Award Synopsis 071I0200061A Miscellaneous Safety Supplies Contract

This Procurement is to establish a three year contract for miscellaneous safety supplies for use by Michigan Department of Transportation (MDOT) staff statewide.

Twelve (12) companies responded:

Four Seasons Hardware, Inc. - $161,209.60. This Company bid on 5 of 113 items and they did not submit a technical proposal. Based on this, their bid was not considered.

Midwest Safety Products - $599,200.40. This Company bid on 113 of 113 items but did not submit a technical proposal. Based on this, their bid was not considered.

Quality First Aid & Safety - $306,000.00. This Company bid on 36 of 113 items and they did not submit a technical proposal. Based on this, their bid was not considered.

Ever Ready First Aid - $359,761.00. This Company bid on all 113 items, however, they did not submit a technical proposal. Based on this, their bid was not considered.

Safety Services, Inc. - $457,918.90. This Company bid on 113 of 113 items and did submit their technical proposal.

Airgas Great Lakes - $474,154.67. This Company bid on 110 of 113 items and did submit their technical proposal.

Broner Glove and Safety - $502,579.50. This Company bid on 113 of 113 items and did submit their technical proposal.

Libra Industries - $506,304.79. This Company bid on 113 of 113 items and did submit their technical proposal.

Empire Equipment & Supply –Service Disabled Veteran - $531,409.75. This Company bid on 113 of 113 items and did submit their technical proposal.

Wise Safety & Environmental - $608,270.90. This Company bid on 109 of the 113 items and did submit their technical proposal.

Amerisource Industrial Supply - $746,669.50. This Company bid on 113 of 113 items and did submit their technical proposal.

Grand Strategy, LLC - $785,438.53. This Company bid on 106 of 113 items and did submit their technical proposal.

This bid was posted on the Bid4Michigan website for four weeks. Seven of the twelve companies that submitted proposals, bid on all 113 items. One of those companies, Ever Ready First Aid, unfortunately, did not send in a technical proposal as required by the Invitation To Bid and therefore was deemed non-responsive. In addition there were three other companies that failed to send in a technical proposal as required and therefore were deemed non-responsive. All companies that submitted both pricing and technical proposal were deemed responsive bids. Those companies all passed technical and had their items and pricing reviewed. Invitation to Bid Section 3.025 Reservations states in part, “The State reserves the right to award by item, part or portion of an item, group of items or total proposal….”

Due to the fact that 5 out of 12 companies, whose bids were deemed responsive, bid all items, it was determined to be in the States best interest to award one contract as opposed to multiple contracts. All 5 proposals were reviewed. All items presented were acceptable. Pricing then was evaluated. Per Section 3.032 Qualified Disabled Veteran Preference of the Invitation to Bid, it states “Public Act 431 of 1984, as amended, establishes an up to 10% price preference for businesses owned by qualified disabled veterans.” Empire Equipment and Supply is a Service Disabled Veteran Owned Company that did bid all 113 items. Therefore, 10% was added to each of the other 6 companies pricing as follows:

Based on the item evaluations and the price evaluations it was determined that the award should be made to Safety Services, Inc. as being in the best interest of the State. This company bid all required items, all items were deemed acceptable and their pricing was the most competitive.
