is designed to allow people to select the knowledge and skills appropriate to the jurisdiction in which they operate. They can either specialise in the skills required for Māori Land Court Jurisdiction strand or choose the General Jurisdiction strand. The General Jurisdiction strand covers the administrative requirements for all Court jurisdictions and enables people to select the most appropriate unit standards for their position, while also providing the opportunity to extend their skills to other jurisdictions.

Previous versions of the qualification
Version 2 was issued following a review of the public sector courts practice unit standards.
Changes to structure and content:
- the title was changed to match the classification of the standards;
- the District Court Jurisdiction and the High Court Jurisdiction strands were combined into a General Jurisdiction Strand to allow people to select the most appropriate standard for their jurisdiction;
- standards 10489 and 10490 were replaced by 17276;
- new standards 17277 and 17278 covering civil and criminal jurisdictions were added to the core compulsory section;
- standard 10494, Demonstrate knowledge of the Disputes Tribunal Act 1988 and Disputes Tribunal Rules were added to the General Jurisdiction strand;
- level of the qualification changed from 4 or 5 depending on the strand, to level 4;
- the minimum credit total increased from 50 to 58.
People currently working towards version 1 of this qualification may choose to complete that version or transfer to this version. People choosing to complete version 1 must do so by June 2002. The last date for award of version 1 is December 2002.
Both versions of the qualification are acceptable to The Skills Organisation.
This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.

Quality Management Systems
Providers and Industry Training Organisations must be granted consent to assess by a recognised Quality Assurance Body before they can register credits from assessment against standards. Accredited providers and Industry Training Organisations assessing against standards must engage with the moderation system that applies to those standards. Accreditation requirements and the moderation system are outlined in the associated Accreditation and Moderation Action Plan (AMAP) for each standard.
