ARTICLE I
Section 1: TITLE: This Association shall be known as the Northeast Oklahoma Lamb Association (NEOLA) and shall be at all times operated and conducted as a non-profit organization in accordance with the laws of the State of Oklahoma providing for such organizations and by which it shall acquire such rights as granted to associations of this kind.
Section 2: OBJECTIVES: The purpose of the Association shall be to collect, record, preserve the records, to publish a summary of the results, to stimulate competition among 4-H and FFA exhibitors, and to award prizes and awards to the top individual exhibitors of club lambs throughout the course of a one-year period based upon the total number of points accumulated within a given NEOLA breed division.
Section 3: PLACE OF BUSINESS: The principal place of business shall be Payne County, Oklahoma, but its’ members or officers may be residents of any county in the Northeast boundaries of Oklahoma and business may be carried on at any place convenient to such members or officials as may be participating. ARTICLE II
Section 1: All property, business and affairs of the NEOLA shall be managed and conducted by and shall be under the exclusive control of the Board of Directors.

Membership shall be of three categories: Junior (Active) Membership, Associate Membership, and Associate Senior Board Membership. Memberships shall be limited to natural person, but may include corporations, firms, institutions of learning, executors, administrators, and trustees. Membership receipts shall be issued upon acceptance of fee. Junior (Active) Membership shall be $25.00 per year, Associate Membership $30.00 per year, and Associate Senior Board Membership $30.00 per year. (Amended August 5, 2008)
The applications for membership should indicate clearly the name in which the membership be recorded and type of membership desired.
Junior Membership shall be $25.00 per year and must be turned in with completed application prior to show. (Amended July 2016)
Only bonafide academically eligible 4-H or FFA and peewee designated showmen residing in the northeast portion of the State of Oklahoma (counties included are Adair, Cherokee, Craig, Creek, Delaware, Kay, Lincoln, Logan, Mayes, McIntosh, Muskogee, Noble, Nowata, Okfuskee, Oklahoma, Okmulgee, Osage, Ottawa, Pawnee, Payne, Pottawatomie, Rogers, Seminole, Sequoyah, Tulsa, Wagoner, Washington) are eligible for active membership. Members must be actively enrolled in schooland be seven (7) years of age by the first show date for the season and may continue membership until high school graduation. (Amended November, 2009)
Only students residing in the above mentioned perimeters will be allowed to exhibit in the NEOLA regardless of membership. (Amended November, 2009)
GENERAL RULES
EFFECTIVE DATE: These rules and regulations shall become and be effective July 1, 1999, and thereupon shall be followed by all members and sanctioned shows.
SHOW APPROVAL: Organizations or individuals wishing to host or sponsor a club lamb show sanctioned by NEOLA where exhibitor points are awarded must comply with NEOLA rules. Show approval does not carry over from year to year and must be obtained for each show annually.
NEOLA sanctioned shows must offer the following breeds with no minimum number: Southdown, Shropshire, Speckle Face, Dorset, Hampshire, Suffolk, Natural Color and Crossbred.
If a NEOLA member is unable to attend a show due to another 4-H, FFA, school or church activity, the member MUST obtain written notice from agent, teacher, school authority, church leadership stating this absence (Amended August 2011) and MUST have permission from the Senior Board to allow another NEOLA member to show for them. This MUST be done before the entry fee is paid. The person showing for that member may obtain permission for the absent member. The substitute exhibitor MUST be a NEOLA member and have a lamb entered in that show. (Amended March, 1999)
If there is another livestock show the same day as a NEOLA show, the NEOLA member WILL NOT be allowed to have another NEOLA member show his/her lambs in their absence. (Amended March, 1999)
Showing Code of Ethics (attached) will be followed at NEOLA sanctioned shows. No inhumane treatment of animals will be tolerated. (Example: No physical abuse such as SLAPPING, HITTING or electrical instruments. No paint will be allowed. No surgical procedure or injection of any kind to alter the animal’s natural confirmation, contour, or appearance will be allowed.) (Amended June 1996)
Any exhibitor that has been banned from a state level show will not be allowed to exhibit at a NEOLA show for the remaining of that show season. (Amended October, 2000)
All ewe lambs must have an official scrapies ID tag or will not be allowed to show. This is a state mandated rule.
Entry fees will be $20.00 per lamb. An exhibitor may show a maximum of three (3) lambs per show. (Amended August, 2008)
Age for rookie and showmanship will be age of exhibitor as of first show of the NEOLA show season. Exhibitors will remain in that age group for the remainder of the show season. (Amended November 2013)
To participate in the Showmanship contest the exhibitor must be a NEOLA member and have paid dues prior to the showmanship contest. NEOLA members MUST show their own lamb in the showmanship contest. Showmanship divisions are: BEGINNER ages 7-9, JUNIOR ages 10-12, INTERMEDIATE age 13-15, and SENIOR age 16-19. (Amended November 2013)
A NEOLA member must have lambs entered in four (4) of the six NEOLA shows to be eligible to receive an award at the conclusion of that show season. (Amended October 2014)
AWARD SYSTEM
In order to receive points to apply to the yearling standings, an exhibitor must be an active member of NEOLA prior to the judging of the show from which he/she receives points. Points are awarded only after paying membership dues to NEOLA. Members will not accumulate prior points at the shows during a NEOLA year when they are not active members.
A member will accumulate points on the three highest point receiving lambs. Breed points will be kept on one lamb per breed. All-around points will be counted for two lambs per breed if the member is exhibiting a lamb in another breed. (Amended June 1999)
Once points are recorded on an individual member within any one of the eight breed divisions, points are non-transferrable to any other breed division or member. Incorrect breed information is not the responsibility of NEOLA.
Sheep must be entered in the name of the individual NEOLA member for the points to be accumulated in his/her name.
Points will be tabulated on all approved shows and awards presented to NEOLA members accumulating the greatest number of points in the following breed divisions within a NEOLA show year ending in March or April each year: Southdown, Shropshire, Speckle Face, Dorset, Hampshire, Suffolk, Natural Color and Crossbred.
Two all-around awards will be given to the members accumulating the greatest number of points based on two or more breed point divisions in market sheep. (Amended June, 1995)
Points will not be awarded for any county or district shows.
POINT SYSTEM
Points will be awarded to the entire class of lambs. Only members in good standing in NEOLA will qualify to receive points.
Points are awarded as follows:
Southdown, Shropshire, Dorset, Speckle Face, and Suffolk (Amended July 2016)

2nd place-5 points
3rd place-4 points
4th place-3 points
5th place-2 points
6th place-1 point
One point will be awarded to all other exhibitors in the class.
Hampshire, Natural and Crossbred
1st place-10 points6th place-5 points

One point will be awarded to all other exhibitors in the class.
Breed Champions will receive three (3) additional points.
Reserve Breed Champions will receive two (2) additional points.
Grand Champion will receive five (5) additional points.
Reserve Grand Champion will receive three (3) additional points
This point system is based on a proven method used by the Iowa Club Lamb Producers Association.
The NEOLA Board of Directors reserves the right to final interpretation of all rules and regulations.

ALL AROUND POINTS
An exhibitor must show in at least two (2) different breeds at a show to be eligible for All-Around Points. Points are taken from the total of breed points for that exhibitor. If an exhibitor has 2 lambs in any one breed, points from both lambs will be counted for the All Around if exhibitor showed in another breed.

These points are taken from the highest placing lamb in any one breed. If a member has two lambs in one breed, only the points for the highest placing lamb will be recorded.

There is a $1.00 entry fee per exhibitor per show, which is included in the membership fee of $25.00 per show season. All the fees collected are paid back out. (Amended August, 2008)
The top ten in each age category are placed. Every exhibitor is awarded a point for participating.
Points are given as follows:

All other exhibitors will be awarded one point for participating.
CALCULATING END OF YEAR POINTS
End of year points will be calculated using the top 5 points in each category ie: breeds, showmanship, rookie, and overall. Lowest points will be dropped after last show is calculated.

SCHOLARSHIP
NEOLA has established a scholarship program which will be awarded annually provided funding is available as determined by the Board of Directors. This will be awarded to a member who is either a Senior or Junior during the current NEOLA year and has been a member in good standing the year prior to application for a total of two (2) consecutive years. This scholarship requires completion of a scholarship application that is provided following the conclusion of the current NEOLA year. NEOLA members must meet minimum requirements and submit completed application to be eligible for this scholarship. This scholarship can only be awarded to a member one time during their NEOLA membership. (Amended April, 2011)
