HEXHAM TOWN COUNCIL

MINUTES OF THE TOWN COUNCIL MEETING HELD ON 3 AUGUST 2009.

4683.  PRESENT. Councilor T Robson the Town Mayor in the Chair together with Cllrs: J B Jonas, D Kennedy, A R Travis, G C Ferguson, Mrs. I C Whale, A Snowball, J V R Hare, Mrs. J E Lloyd, Mrs. C J Robinson and N J Holder.

4684.  DECLARATIONS OF INTEREST [PLANNING APPLICATIONS]. Cllr. T Robson declared a personal interest in application 20090509 as it was a property to the rear of his own property and also in application NCC00121 as he was a Councillor with the applicant authority.

4685.  PLANNING APPLICATIONS. It was AGREED there were no objections to the planning applications received in accordance with the list[s] circulated and attached hereto.

4686.  APOLOGIES FOR ABSENCE. Apologies for absence were received from Cllrs. Mrs. B E Smith and M F C Donnelly.

4687.  PUBLIC PARTICIPATION. No members of the public present raised any matters for the Council’s attention or information.

4688.  MINUTES. It was AGREED the minutes of the Town Council meeting held on 6 July 2009 having been circulated, be signed as a true record.

4689.  MATTERS ARISING:-

a.  LOCAL TRANSPORT PLAN 2010/11. Minute 4679 refers. On a question raised about the processes involved in this subject it was noted the NCC considered all suggestions made to it from every area of the County and then after giving each suggestion a points total, dependant upon a number of ‘safety’ factors, the NCC decided which suggestions would be carried out and when. Any suggestions not carried out were still left on the list and brought back to the Town Council for annual review until either deleted by the Town Council or agreed to be carried out by the NCC.

b.  CENTRAL TYNEDALE COMMUNITY FORUM. Minute 4666 refers. Cllr. Mrs. J E Lloyd reported she had attended a Forum Steering Group meeting on 13 July 2009 and the minutes will be circulated in due course. There will be an inaugural meeting of the new Forum on 19 October 2009 to which as many local organizations as possible will be invited to attend. Cllr. Mrs. J E Lloyd is liaising with the Hexham Partnership Officer to ensure invitations are issued to as many organizations as possible. In addition a ‘Corn Walk’ is planned for 19 September 2009 and more details will be given at the next meeting.

4690.  DECLARATIONS OF INTEREST. There were no declarations of interest given.

4691.  ACCOUNTS FOR PAYMENT. It was AGREED to authorise payments in accordance with the lists circulated and attached hereto.

4692.  PLANNING DECISIONS. It was AGREED to receive the decisions of Northumberland County Council on planning applications in accordance with the list circulated and attached hereto.

4693.  COMMITTEE REPORTS:-

a.  BURIAL BOARD MANAGEMENT COMMITTEE. It was AGREED to receive the minutes and agree recommendations of the Burial Board Management Committee meeting held 6 July 2009, presented by Committee Chairman Cllr. J V R Hare.

b.  BURIAL BOARD MANAGEMENT COMMITTEE. It was AGREED to receive the oral report of the Burial Board Management Committee meeting held 3 August 2009 presented by Cllr. T Robson. A memorandum detailing the ways in which the finance for the proposed WC refurbishment could be raised had been circulated to all Councillors. The memorandum also included a further Committee recommendation that a committee/office room be created within the disused store room to the rear of the Cemetery premises. After considerable discussion it was AGREED the matter be deferred to the September Council meeting after the Committee had further considered the matter and in particular the finance for the proposal.

4694.  SPEED LIMIT REQUEST – ALLENDALE ROAD. A recent accident to a schoolchild had led to a campaign by the parent for action to be taken by the NCC, as Highway Authority, to introduce traffic measures that will reduce traffic speeds on the Allendale Road. Middle and High School pupils and staff use this road to access their schools and the narrow footpaths are inadequate for the number of pupils. After discussions on the various traffic speed reduction methods that might be possible it was AGREED a speed camera was the preferred system as speed cameras elsewhere had shown they were effective in reducing traffic speeds. It was also noted the Council had previously included a request for a speed camera system on the Allendale Road in the Local Transport Plan. It was noted the NCC was also to experiment with 20MPH limits in a few areas in the County and it had been asked to include Allendale Road as one of the experimental areas. It was lastly AGREED the NCC should implement some form of traffic calming measures to reduce traffic speeds on the Allendale Road as a matter of urgency.

4695.  FIRE AND RESCUE SERVICE LIAISON. Minute 4664 refers. It was AGREED Cllr J V R Hare act as liaison with the Northumberland Fire and Rescue Service with regard to the proposed new Fire and Rescue Service Station at West Point, Hexham.

4696.  HISTORIC TOWNS FORUM. Minute 4673 refers. It was AGREED further information was needed before the Council could decide whether it should be a member of the Forum. This matter will be an agenda item in due course.

4697.  CAR PARKING. The NCC is carrying out consultations on parking strategy within Northumberland. It was felt the consultation document questionnaire was not very clear and it was AGREED the Council consider this matter further at the September 2009 meeting. The NCC will be advised the Council views will be submitted a day later than the consultation period closing date.

4698.  NEXT MEETING. The next meeting of the Council would be held on 7 September 2009 at 7.00pm.
