I.Purpose:Toprovideforthelawfuldispensing,storage,andinventory ofprescription drugs for prisoners
II. Policy:ThemedicalAuthority ofthisjailshall, acting withinthescopeofhis/herlicense, prescribe, dispense,administer,accountfor anddisposeof medicationin accordancewith applicable StateandFederalLaw.
III.Definitions:
A.MedicalAuthority-meansthepersonorpersonslicensedandcertifiedtoprovide medical care to prisoners in thejails custody.
B.Dispensing-Theplacementofone(1)ormoredosesofprescribedmedicationsinto containers thatare correctlylabeled.
C.Administering-Theactinwhichasingledoseofanidentifieddrugisgiventoan inmate.
D.Prescribing-Thelegalassigningofacontrolleddrugtoaninmatebyalicensed physician.
E.Accounting-Theactofrecording,summarizing,analyzingverifying,andreporting medicationusage.
F. Disposal-thedestructionofmedicationonitsexpirationdateorwhenretentionisno longer necessaryor suitable.
IV.Procedure:
A.Thejailershallcomplywithallapplicablestateandfederalregulationsregardingthe prescribing, dispensing, administering, procuring, anddisposing ofpharmaceuticals.
B.TheJailershallauditthemedicalauthority’sdrugcontrollicensetodeterminethatitis currentandin goodstanding.
C.TheMedicalauthorityorJailershallutilizetheDepartmentofCorrectionscontract pharmacyplanunlesstheDOChaswaivedthisrequirementinaccordwithKRS§

D.Allpharmaceutical aretobestoredsecurely.
E.Aninventoryofneedlesandsyringesaswellasallcontrolledsubstancesshallbe maintained bythemedical authority.
F. Intakescreeningwhichindicatestheneedforprescriptiondrugswillfollowtheintake protocolsofimmediateverification ofnecessarymedications.
G.DispensingPharmaceuticals:
a. Onlypersonswhoaretrainedinthedispensingofpharmaceuticalswillbeallowed todispensemedications.(Note:Singledosepackaging as anoptiontoavoid problems)
b.Thepersonresponsible fordispensing medicationshallverify theidentity ofthe personwhois receivingthemedication.
c. Thedocumentationrelated toeach medicationdispensedwill bedoneimmediately upondispensingthe medicationtotheparticularprisoner. Thus,thedocuments must be contemporaneously completed and signed upon dispensing the medication.
d. The prisoner will initialthedocumentation ofthereceiptofthe prescription.
e. Anyrefusalbytheprisonertotaketheprescriptionshallbedocumentedanda copyshall beforwarded tothemedicalauthorityand thejailcommander.
f.Allmedicationsshallbedispensedfromamedicationcup,thuseliminatingany needfor theprisonerto touchthemedicationitself.
g.Thestaffmember dispensingthe medicationshall observetheprisoner putthe medicationintheir mouthandmakeobservations ofthefollowing:
i.Observe drinking ofwater withmedicationinmouth ii. Signs ofswallowing
iii. Examinationof open mouthwithaflashlight
h. Theuseofpsychotropicdrugssuchasantipsychoticandantidepressantswillbe strictly governed bythe physicianand/or authorized health provider.
H.Inaccordancewith501KAR3:090.MedicalservicesSection3.InmateMedications.
Whenaprisoner is transferredfromonefacilityto another,or discharged,
1.Acopy ofthe mostrecentmedicaladministrationrecordshallbesentwiththe prisoner, andacopyofthe mostrecentMedicalAdministrationRecord(MAR)shall besentwith the prisoner;
2.Ifprescribed medicationwaspurchasedforaprisonerby thefacility thenthefacility may providemedication,may provideaprescriptionormay providebothtothe prisoner.
