THE SUPPLY TENDER WITHIN PROJECT BG-GR 2004/016-782.01.05 “INTEGRATED WATER MANAGEMENT OF THE MESTA/NESTA RIVER BASIN (PHASE II)

Question 1:

On page 83/104 /Item 43/ of the Technical Specification the kind of the GIS software is not specified. Please clarify the exact form of the GIS licenses – single or concurrent use/ Single use Licenses allow use of the software on one computer/ Concurrent Use License allow several users to share a license on a network provided that only one user is using it at any moment in time/.

Answer: The form of the GIS licenses is Concurrent Use Licensefor 5 persons/Item 43/ of the Technical Specifications (TS).

Question 2:

Annex II - Technical Specifications, Item 10 heating digestion system – equipment. From the statement “Simultaneous digestion with at least two different temperatures” of the technical specification, we understand Technical Specifications ask for a system which has at least two digestion vessels each one heated by a separate heating system in such a way that each heating system can have its own selected temperature. In our opinion what above leads to supply two separate digestion equipments working in parallel. Please confirm our understanding or explain the meaning of the above mentioned statement.

Answer: We mean digestion vessel for determination using test kits (COD, CN etc.). The TS require only one digestion vessel with at least two different heating temperatures.

Question 3:

Item 10 heating digestion system – scope. Is the scope of this equipment the measure of COD (Carbon Oxygen Demand)? Please confirm or explain.

Answer: Yes, we confirm that the scope of this equipment is the measure of COD.

Question 4:

Item 19 refrigerator. Does the statement “two point temperature control” mean a refrigerator which has two temperature probes and only one refrigeration circuit?

Answer:The refrigerator shall have temperature controller and two temperature sensors.

Question 5:

Item 22 – Digital camera. Please confirm that a digital camera with 12x Zoom (3x optical and 4x digital) instead of 4x optical zoom, will be acceptable.

Answer: No, Digital camera with Optical zoom at least 4x is acceptable.

Question 6:

Item 29 – Counting chamber Burker. The Burker counting chamber is normally used for blood cell counts. Please, confirm the requirement.

Answer: Yes, this counting chamber will also be used for plankton cells.

Question 7:

Item 39 – Bio toxity tests. One pack of Rotoxkit F contains 1100 samples, you request two packs (2x1100=2200 samples). The same is applicable for the other toxicity tests as well. Please confirm our understanding or explain.

Answer:There is a technical mistake. The correct requirement for Item 39 – Bio toxity tests is:

ТК 21 – Brachionus calyciflorus cysts set – for acute toxicity in fresh water – “Rotoxkit F”

ТК 31 – Thamnocephalus platyurus cysts set -“Thamnotoxkit F”

ТК 33 – Daphnia magna ephippia set – for ecotoxicity defining –“Daphtoxkit F”

ТК 41 – Selenastrum capricornutum set – for ecotoxicity defining –“Algaltoxkit F “

TK - Heterocypris incongruents set – for chronic toxicity – “ Ostracodtoxkit”

Question 8:

Item 40 - Boat with external engine. There is a discrepancy in the definition of the item:

- the Instructions to Tenders state that this item is an inflatable boat for water monitoring;

- the technical specifications define it as wood or aluminium boat.

Please confirm that also an inflatable boat is acceptable.

Answer: Yes. And the requirements for the boat should be observed.

Question 9:

In the item 16.3 of the “Selection and Award Criteria” specified in the Procurement Notice it is said:“The Tenderer has to be able to ensure the warranty by providing authorized by the manufacturer(s) service points covering the particular location of delivery (Varna/Shumen, Russe, and Pleven)” Please, explain which documentation is requested in order to assure the warranty in the previous location. Is it possible to send a Commitment Letter signed by a local company which guarantees the warranty activities and the after sales services?

Answer: Yes, you can send a Commitment Letter signed by a local company, which guarantees the warranty activities and the after sales services in location of delivery, authorized by the manufacturer(s).
