Ⅰ.INTRODUCTION

In response to the request from the Government of the Republic of Albania, the Government of Japan has decided to conduct the “the Study on the Development Plan for Sewerage System and Sewage Treatment Plant for Greater Tirana in the Republic of Albania” (hereinafter referred to as “the Study”) in accordance with the relevant laws and regulations in force in Japan.

Accordingly, the Japan International Cooperation Agency (hereinafter referred to as “JICA”), the official agency responsible for the implementation of the technical cooperation programs of the Government of Japan, will undertake the Study in close cooperation with the relevant authorities concerned of the Government of the Republic of Albania.

The present document sets forth the Scope of Work with regard to the Study and will be valid after notification of approval of the implementation of the Study by JICA Headquarters. It will be informed through JICA Austria office to the Government of the Republic of Albania.

Ⅱ.OBJECTIVES OF THE STUDY

The objectives of the Study are:

1. to formulate a Master Plan for sewerage development in Greater Tirana;

2. to conduct a Feasibility Study on the urgent and/or priority project(s) which will be selected from the Master Plan; and

3. to pursue technology transfer to the counterpart personnel in the course of the implementation of the Study.

Ⅲ. STUDY AREA

The Study area is as shown in the attached sheet of Annex I.

Ⅳ.SCOPE OF THE STUDY

To achieve the above objectives, the Study will cover the following items:

PhaseⅠ: Review of the existing Master Plan and the additional study for a Master Plan

1. Collection and analysis of existing data and information

(1) Natural conditions (topography, geology, hydrology and environment)

(2) Economic and social conditions

(3) Water quality of the rivers in Greater Tirana

(4) Land use

(5) Infrastructure

(6) Environmental laws, organization

(7) Projects and plans related to the Study

2. Field reconnaissance

(1) Existing water supply, sewerage system and drainage system

(2) Public health and sanitation

(3) Actual conditions of domestic wastewater, industrial wastewater

3. Analysis of water pollution of Tirana River and Lana River

4. Establishment of scope, goals and strategies for water quality improvement

5. Forecast of planning framework

6. Sewerage plan including sewage treatment plant

7. Physical structure plan/ conceptual design

8. Carrying out environmental and social considerations study according to JICA guidelines for environmental and social considerations. (See attached Annex II)

9. Operation, management and maintenance plan

10. Further consideration of institutional and organizational plan based on the existing plans

11. Further consideration of human resources development plan based on the existing plans

12. Environmental education plan

13. Preliminary cost estimation and financial plan

14. Evaluation of the Master Plan

15. Selection of priority project(s)

PhaseⅡ: Feasibility Study on the urgent and/or priority project(s) selected from the Master Plan

1. Supplemental field survey and data collection, if necessary

2. Confirmation of the framework of the Master Plan

3. Physical structure plan / preliminary design

4. Construction plan

5. Operation, management and maintenance plan

6. Further consideration of institutional and organizational plan based on the existing plans

7. Further consideration of human resources development plan based on the existing plans

8. Cost estimation and financial plan

9. Carrying out environmental and social considerations study according to JICA guidelines for environmental and social considerations. (See attached Annex II)

10. Evaluation (economic, financial and technical analysis)

11. Implementation plan.

Ⅴ.STUDY SCHEDULE

The Study will be carried out in accordance with attached tentative schedule shown in Annex III. The schedule is tentative and subject to be modified when both parties agree upon and any necessity that arises during the course of the Study.

Ⅵ.REPORTS

JICA shall prepare and submit the following writing reports and a digital data in English to the Government of the Republic of Albania.

1. Inception Report:

Twenty (20) copies at the commencement of the Study.

2. Interim Report

Twenty (20) copies at the end of PhaseⅠ

3. Progress Report

Twenty (20) copies about nine (9) months after the commencement of the first work period in the Republic of Albania. The report will contain the progress of PhaseⅡ.

4. Draft Final Report:

Twenty (20) copies at the end of PhaseⅡ.

The Government of the Republic of Albania shall submit its comments within one (1) month after receipt of the Draft Final Report.

5. Final Report:

Fifty (50) copies within one (1) month after receipt of the comments on the Draft Final Report from the Government of the Republic of Albania.

Ⅶ.UNDERTAKING OF THE GOVERNMENT OF THE REPUBLIC OF ALBANIA

1.  To facilitate smooth implementation of the Study, the Government of the Republic of Albania shall take the following necessary measures ;

(1)  To secure the safety of the Japanese study team (hereinafter referred to as "the Team"),

(2)  To permit the members of the Team to enter, leave and sojourn in the Republic of Albania for the duration of their assignments therein and exempt them from foreign registration requirements and consular fees,

(3)  To exempt the members of the Team from taxes, duties, fees and any charges on equipment, vehicles, and other materials brought into the Republic of Albania for the conduct of the Study,

(4)  To exempt the members of the Team from income tax and charges of any kind imposed on or in connection with any emoluments or allowances paid to the members of the Team for their services in connection with the implementation of the Study,

(5)  To provide necessary facilities to the Team for remittance as well as utilization of the funds introduced into the Republic of Albania from Japan in connection with the implementation of the Study,

(6)  To secure permission for the Team to enter into private properties or restricted areas for the implementation of the Study,

(7)  To secure permission for the Team to take all data and documents including photographs and maps related to the Study out of the Republic of Albania to Japan, and

(8)  To provide medical services in case of necessity. Its expenses will be chargeable to the members of the Team.

2.  The Government of the Republic of Albania shall bear claims, if any arises, against the members of the Team resulting from, occurring in the course of, or otherwise connected with, the discharge of their duties in the implementation of the Study, except when such claims arise from gross negligence or willful misconduct on the part of the member of the Team.

3.  General Directorate of Water Supply and Sewerage, Ministry of Territory Adjustment and Tourism shall act as a counterpart agency to the Team and also as a coordinating body in relation with other governmental and non-governmental organizations concerned for the smooth implementation of the Study.

4.  General Directorate of Water Supply and Sewerage, Ministry of Territory Adjustment and Tourism shall, at its own expense, provide the Team with the followings, in cooperation with other organizations concerned:

(1)  available data and information related to the Study,

(2)  additional survey related to the Study, if necessary,

(3)  counterpart personnel and supporting staff,

(4)  suitable office space with necessary office equipment and facilities,

(5)  credentials or identification cards,

(6)  security-related information on as well as measures to ensure the safety of the Team,

(7)  information on as well as support in obtaining medical services.

Ⅷ.UNDERTAKING OF JICA

For the implementation of the Study, JICA shall take the following measures:

1. to dispatch, at its own expense, the Team to the Republic of Albania, and

2. to pursue technology transfer to counterparts personnel in the course of the Study.

Ⅸ.CONSULTATION

JICA and General Directorate of Water Supply and Sewerage, Ministry of Territory Adjustment and Tourism shall consult with each other in respect of any matter that may arise from or in connection with the Study.
