Scott Blue posted a revised clause 5 to the TGy list at 10:10 ET this morning:With the goal of making J.2 completely normative (and ideally 3 tables) by next week, I had a go at merging all of its descriptive text into 5.8.

5.2.8 Operation in licensed frequency bands

IEEE 802.11 devices may operate on radio frequencies that are licensed by national regulatory bodies. While effort has been made to generalize the standard such that it is independent of license type, band and country of operation, the United States 3650-3700 MHz regulations are assumed to be prototypical. As a result, equipment not operating in the 3650-3700 MHz band in the United States could be subject to additional technical or operational restrictions not considered in this standard.

5.2.8.1 Dynamic station enablement (DSE)

In some licensed frequency bands, wireless equipment can be owned and operated by individuals that do not hold a license. In such instances, a devices must either be communicating with, or receive permission to transmit from, a stations that is maintained by a licensed operator. The Japanese 4.9 GHz band and the US 4.94 GHz–4.99 GHz Public Safety band are examples in which 802.11 stations operate under such arrangements.

Dynamic station enablement (DSE) is a framework and operating procedure used to automate the channel permissioning and regulatory controls needed for an unregistered 802.11 station to operate in spectrum that is licensed or otherwise restricted.

5.2.8.2 Contention-based protocol in non-exclusively licensed bands

The granting of licenses on a non-exclusive, uncoordinated basis in the same area leads to the possibility of overlapping networks. When overlapping networks cause co-channel interference, regulations, such as those governing the 3650 MHz band in the United States, require the use of a contention-based protocol (CBP) "by which a transmitter provides reasonable opportunities for other transmitters to operate"33 802.11 CSMA-CA is suitable for this purpose in most situations.

5.2.8.3 DSE station identification in non-exclusively licensed bands

When CSMA-CA is not able to sufficiently sense the presence of another licensees' STA (i.e. a "hidden STA"), or if a secondary licensees is causing inference to a primary licensee, the licensee is obliged to resolve complaints that result from interference caused by any station under their control (including dependent STAs). In order to facilitate the interference resolution processes, all stations operating in non-exclusively licensed spectrum use the DSE station and location identification procedures.

The station identification and location information procedures are inherently tied because registered STAs broadcast their actual location as their unique identifier. Dependant STAs broadcast the location of the STA that has enabled them as well as a unique code selected by the licensee. This method ensures that a victim of interference is always put in contact with the party responsible for rectifying the problem, and, at the same time, it protects the privacy of the dependant STA's operator.

5.2.8.4 Further co-existence enhancements in non-exclusively licensed bands

While not explicitly required to meet specific rules, a number of optional 802.11 mechanism, when used together, are able to meet general requirements for spectrum sharing and incumbent detection in licensed bands. The specific mechanisms for each band are detailed in Appendix J2.

5.2.8.5 Types of licenses

Licenses are country and frequency band specific. New types of licenses continue to be introduced as technology and service requirements evolve. The following classes of licensed operation have been considered in this standard:

  • Fixed, point to point, location based licenses
  • Exclusive use, area based licenses
  • Non-exclusive use, area based licenses
  • Location based licenses in which a fixed device controls the operation of license exempt devices
  • Secondary licensing where an incumbent licensee must not be interfered with

Scott explained he wanted to get agreement on clause 5 before addressing the comments on definitions.

Discussion of specific comments.

Scott noted the ECSA is not a reliable end-to-end communication, rather it is best-effort ‘change is coming,’ and if some STAs don’t get the message, too bad.

We spent some time on the nature of deenablement, what the enabling STA needs to keep track of (and what layers it uses to do so), and what the objectives of this amendment are.

Discussion of schedule through Orlando.

TGy has weekly teleconferences scheduled leading up to Atlanta. At Atlanta TGy has Tuesday AM1 timeslot and Thursday PM2 timeslot. We will use the Tuesday timeslot to look at SB recirculation results, submissions addressing comments, and hopefully in the Thursday PM2 timeslot, make motions to ask the WG to approve asking conditional approval to go to RevCom.
