SUBJECT: Contract For Construction Of The Santa Barbara Airport T-Hangar And Taxilane Project
RECOMMENDATION: That Council:
A. Authorize the Public Works Director to execute a contract with Lash Construction (Lash) in their low bid amount of $3,243,936 for construction of the Santa Barbara Airport T-Hangar and Taxilane Project, Bid No. 3448;
B. Authorize the Public Works Director to approve expenditures up to $259,515 to cover any cost increases that may result from contract change orders for extra work and differences between estimated bid quantities and actual quantities measured for payment;
C. Authorize the Public Works Director to execute a contract with Penfield & Smith in the amount of $353,138 for construction support services, and approve expenditures up to $24,720 for extra services that may result from necessary changes in the scope of work; and
D. Authorize the General Services Manager to issue a Purchase Order to Taft Electrical Company (Taft) in the amount of $14,844 for Security Access Control Relocation associated with the project.
DISCUSSION:
PROJECT DESCRIPTION
Recognizing the need for general aviation T-hangar space, plans for additional T-hangars were approved as part of the Airport’s Master Plan process. The construction of up to 55 T-hangars was also approved as part of the Specific Plan portion of the Airport’s Master Plan and the Airport Facilities Plan (AFP).
T-hangars are used to house general aviation aircraft, and for providing the aircraft with additional security and protection from the weather. The T-hangars will be owned by the Airport and leased to aircraft owners for storage of their aircrafts.
This first phase consists of 24 T-hangar units located in the northern sector of the Airfield, as shown on the attached Project Location Map. Also included in the project are taxilanes to provide access to the airfield, infrastructure such as electrical service, fire protection, sewer and storm water drains, and security fencing.
CONTRACT BIDS
A total of six bids were received for the subject work, ranging as follows:

The low bid of $3,243,936 submitted by Lash is an acceptable bid that is responsive to, and meets the requirements of, the bid specifications.
The average of the bids received was $3,526,338 which is $765,986 (or 22%) over the Engineer’s estimate of $2,760,352. This is primarily due to the costs associated with the fabrication of the Metal Building Systems, which were 30% over the Engineer’s estimate.
The Change Order funding recommendation of $259,515 (or 8%) is typical for this type of work and size of project.
CONSTRUCTION PHASE CONTRACT SERVICES
Staff recommends that Council authorize the Public Works Director to execute a contract with Penfield & Smith in the amount of $353,138 for materials testing and construction management. Penfield & Smith is on the City’s Pre-qualified Engineering Services list and is experienced in this type of work. The Change Order funding recommendation of $24,720 (or 7%) is typical for this type of work and size of project.
Staff also recommends the General Services Manager issue a Purchase Order to Taft in the amount of $14,844 for Security Access Control Relocation associated with the Project. Previously installed Security Access Control equipment will need to be relocated. Taft is experienced with this type of work and has worked for the Airport Department in the past within this capacity.

FUNDING
This project is funded by both a Federal Grant and a low-interest loan with the California Department of Transportation, Division of Aeronautics, for a Revenue Generating T-hangar Project at the Santa Barbara Airport. The following summarizes the expenditures recommended in this report:
