GUIDELINES FOR OBTAINING A CAMAS COUNTY BUILDING PERMIT

1.  Submit completed application form

2. Show proof of septic permit from South Central Health District -Ph. (208) 788-4335

3.  Submit two (2) full sets of architectural plans including structural drawings (if required). Plans must include the following:

a.  General location map and site plan showing set backs, proposed location and dimensions of new structure/s and the exact size and location of any existing structures or alteration (Obtain address from Assessor’s Office)-(208) 764-2370

b.  Footing & foundation plan (with section & details)

c.  Framing, wood species and grade

d.  Framing plans, header sizes, sections, etc.

e.  Truss specs & calculations.

f.  Floor plan, plumbing plan, HVAC plan & electrical plan

g.  Building elevations with finish grade at foundation.

h.  Number of off street parking spaces or loading berths

i.  Proposed sewer and water facilities with site location.

j.  Such other matters as may be necessary to determine conformance with, and provide for, the enforcement of this ordinance.

k.  Original parcel or first split proven by applicant if not in subdivision or PUD

l.  Wildland Fire Hazard Mitigation Plan requirements showing 30’ setbacks

m.  Weed Management Plan from Camas Creek Coop Weed Management- Ph. (208) 764-3512

n.  Well & septic minimums:50’ between tank & well, 100’ between tank & stream, 100 feet between well and drain field, verify with South Central District Health 208-788-4335 Bob Erickson.

o.  An additional set of plans & an inspection from West Magic Fire District is required if building in West Magic Area.

p.  Buildings near streams require a 50’ set back from the mean high water mark as determined by a hydrologist.

4.  Show proof of Residential Energy Code Certification- www.energycodes.gov or contact architect/drafter.

5.  Seismic zone D, Ground snow load per U of I chart, Wind load 90mph, Live load 100#, 30” minimum frost depth, 35’ bldg height.

GUIDELINES FOR OBTAINING A CAMAS COUNTY BUILDING PERMIT FOR AGRICULTURE BUILDING

1. Submit completed application form.

2. Submit proof of existence, or lack thereof, of utility easements and location upon the property.

3. Mark upon property the location of property boundaries and location of utility easements upon property. Note: this may require surveying the property.

4. Furnish an executed copy of the Waiver of Liability (agricultural building only) with the application form.

REQUIREMENTS FOR BUILDING IN CAMAS COUNTY

1. (Note: Camas County Ordinance Number 160: On July 29, 2008 Camas County adopted the International Building Code, the International Residential Code, parts I-IV and IX, the International Energy Code and the International Fire Code).

2.  Minimum insulation values are as follow:

a.  R-19 in exterior wall and rim joist b. R-38 in vaulted ceilings, R-50 in attics

c.  R-19 in basement or crawl spaces d. 6 mil polyvinyl on crawlspace floor

3.  Foundations are to extend 6” above finished grade, with 30” as minimum stem wall height.

4.  Roof: Snow live load requirements are as follows:

(For buildings that require a camas County Building Permit): Required snow loads for the Camas Prairie shall be a minimum 100 psf for single ridge line residential structures with 3 in 12 or greater roof pitch. If the structure has a perpendicular ridge line, and/or is less than 3 in 12 in roof pitch, the structure must be engineered using the available ground snow load data from the University of Idaho. The required roof snow load for structures three (3) miles North of the Boise Base Line is 125 psf, and for structures in West Magic, 80 psf is required.

5.  Mobile/manufactured homes are to be placed on permanent foundations with tie downs, tongue & axels removed.

6.  Building permit fees are due when the application, septic permit and plans are submitted for review.

7.  Every permit issued shall become invalid unless the work authorized by such permit is commenced within 180 day after its issuance, or the work authorized by such permit is suspended or abandoned for a period of 180 days after the time the work is commenced. The building official is authorized to grant, in writing, one or more extensions of time, for periods not more than 180 days each. The extension shall be requested in writing and justifiable cause demonstrated.

8.  A Final Inspection Fee Deposit is due on all permits. The deposit fee shall be equal to 10% of the final sq. ft. value of the building permit. The minimum deposit shall be $100.00 and the maximum shall be $500.00. Pursuant to Ordinance #134, if the final inspection certificate has not been issued within thirty-six months after the issuance of the permit, said deposit shall be forfeited.

9.  Inspection are as follows: (24 hour notice is required)

1.  Give owners name, building permit number, address.

2.  Footing, foundation, and site plan inspections shall be made prior to, or at the time of a concrete pour. Set backs to be verified. 50 foot setback from the mean high water mark , 30 feet from the property boundary. Any dirt compaction, form setting, or rebar bending and mounting should be completed prior to inspection.

3.  Final inspections are required.
