CAP OFFICER AND NON-COMMISSIONED OFFICER APPOINTMENTS AND PROMOTIONS

CAPR 35-5, 16 March 2010, is supplemented as follows.

1-10.a. The North Carolina Wing Commander will appoint two wing promotion boards: one “Wing Promotion Board” for CAP grade of 1st Lt through Capt, and the “Wing Field Grade Officer Promotion Board” for CAP grades of Major and Lieutenant Colonel.

The Personnel Authorization appointing members to the board for major and lieutenant colonel grades will include the Group Commander (if officer is not assigned to NC-001, WingHQ) of the officer appearing before the board.

The board for the lower grades will usually be only for officers assigned to NC-001 (Wing HQ). This board will normally conduct reviews for requests for appointments and promotions via e-mail, unless it is determined that the board will convene and require the officer to appear before the board.

The board for field grade officer appointments and promotions to major and lieutenant colonel will be for all officers assigned to NC Wing and will convene for all requests for appointments and promotions to major and lieutenant colonel.

Officers requesting appointment or promotion to the grade of major and lieutenant colonel will appear before the wing promotion board in USAF-style service dress or the CAP distinctive equivalent uniform.

Unit Commanders will contact their Group Commander, via CAPF2 requesting promotion approval. The Group Commander optionally approves or disapproves the CAPF-2 and if approved, electronically signs, dates, affixes a Group Action #, then forwards to the North Carolina Wing Personnel Officer to notify the Wing Promotion Board members, well in advance of the requested date of appointment/promotion, to schedule and convene the board in time so as not to delay the appointment or promotion unnecessarily.
