Introduction
This Publishers Invitation to Submit Instructional Materials (ITS) invites publishers of instructional materials in English language arts (ELA) and English language development (ELD) to submit their materials for consideration for adoption by the California State Board of Education (SBE). This adoption will consider: ELA Basic Programs, Kindergarten Through Grade Eight (K–8); ELA/ELD Basic Programs, K–8; Biliteracy Language Arts/ELD Basic Programs, K–8; Intensive Intervention Program in ELA, 4–8; and Specialized Designated ELD Program, 4–8. This ITS incorporates all applicable statutes, regulations, SBE policies, as well as the evaluation criteria published in the
SBE-adopted 2014 English Language Arts/English Language Development Framework for California Schools, Transitional Kindergarten Through Grade Twelve (ELA/ELD Framework).
Changes in statutes, regulations, or SBE policies that occur after the distribution of this document may affect the processes and procedures specified in this document as well as the specific content or format of publications. Publishers will be required to comply with any changes to state laws, regulations, or SBE policies if they participate in the adoption process. Inquiries relating to the 2015 ELA/ELD Adoption (2015 ELA/ELD Adoption) should be directed to the Curriculum Frameworks and Instructional Resources Division (CFIRD) (page 27, “Contacts for Questions”).
Legal Authority
The SBE adopts instructional materials under the authority of Article IX, Section 7.5, of the California Constitution and in accordance with the applicable provisions of the Education Code (EC) and the California Code of Regulations, Title 5 (5 CCR), including, but not limited to, EC sections
60200–60204 and 5 CCR sections 9500–9530.
EC sections 60200–60204 describe the process for the adoption of instructional materials for K–8 and require that submitted materials be evaluated for consistency with the academic content standards and evaluation criteria approved by the SBE.
Publishers shall include in their instructional materials submitted for adoption only content standards approved by the SBE and specified in the evaluation criteria for the adoption. See EC Section 60005(b); 5 CCR Section 9517(h).
This ITS sets in motion the process that will enable the SBE to meet the requirement to adopt instructional materials that are aligned to the California Common Core State Standards for English Language Arts and Literacy in History/Social Studies, Science, and Technical Subjects (CA CCSS for ELA/Literacy) and the California English Language Development Standards (CA ELD Standards) pursuant to EC Section 60211, established by Senate Bill 201 (Chapter 478, Statutes of 2013).
The CA CCSS for ELA/Literacy are comprised of three main sections: a comprehensive ELA/literacy K–5 section and two content area-specific sections for grades 6–12 (one for ELA and one for literacy in history/social studies, science, and technical subjects). For this adoption of ELA instructional materials, reference to the CA CCSS for ELA/Literacy includes only the K–5 ELA/literacy and the 6–8 ELA standards (CA CCSS for ELA).
The previous adoption of K–8 instructional materials for ELA and ELD took place in 2008. The instructional materials that are submitted for review in the 2015 ELA/ELD Adoption and subsequently adopted by the SBE will replace the existing Price List of Adopted Instructional Materials and be eligible for purchase until “the established expiration date for that list pursuant to EC Section 60200(i)” (5 CCR 9517.1[c]). “Basic” instructional materials are defined under California
EC Section 60010(a) as “instructional materials that are designed for use by pupils as a principal learning resource and that meet in organization and content the basic requirements of the intended course.”

Overview of Procedures
This ITS for the 2015 ELA/ELD Adoption is available to all publishers who are interested in participating. This section includes content and format requirements for instructional materials and components submitted for adoption.
Instructional Materials Content Requirements
a. Types of Instructional Materials Appropriate for Submission:

b. Adherence to the Evaluation Criteria
Publisher are expected to submit materials that address all the elements of the Evaluation Criteria, including all the content standards that apply to their program type, contained in Chapter 12 of the 2014 ELA/ELD Framework, http://www.cde.ca.gov/ci/rl/cf/elaeldfrmwrksbeadopted.asp
c. Accuracy (See the 2014 ELA/ELD Framework, Chapter 12, pages 5 and 11).
d. Test Preparation
Publishers of instructional materials submitted for adoption in California are expected to submit materials that comply with the state’s statutes, regulations, and guidelines related to test preparation (EC Section 60611 , [Invalid link removed Apr 17, 2017] and 2014 ELA/ELD Framework, Chapter 8, http://www.cde.ca.gov/ci/rl/cf/elaeldfrmwrksbeadopted.asp).
e. Identification of those involved in the development of instructional materials (See the 2014 ELA/ELD Framework, Chapter 12, page 5, http://www.cde.ca.gov/ci/rl/cf/elaeldfrmwrksbeadopted.asp).
f. Publishers are required to include the complete text of the CCSS in both the teacher and student components of their program (Criteria category 2, criteria statements 13 and 16). This requirement does not apply to Program Types 4 and 5. Where standards are included, they must be reproduced in their entirety as approved by the SBE at its March 13, 2013 meeting.
The text of standards must not be abridged, rewritten, or changed in any way. However, for instructional purposes, publishers may use bold face type or color to highlight certain words in the standards at the point of instruction per the CDE’s copyright policy (see U.S. Code, Title 17 [17 U.S.C.], sections 101–103, 106, http://www.copyright.gov/title17/92chap1.html).
Instructional Materials Format Requirements
a. Changes to Submitted Instructional Materials
EC Section 60200(b)(2), [Invalid link removed Apr 17, 2017], as modified by Assembly Bill 1246, allows a publisher to submit revisions to currently-adopted instructional materials after the timeframe specified by the SBE. No such revisions will be permitted until the adoption process is complete. Any revisions received subsequent to SBE action on the adoption will be subject to review,
and publishers will be assessed a fee to cover the cost of that review. Please note that this process will be subject to new California Code of Regulations that are pending as of the publishing date of this ITS.

c. ISBN, DOI, or other Unique Identifier Requirements
A separate International Standard Book Number (ISBN), Digital Object Identifier (DOI), or other unique identifier facilitates the identification of each program or separate component that satisfies the criteria for those identification systems. Programs or separate program components that do not meet ISBN eligibility criteria and/or have not been assigned ISBN codes (only 13-digit) should be identified by some other unique number/letter combination. Publishers are asked to limit this identifier to no more than 13 characters (not including hyphens, if included).
A set of library books that supports the content of the instructional materials should have individual ISBNs for each component in the set and an individual ISBN for the set.

e. The Clearinghouse for Specialized Media and Translations (CSMT) is a unit of the CFIRD. If instructional materials adopted by the SBE are not accessible to students with disabilities, the CSMT strives to make the materials accessible by producing instructional materials in a variety of formats, including braille, large print, recordings, and other media as required, ensuring students with disabilities gain access to the general curriculum.
Recognizing that the range of performance and ability of students varies greatly, producers and publishers must apply universal design strategies when creating learning resources. Learning resources should be designed to accommodate a full array of learners, including English learners, advanced learners, and students with disabilities. Traditional print materials, such as textbooks and workbooks, should have sharp, clear, high-contrast fonts and meet any requirements that may be added to the EC.
Basic instructional materials are required to comply with the specifications detailed in

Submission Instructions for Publishers
Instructional Materials Submission List and Schedule
In participating in this adoption process, publishers must submit information about their programs to the CDE. This information must contain a description of each program and identify all components submitted for consideration. This information will also be used to distribute materials as part of the review process. This section includes the requirements and timelines for submitting materials for adoption review.
