Facilities Manager

Overall Job Purpose:

Primarily responsible for the inspection, repair and maintenance of the Cube and other Council Facilities. You will be required to specify work, determine priority, programme work, supervise contracts, monitor performance and agree variations under the direction of the Facilities Manager. Deliver operational, line management and support to Premises Technician and Cleaning team.

Main Duties and Responsibilities:

1.  Responsible for the management of the Cube and other facilities, including the proactive delivery of relevant service area objectives.

2.  Facility management (including: legionella, fire protection,, Portable Appliance Testing (PAT), M&E servicing) contracts of a multi-trade nature including the keeping of meticulous site records including but not limited to : site diary, progress and quality records, taking of measurements, checking works for accuracy, quality and adherence to specification, approving materials, sample taking and dilapidation reports.

3.  Ensure mechanical equipment within the facility is operated, inspected and maintained in accordance to Manufacture and Operational Procedures and facility programmed requirements

  1. Remain up to date of changes to CDM & Building regulations, IOSH and HSE Guidance.
  1. To manage security, caretaking and cleaning personnel and to keep up to date attendance records of all personnel on site
  1. Proactively monitor review & create performance management information to identify poor team and individual performance which could have a negative impact on the service’s ability to deliver the department’s Service Plan objectives.
  1. Achieve continuous service improvement through, effective team communications, the encouragement of initiatives and good professional practices & effective management skills
  1. Utilise the computer based management programmes(BMS) to monitor the facility and making the appropriate adjustments.
  1. Develop with the Principal Facilities Manager strategies to conserve energy and reduce energy consumption, improve cleanliness and housekeeping and maintenance and repair of the facilities.
  1. To take a leading role in implementing the team’s work areas as directed by the Principal Facilities Manager ensuring that continuously improving and effective customer service is delivered
  1. To provide professional advice and recommendations to enable the Council to maintain compliance with relevant health and safety, building and environmental legislation.
  1. Liaise with other departments, and external agencies to resolve issues and find effective solutions for problems. You will be required to represent Corby Borough Council in meetings with external partners and other partners, making joint decisions, sharing best practice and implementation new ideas and initiatives.
  1. To hold appropriate Health and safety at work qualifications. Conducting and vetting risk assessments and method statements for a variety of facilities tasks, identifying operational risk and taking action to mitigate those risks.
  1. To manage both hard and soft services in Facility Management, to include Planned Preventative Maintenance (PPM) contracts.
  1. To manage a budget, adopting a cost conscious approach to the utilisation of resources.
  1. Maintain standards of safety for the public, tenants and employees as required in current legislation and have a working knowledge of the Construction (Design and Management) Regulations.
  1. Preparation of accurate and achievable programmes of work stages and monitoring of progress against these.
  1. Manage internal and external contractor performance to delivery those works on time, on budget and to the required standard. Effective contract administration to include: instruction, valuation, certificates, accounts and documentation.
  1. To reply to specific enquiries from customers, councillors, and line managers on matters relating to contractual programmes
  1. To liaise with external consultants and statutory authorities on behalf of Corby Borough Council
  1. Attending out of hours meetings with tenants, residents and clients to report on and present all aspects of future programmed works, to undertake consultation and quality initiatives
  1. Undertake emergency call out duties on evenings, weekends and bank holidays on a rota basis.
  1. Ensure a pro-active approach is taken to Equality & Diversity issues
  1. Promote customer care and quality of performance at all times
  1. Attend site meetings as dictated by the contract and liaising with contractors supervisory staff, caretakers, cleaners &security staff
  1. Comply with all Financial Regulations, Standing Orders, Departmental Procedures and Guidelines of Corby Borough Council
  1. Carry out all reasonable duties allied to the above within the context of the section and department's duties.
  1. Ensure that the Health and Safety of themselves and all others affected by their work is a priority and H&S procedures and policies and strictly followed and adhered to.
NOTES

1.  This job description reflects the major tasks to be carried out by the post holder and identifies the level of responsibility at which the post holder will be required to work. In the interest of effective working any major tasks may be reviewed from time to time to reflect changing needs and circumstances. Such reviews and other consequential changes will be carried out in consultation with the post holder. The post holder will also be required to carry out such other duties as may be determined from time to time to be within the general scope of the post.

3.  The postholder must hold a full current UK driving license or equivalent. A casual car allowance applies.
