A RESOLUTION condemning France for their inaction in the conflict against Iraq.
WHEREAS, the United States and France have been allies dating to the Revolutionary War; and
WHEREAS, French President Jacques Chirac recently acknowledged American assistance to France in both World War I and World War II; and
WHEREAS, American participation in the Normandy invasion led to the liberation of France, while countless American lives were lost among the dense hedgerows of the French countryside; and
WHEREAS, Allied casualties during the Normandy invasion totaled 237,000 soldiers; and
WHEREAS, France, along with the United States, supported United Nations Resolution 1441 in an attempt to disarm Saddam Hussein without the use of military force; and
WHEREAS, United Nations Resolution 1441 did not achieve its stated goal; and
WHEREAS, the United States began to pursue a second resolution from the United Nations authorizing the use of military force, even though a second resolution was unnecessary; and
WHEREAS, the French have made it clear they will veto virtually any effort to pass a second resolution; and
WHEREAS, in 1995, the French refused to find Saddam Hussein in material breach with regard to resolutions ending the first Gulf War; and
WHEREAS, in 1996, the French refused to criticize Saddam Hussein for his treatment of the Kurds; and
WHEREAS, in 1997, the French refused to block the travel of Iraqi intelligence officers; and
WHEREAS, in 1998, the French declared Saddam Hussein to be free of weapons of mass destruction; and
WHEREAS, in 1999, the French refused to support the United Nations Monitoring, Verification, and Inspection Commission, also known as the weapons inspectors; and
WHEREAS, the French have done nothing to stop the regime of Saddam Hussein in the twelve years since the end of the first Gulf War; and
WHEREAS, ABC News recently reported that an emissary from the French Ministry of Foreign Affairs has repeatedly traveled to Baghdad to offer Saddam Hussein exile in the former French colony of Mauritania; and
WHEREAS, French President Jacques Chirac recently said he would also oppose a new United Nations resolution that would allow the United States and Britain to administer postwar Iraq; and
WHEREAS, Chirac went on to say he would not accept a resolution legitimizing military intervention and giving the "belligerents" the power to administer Iraq;
NOW, THEREFORE,
Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:
