About the Independent Funding and Advisory Panel (IFAP) for transport heritage

The Independent Funding and Advisory Panel (IFAP) exists to ensure that decisions made in the prioritisation and government funding of activities and projects within the transport heritage sector in NSW are made in a fair, transparent and impartial manner, and in accordance with Government policies. The IFAP provides advice to Transport for NSW, as the government entity, and to Transport Heritage NSW (THNSW), the private organisation with oversight of a portfolio of government transport heritage assets managed by volunteer heritage groups in NSW (the Heritage Portfolio).

About the role

The role of the IFAP includes:

·  ensuring THNSW executes its responsibilities towards other heritage organisations and the Heritage Portfolio without conflict of interest

·  reviewing asset management plans and associated funding priorities prepared by THNSW in consultation with other transport heritage groups for the Heritage Portfolio assets

·  endorsing recommendations for grants under the Transport Heritage Grants Program

·  making recommendations about management, disposal, custody, access or use of Heritage Portfolio assets

·  making recommendations about eligibility of transport heritage organisations for government subsidies

About the members

The IFAP consists of three to five independent members, each having experience or expertise in at least one of:

·  heritage;

·  the public transport sector or asset intensive industry;

·  financial management; and/or

·  business and/or project management and governance expertise.

All IFAP members are expected to have the ability to contribute to the effectiveness of the panel, listen attentively to others’ opinions, analyse information, make a constructive contribution to discussion, and uphold the NSW government’s code of ethics and conduct.

IFAP members must not have any conflicts of interest that would prevent them from making decisions in a fair, conscientious and unbiased manner. Therefore, IFAP members must not have current affiliations with, or a membership of, any transport heritage organisations in NSW.

Overall, the membership of the IFAP should provide both public and private sector experience, and reflect Government commitments to equity and diversity.

Time commitment and recognition of service

IFAP members are appointed to the panel for a term of two years and may be considered for a further term. The term will commence immediately upon confirmation of appointment by TfNSW.

The IFAP meets approximately two to four times per year. Members are expected to take time to prepare for meetings and provide informed contributions and may be required to engage in ad hoc deliberations by email or phone.

Members are appointed on a volunteer basis, but are eligible for a sitting honorarium of up to $350 per day.
