Public Hearing and Regular Town Council Meeting

August 9, 2016

Council Members (C/M) present: V/M K. Moss, C/M Baker, C/M Harris, C/M Tyree, and C/M Reams

C/M absent: C/M Jones

Others present: Mayor Paige; Clerk, Peggy Johnson; Donnie Bryan, James Tyree, Jr., Donna McRae-Jones

The meeting was held at the Dillwyn Town Hall located at 1030 Main Street, Dillwyn, VA, on, August 9, 2016, at 7:00 p.m.

The invocation and the Pledge of Allegiance led by Mayor Paige.

The Mayor Paige opened the meeting and declared there was a quorum in attendance.

The Mayor opened the public hearing on the budget. There were no comments. Motion was made by V/M Moss and seconded by C/M Tyree to adopt the budget for FY 17 as presented. Motion was passed unanimously with all ayes. No nays.

The minutes for July were approved as corrected. Page 2 change word ‘go’ to ‘to’. Motion was made by V/M Moss and seconded by C/M Reams. Motion was unanimously passed with all ayes. No nays.

Mayor Paige introduced Donna McRae-Jones. Donna reported on the Relay for Life and Hope Day for the 2017 plans. Hope Day will be held at Ellis Acres. She also spoke about Habitat: stating that families for the second and third homes have been found. There will be a benefit at Pino’s where the proceeds for one day will be given to Habitat and representatives will be there to answer any questions.

Transportation Enhancement:

Phase 4x/5: Easements: Mayor Paige stated that there have been no changes, still waiting on LPDA and VDOT about the easements. She will follow-up with LPDA.

Revitalization Project:

Kiosk: Mayor Paige is gathering information for kiosks.

Park events:

Thursday night events:

Halloween: Motion was made by V/M Moss and seconded by C.M Harris for the Clerk to send letters to the town businesses and some of the area business to get donations for the candy and supplies. Motion was unanimously passed with all ayes. No nays.

Film/movie night: V/M Moss stated she is still working on this.

Street Maintenance Committee:

C/M Baker stated that all should be aware that people are going into the crawl spaces of homes.

Mayor Paige asked about the Children Playing sign and V/M Moss stated that there are many more children on LeSueur Street and she would like one on that street also. Culbreth was the original street.

Warehouse Street needs to be look at after the contractor leave for the condition of the road.

V/M Moss advised of a skunk, groundhog and fox issue at 89 Conner Street. She also stated an issue on LeSueur Street. Mayor Paige advised that Donald Shumaker is retiring and will be getting with the town about his replacement.

Tourism Committee: Wine Tasting, Sept. 17 at the Historic Village.

Housing planning grant:

Next team meeting to be Tuesday, Sept. 13, 6:15 p.m.

Comprehensive Plan—to meet August 16, 6:00 p.m., review of changes

UNFINISHED BUSINESS:

Audits: submitted to the auditor, but they cannot get to until December

Noise, Dog & chicken ordinances: The Buckingham County Board of Supervisors (BC BOS) adding Fowls to their ordinance. Mayor Paige will be getting with C/M ones about this.

Charter: waiting to hear from Mary Hickman

Historic District: waiting on Mr. Wagner

Special Election, Nov 3: this will not be needed as the town charter allows for the appointment of vacancies.

NEW BUSINESS

HB 599: C/M Tyree has been in touch with the office of Robert Hurt and waiting on some information and help from them.

CRC/EDD meeting at SVCC: Mayor Paige stated that CRC is applying for the Economic Development District.

CD renewal at First Bank, 12 mo.: Motion was made by V/M Moss and seconded by C/M Baker to renew the CD with First Bank. Motion was unanimously passed with all ayes. No nays.

Mayor Paige announced that VML is sponsoring the Christmas ornament at the Capital again. Deadline is August 30 to let them know of participation. Council approved of participation.

Mayor Paige stated that Charles (Kevin) Parrish (old Davis Dept. store) has advised that he will be putting the building on the market again.

Mayor Paige stated that Randy Phillips, SERCAP, has advised that there is plumbing and housing money available for individuals. He left some brochures explain the programs.

Mayor Paige also stated that Wayne Wood is very ill and asked if the council could donate something to the family. Motion was made by V/M Moss and seconded by C/M Tyree to donate a $100 Visa card to the family. Motion was unanimously passed with all ayes. No nays.

C/M Baker asked about having some summer or after school events for the children of the town.

Donnie Bryan, BC BOS, stated:

. Received 15 RFPs for Dillwyn Primary (library project)

. Grant for witness victim was received

. Resolution for lottery funds to be shared with localities (does not affect school

funds)
