Additional Questions and Answers during the tender procedure under project Technical assistance for Flood Forecasting and Early Warning System, Phare project “Capacity improvement for Flood Forecasting in the BG-TR CBC Region

  1. It is assumed that the consultant will create an interface for real time flow of model input data (including data from the telemetric system, numerical weather forecast data and satellite information) by using the functionality of the modelling software purchased within the supply component. Development of additional software for interface (e.g. for reformatting of data, spatial/temporal interpolation…) will not be necessary or, if necessary, will be covered by a separate contract. Is this assumption correct?

The supply component specification requires spatial/temporal interpolation functionality of the data input module. No separate contract for input data formatting and pre-processing will be available.

  1. Which data format is used for the meteorological forecasts? What is the spatial and temporal resolution of the meteorological forecasts (gridded raw data or post-processed and interpolated for certain locations). What is exactly meant by “semi-quantitative forecast of precipitation” (in section 1.4. of the ToRs)?

The numerical metrological three hourly forecasts are available at 7 to 12 km grid of geographical coordinate – latitude, longitude. Those precipitation forecast have significant degree of uncertainty, so the beneficiary is using them in “semi-quantitative”, categorical scale.

  1. Will (besides cross section information and a 100 m DTM) also aerial photographs be available in order to facilitate the development of the floodplain models and flood area determination.

There not available. The candidates may obtain them on their budget upon the project implementation.

  1. It is stated in section 4.2.3.4 that the model should be able to produce forecasts of river level and respectively flooded areas with three different lead time periods compromisingwith the uncertainty of the forecast. Is it really expected that during the real-time operation of the flood forecasting model for each forecasting run also a map of the potentially areas is issued?

Each model run should give productive water levels at the river cross sections. The beneficiary should be able to produce a flood map in case the situation seems to be dangers.

  1. Annex 4 of the draft contract has to include:

Which document do we have to provide for the above mentioned question?
