In order to qualify as a Level 3 official the candidate is required to:-

  • Attend a Level 3 course which has 3 modules; generic, discipline specific and the technology associated with their discipline.
  • Keep a record of all meetings at which they officiate and submit their annual Record of Experience forms for at least 2 years showing at least 30 meetings. This must include details of duties carried out and learning which has taken place.
  • Obtain 6 reports; 2 as a team member; 1 from an out of region reporter (most likely to be as a team member); 1 as Clerk of Course; 1 using technology – Photo-finish for Track Judges and Timekeepers, EDM for Field Judges and False Start Equipment for Starters and Starters Assistant; 1 as Referee/Chief at a County /YDL meeting or equivalent.

GUIDANCE NOTES FOR THOSE WRITING REPORTS

  • All reports must be completed by officials who are currently Level 3 and have been on the list for at least 2 years. Please ensure that your report provides information/evidence for the Peer Group and therefore assists them in making a decision about the candidate. A constructive statement is required for each section of the report. Using the single word “good” with nothing to back it up is not helpful!
  • Level 3 is the level at which officials will be eligible for selection for National/ International meetings.
  • Please note that if you give a report stating that an official is competent you are saying you would be happy to see them working at National/International meetings.
  • Please keep your comments brief but constructive. If an official is not yet ready to progress please give guidance in your report.
  • The decision on whether or not an official will qualify as Level 3 will be taken by the National Peer Groups.
  • Please ensure the candidate receives a copy of the report and send your report to the appropriate upgrading secretary (English Tri-Regional or Home Country Officials’ Secretary).
