The National Ambient Air Quality Standards issued by the Ministry vide G.S.R. No. 826(E) dated 16th November, 2009 shall be followed. / The National Ambient Air Quality standards are being followed as per the norms prescribed vide MoEF Notification No. GSR 826(E) dated 16th November 2009.
Gaseous emission levels including secondary fugitive emissions from all the sources shall be controlled within the latest permissible limits issued by the Ministry and regularly monitored. Guidelines / Code of Practice issued by the CPCB should be followed. / Regular monitoring for control of Gaseous emission and Secondary fugitive emissions carried on the regularly basis & to ensure within permissible limits issued by the Ministry.Monitoring results of fugitive emission are enclosed as Annexure- 3.

The Company shall install adequate dust collection and extraction system to control fugitive dust emissions at various transfer points, vehicular movement, bagging and packing areas etc. All the raw material stock piles shall be covered. A closed clinker stockpile system shall be provided. All conveyors shall be covered with GI sheets. Covered sheds for storage of raw materials and fully covered conveyors for transportation of materials shall be provided besides cement, fly ash and clinker shall be stored in silos. Pneumatic system shall be used for fly ash handling. / Bag filters and Bag house at various transfer points, bagging and packing areasare being provided. Covered shed for storage of Gypsum and Silo for Fly ash is being provided. Closed clinker stockpile system also being provided. Raw material is transported through covered conveyer belt & other raw materials like Gypsum transported through truck covered with tarpaulin cover andFly ashis transported in closed container without any overloading.Separate Silo being provided for storage of clinker, cement & fly ash. Asphalting/concreting of roads and water spray all around the stockyard and loading/unloading areas in the plant shall be carried out to control fugitive emissions. Regular water sprinkling shall be carried in critical areas prone to air pollution and having high levels of PM and RSPM such as haul road, loading and unloading points, transfer points and other vulnerable areas. It shall be ensured that the Central Pollution Board in this regard. / Approach roadup to plant site and inside plant premises have been constructed and water sprinkling around loading/unloading areas, stockyards, haul roads, transfer points and other vulnerable areas being done at regular intervals.

Efforts shall be made to reduce impact of the transport of the raw materials and end products on the surrounding environment including agricultural land. All the raw materials including fly ash shall be transported in the closed containers only and should not be overloaded. Vehicular emissions should be regularly monitored. The vehicles should have Pollution Under Control Certificate. / Raw materials like Gypsum transported through truck covered with tarpaulin cover andFly ashis transported in closed container without any overloading.Approach road up to plant site have been constructed & separate parking facilities are being provided. Vehicular emissions arebeing monitored and have valid PUC certificate andsame is enclosed for reference as Annexure- 6.
Total ground water requirement for the cement plant shall not exceed 250m3/day and necessary permission for the drawl shall be obtained. All the treated waste water shall be recycled and reused in the process and/ or for dust suppression and green belt development and other plant related activities etc. No process wastewater shall be discharged outside the factory premises and ‘zero’ discharge shall be adopted. / Existing water requirement is notexceeding 250m3/day. Permission has been obtained from CGWA and same is enclosed is Annexure- 7.
Cement is being manufactured by dry process. Therefore, no wastewater from process is being generated.
Domestic waste water generated mainly from the Plant Office and Canteen will be treated in sewage treatment plant (Capacity 20 m3 per day) and would be ensured that no waste water shall be discharge outside the plant premises.
Efforts shall be made to make use of rain water harvested. If needed, capacity of the reservoir shall be enhanced to meet the maximum water requirement. Only balance water requirement shall be met from other sources. / Rainwater harvesting structures are being constructed to channelize the rainwater flow from rooftops and run offs for artificial recharge of ground water.
Harvested water will be used for water sprinkling and plantation.

All the bag filter dust, clinker dust and cement dust from pollution control devices shall be recycled and reused in the process used for cement manufacturing. Spent oil and batteries shall be sold to authorized recyclers / re-processors only. / All the bag filter dust, clinker dust and cement dust collected from pollution control devices is being recycled and reused in the process for cement manufacturing. Spent oil and batteries are being sold to authorized recyclers / re-processors only. Hazardous waste sold agreement (MoU) to authorized vendor is enclosed as Annexure- 9.
The project proponent shall develop 3 meter wide green belt as buffer zone around the plant boundary as sound barrier. Green belt shall be developed in at least 33 %area in and around the cement plant as per the CPCB guidelines to mitigate the effects of air emissions in consultation with local DFO. / 3 meter wide green belt around plant boundary being develop. Green belt development/plantation being develop in 15.165 ha area of total plant area.
At present, more than 3400trees have been planted all over the Plant area. Plant species like Neem, Kaner, Gulmohar, Silver oak, Kasood, Shisham, Karanj Papdi, Pipal, Shahtut, Ficus spp., Fruit bearing trees, Palm trees etc. have been planted in the plant area.

At least 5 % of the total cost of the project shall be earmarked towards theEnterprise Social Commitment based onlocals need and item-wise details along with time bound action plan should be prepared and submitted to the SEIAA Haryana/ RO MoEF, GoI, Chandigarh. Implementation of such program should be ensured accordingly in a time bound manner. / 5% of the total cost i.e. Rs. 25 Crores has been earmarked for CSR activities.
Expenditure for CSR activities carried out in current financial year (2015-16) is about 12.40 lacs and proposed in next financial year (2016-17)is 1.41 crores.
Action Plan is already been submitted to SEIAA, Haryana and MOEF Regional Office,Chandigarh with Final EIA/EMP Report.
The company shall provide housing for construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, safe drinking water, medical health care, crèche etc. The housing may be in the form of temporary structures to be removed after the completion of the project. / Plant has beenstarted its operation.
The Sewage Treatment Plant (STP) of 20 KLD capacity shall be installed for the treatment of the sewage to the prescribed standard including odour and treated effluent will be recycled to achieve zero exit discharge. The installation of STP should be certified by an independent expert and a report in this regard should be submitted to the SEIAA, Haryana before the project is commissioned for operation. Tertiary treatment of waste water is mandatory. Discharge of treated sewage shall conform to the norms and standards of HSPCB, Panchkula. Project Proponent shall implement such STP technology which does not require filter backwash. / Plant has just started its operation from September 2015. Domestic waste water generated mainly from the plant office and canteen will be treated in sewage treatment plant (Capacity 20 m3 per day). Treated water will be utilized for green belt development & Plantation. Discharge of treated sewage is maintained within prescribed standards of HSPCB, Panchkula.Photographs of Sewage Treatment Plant with process are enclosed as Annexure- 11.
The sullage generated shall be treated and used as manure. / Sullage generated from plant activities, which being treated and used as manure for plantation.
The project proponent shall take adequate preparation for fire and other kinds of disaster including chemical disaster. On-site, off-site emergency plan should be prepared and rehearsed in regular mock drills. / Plant has just started its operation from September 2015. On site and Off site emergency plan has prepared and adequate fire fighting equipments{fire extinguisher (different types), sprinklers, hydrant valves, fire bucket}have been placed at every risky area. Mock drill rehearsal being conducted at regular interval.
The project Proponent shall initiate a long term study through a reputed institution to assess the cumulative impact of the power plants on the AAQ of the area. The study shall in particular assess the impact of emission of the HSD based DG sets on the chemistry of upper atmosphere and on concentration of PM10, PM2.5. It shall be ensured that the worst seasonal atmospheric conditions are taken into account in the above said study. / Plant has just started its operation from September 2015. Now this study will be conducted after achieving full production capacity.
Standard for discharge of environmental pollutants as enshrined in various schedules of rule 3 of environment protection rule 1986 shall be complied with. / Agreed to the condition stated.
The project proponent shall appoint well qualified fire supervisor. / Agreed to the condition stated.
The project proponent shall ensure that transportation of raw materials by railway mode; never falls below 90% of the traffic on any single month of operation of plant. / Agreed to the condition stated.
All connecting roads from plant to National Highway shall be maintained by project proponent so that it can withstand heavy traffic caused by the plant. / Concreted roads from main road to the Plant site have been constructedto withstand heavy traffic caused by the plant.
The project proponent shall ensure that no construction activity is undertaken either on surface or below or above surface of revenue rasta passing through the project area. / No revenue rasta is passing through the plant area.
The project proponent shall indicate the width and length of revenue rasta passing through the project area on sign board and shall display the same at both the ends of revenue rasta stretch, for awareness of public. Sign board shall also display the message that this is public rasta/road and any citizen can use it. There shall not be any gate with or without guards on revenue rasta further project proponent shall not encroach revenue rasta and shall not cross internal roads over revenue rasta. / No revenue rasta is passing through the plant area.
The project proponent shall obtain electricity connection for operation of plant and shall ensure that the plant is not operated on DG sets only. / Plant has obtained the electricity connection from State Grid for operation of plant and Presently, no DG Set is being used.
GENERAL CONDITIONS

No further expansion or modifications of the plant shall be carried out without prior approval of theSEIAA, Haryana. / Agreed to the condition stated. Whenever we will go for expansion of the plant then we will take prior approval of the SEIAA, Haryana.
The gaseous emissions from various process units shall conform to the load/mass based standards notified by Ministry on 19th May, 1993 and standards prescribed from time to time. The State Pollution ControlBoard may specify more stringent standards for the relevant parameters keeping in view the nature of the industry and its size and location. / The gaseous and particulate matter emissions from various units are within the standards prescribed by the HSPCB.
Particulate emissions from the cement plant is not exceeding beyond the permissible limit.
The project proponent shall set up continuous online AAQ monitoring system (supervisory control & data acquisition) in the project area to monitor the parameters viz. PM2.5, PM10, NOX, SOX, and CO. The project proponent shall ensure that the values of these parameters are within the prescribed limits of CPCB/HSPCB. / Plant has just started its operation from September 2015. Continuous online monitoring system installation for AAQ and Stack in the project area and display at the main gate is under progress and parameters are maintained within prescribed limits of CPCB/HSPCB. Ambient Air Quality Monitoring Results are enclosed as Annexure- 12.
The overall noise levels in and around the plant area shall be kept well within the standards (85 dBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise levels shall conform to the standards prescribed under EPA Rules, 1989 viz. 75 dBA (day time) and 70 dBA (night time). / Noise control measures including acoustic hoods, silencers, and enclosures etc. on all sources of noise generation has been provided so as to maintain the noise levels within the standards (85 dBA) in and around the plant area.
The ambient noise levels conform to the standards prescribed under Environmental (Protection) Act, 1986 and Rules, 1989 viz. 75 dBA (day time) and 70 dBA (night time).
The Noise level monitoring is being carried out regularly & results are enclosed as Annexure- 13.
Occupational health surveillance of the workers should be done on a regular basis and records maintained as per the Factories Act. / Plant has just started its operation from September 2015. Regular Occupational Health Surveillance is being carried out which includes lung function and sputum analysis tests once in six months.
Sufficient preventive measures are being adopted to avoid direct exposure to dust etc by mandate usage of dust mask at dust prone area.
The project proponent shall also comply with all the environmental protection measures and safeguards recommended in the EIA/EMP report. Further, the company must undertake socio-economic development activities in the surrounding villages like community development programmes, educational programmes, drinking water supply and health care etc. / Jhajjar Cement Works is adhering to all the environmental protection measures and safeguards recommended in the EIA / EMP Report.
Unit is taking appropriate socio- economic development activities including community welfare programmes, educational programmes, drinking water supply and health care programmes in the surrounding villages.
A copy of clearance letter shall be sent by the proponent to concerned Panchayat, Zila Parishad / Municipal Corporation, Urban Local Body and the local NGO, if any, from whom suggestions / representations, if any, were received while processing the proposal. The clearance letter shall also be put on the web site of the company by the proponent. / Copy of clearance letter has been submitted to the concerned Panchayat.
Receipt of the same has been enclosed as Annexure- 14.
The project proponent shall upload the status of compliance of the stipulated environment clearance conditions, including results of monitored data on their website and shall update the same periodically.It shall simultaneously be sent to the SEIAA, Haryana, Regional Office of the MOEF at Chandigarh and HSPCB, Panchkula.The criteria pollutant levels namely; PM2.5, PM10, SO2, NOx (ambient levels as well as stack emissions) or critical sectoral parameters, indicated for the projects shall be monitored and displayed at a convenient location near the main gate of the company in the public domain. / Status of EC Compliance, including results of monitored data is being uploaded on website on regularly basis.It is simultaneously sent to the Regional Office of the MOEF and the HSPCB. The criteria pollutant levels namely; Pm2.5, PM10, SO2, NOx (ambient levels as well as stack emissions) or critical sectoral parameters, indicated for the projects is being monitored and will be displayed at the main gate of the company in the public domain very soon as plant has just started its operation from September 2015 .
The project proponent shall also submit six monthly reports on the status of the compliance of the stipulated environmental conditions including results of monitored data (both in hard copies as well as by e-mail) to the SEIAA, Haryana, Regional Office of MoEF, Chandigarh and the HSPCB, Panchkula. The Regional Office of this MoEF, GoI at Chandigarh/ HSPCB shall monitor the stipulated conditions. / Compliance report is being submitted to the concerned authorities on the half yearly basis.
Submission receipt of last compliance status report (October 2014 to March 2015) is enclosed as Annexure- 15.
The environmental statement for each financial year ending 31stMarch in Form-V as is mandated to be submitted by the project proponent to the concerned State Pollution Control Board as prescribed under the Environment (Protection) Rules, 1986, as amended subsequently, shall also be put on the website of the company along with the status of compliance of environmental conditions and shall also be sent to SEIAA, Haryana and Regional Office of the MOEF at Chandigarh by e-mail. / Agreed to the condition stated. The environmental statement for each financial year ending 31stMarch in Form-Vwill be submitted to Haryana State Pollution Control Boardand will also be uploaded on website with the status of compliance of environmental conditions and submitted to SEIAA, Haryana and Regional Office of the MOEF, Chandigarh by e-mail.
The project proponent should inform the public that the project has been accorded Environment Clearance by the SEIAA and copies of the clearance letter are available with the Haryana State Pollution Control Board & SEIAA. This should be advertised within 7 days from the date circulated in the region and the copy of the same should be forwarded to SEIAA Haryana. A copy of Environment Clearance conditions shall also be put on project proponent’s web site for public awareness. Project authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land development work. / Jhajjar Cement Works has informed the public regarding issuance of EC letter by SEIAA, Haryana. It was published in two local newspapers that are widely circulated in the region within 7 days from the date of issue of the clearance letter and a copy of the same was forwarded to the regional office at Chandigarh. The environment clearance copy was uploaded on company’s website for public awareness.
The copy of advertisement of EC in News Paper is enclosed as Annexure- 16.
Jhajjar Cement Works has compiled to the given condition. The construction work started in April 2014 and trial run for the project was conducted in September 2015. The cement production has already been started in September 2015.
The SEIAA, Haryana may revoke or suspend the clearance, if implementation of any of the above conditions is not satisfactory. / Agreed to the condition stated.
The SEIAA, Haryana reserves the right to stipulate additional conditions if found necessary. The Company in a time bound manner shall implement these conditions. / Agreed to the condition stated.
The above conditions shall be enforced, inter-alia under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, Hazardous Wastes (Management, Handling and Transboundary Movement) Rules, 2008 and the Public (Insurance) Liability Act, 1991 along with their amendments and rules. / Agreed to the condition stated.
An Environmental Cell shall be created at the project site itself and shall be headed by qualified officer, who is well versed with the environmental aspects of the plant. It shall be ensured that the Head of the Cell directly report to the Board of Directors. / A separate environmental management cell with full fledged laboratory facilities to carry out various management and monitoring functions is being set up under the control of Senior Executive at plant site. Structure of Environment Management Cell is enclosed as Annexure- 17.
