FAST RESCUE BOAT (FRB) TRAINING COURSE

1.BASIC DETAILS OF THE COURSE

1.1. Aims:

This course aims to provide the training for candidates to launch and take charge of a fast rescue boat, in accordance with section A-VI/2 of the STCW code and IMO Model Course 1.24.

1.2.Objectives:

The course syllabus covers the competencies as required in STCW 1995 Section A –VI /2 Table A–VI/2-2. Trainees who successfully complete this course shall be able to undertake duties and responsibilities related to launch,maneouver and take charge of such boats in various sea and weather conditions. They will also be able to operate a fast rescue boat engine.

1.3. Application:
These guidelines shall be applicable from the date of issue of this guidelines.

2.QUALIFICATION & ELIGIBILITY OF STUDENTS

2.1.Entry standards:

This course is open to all those seafarers who are holders of a valid certificate of Proficiency in Survival Craft and Rescue Boats (PSCRB).

Trainees shall be medically fit for physical training as per ILO requirement (Valid medical certificatefrom DGS approved doctor).

2.2.Required attendance:

100% attendance is required for successful completion of the course

2.3.Course intake limitations:

Maximum number of participants should not exceed Sixteen (16).

3.INFRASTRUCTURE REQUIREMENT

Physical requirement for classrooms, black/white boards, overhead projector, screen, notice board,

study environment and teaching equipment are to be provided as per DGS order 02 of 2007. Library

books and equipment to include items contained in Annexure I.

4.COURSE DETAILS

4.1.Course duration:3 days(24 hrs)

5.HOLIDAYS

Sundays shall be holidays.

Gandhi Jayanti (2nd October), Independence Day (15thAugust) and Republic Day (26thJanuary) shall becompulsory holidays.

Students shall normally enjoy the holidays observed by the Govt. of the State in which the institute is located.

6.FACULTY REQUIREMENT

6.1.Qualifications and experience of course in charge:

Certificate of Competency as Master (FG), issued or recognised by the Government of India,

and

At least 5 years service on Merchant ships out of which at least 1 year as Master,

and

Sailing experience on vessels fitted with Fast Rescue Boat (FRB) or have attended at least one training course on FRB.

6.2.Qualifications and experience of faculty members:

At least 5 years service on Merchant ships of which at least one year should have been at management level,

and

have attended at least one training course on FRB.

6.3.Qualification and experience of instructors

Petty Officer Ex Indian Navy / Merchant Navy with service experience of at least 5 years and

Trainer’s experience of at least 3 years,

and

Boat handling/seamanship experience.

6.4.Training of Trainers & Assessors Course:

As per DGS Order No: 2 of 2007.

6.5Age limit for regular faculty members:

As per DGS Order No: 2 of 2007.

7.FACULTY STRENGTH

7.1Two Master Mariners (including the course in-charge) and one Chief Engineer.

7.2.Three Instructors.

8.COURSE DURATION

Total 24hours (adequatebalance in the approximate ratio of 1:3 for classroom lectures and practical training exercises) e.g 6 hour of classroom + 18 hours of practical exercises.

9.ASSESSMENT

An On-line assessment would be carried out during the practical exercises in each course.

A written test would be carried out at the end of each course.

Annexure I

FAST RESCUE BOAT (FRB) TRAINING COURSE - TEACHING AIDS

Equipment

Classroom lectures: Standard teaching aids such as whiteboards, projector screen, Multi-media / overhead projector, etc.

Practical exercise: Requires access to a water body, where variety of sea states may be encountered and manoeuvring of FRB could be conducted.

Following items of equipment are required:

Fast Rescue Boat, complying with Ch V of LSA Code.
Set of Davit to house above boat.
A hoist unit capable of hoist/recovery of FRB.
Complete set of Fast Rescue Boat equipments.
Lifejackets, sufficient for the participants and trainers.
First aid and rescue equipments, such as resuscitator, lifebuoys, stretcher etc.
An additional boat/dinghy for transferring of personnel in case of an emergency.
