Manager Monitoring & Evaluation

Reporting to : Programme Coordinator

Duty Station : Karachi

Contract : Annual Renewable

Work Week : 5 days (Monday to Friday)

Work Hours : 8:45 am to 5:30 pm

GENERAL REQUIREMENTS

Programme staff should have an aptitude for team work; a willingness to work in harsh conditions and physical fitness to work for extended periods in a challenging physical and social environment, All staff must have good report-writing skills (in English) and excellent computer literacy.

SPECIFIC REQUIREMENTS

·  A proven commitment to poverty alleviation, with broad practical experience of participatory methodologies for project planning, monitoring and evaluation;

·  Excellent working knowledge of the network of rural development agencies in Pakistan and the region;

·  Proven problem-solving skills and results orientation;

·  Superior English language reading, writing and speaking skills;

·  Demonstrated interpersonal communication and advocacy skills;

·  Sensitivity to gender and other current social issues in countries such as Pakistan;

·  A vibrant and amicable personality;

QUALIFICATION & EXPERIENCE

·  Minimum 5 years' experience in monitoring and evaluation, project management preferably in Rural Development/NRM projects ;

·  A Masters Degree in any of the social sciences;

GENERAL RESPONSIBILITY

The responsibility of the Manager – Monitoring and Evaluation is to develop and ensure integration of a robust monitoring and evaluation framework and schedule into all levels of the programme. This will entail developing project specific planning and monitoring protocols and secondly ensuring that a beneficiary specific monitoring plan is implemented using indicators specified in the log-frame. The manager will also be responsible to facilitate internal as well as external monitoring through an in-house review committee, an Indus Eco-region Steering Committee and the Site Coordination Committee.

SPECIFIC RESPONSIBILITIES

·  Develop a set of monitoring frameworks for assessing various progress levels of project interventions and activities against the overall work-pan, log-frame and strategy documents of the programme;

·  Plan and propose programme progress and performance review structure in order to facilitate adoption of Adaptive Management Standards of WWF

·  Through training and capacity building of staff, ensure successful integration of monitoring and evaluation framework into all levels of the programme;

·  Assist communities and partners in developing their own monitoring frameworks and where needed provide long-term support through institutional support, financing and/or other needed inputs;

·  Ensure that monitoring and evaluation practices are in line with Indus eco-region, national objectives and other directives e.g. Poverty Reduction Strategy Paper

·  Contribute monitoring and evaluation specific inputs to the overall training and capacity building programme;

·  Facilitate the development of social and biological indicators for individual sites and encourage the integration of such indicators into policy frameworks of relevant partners e.g. Provincial Environment Department, Pakistan Poverty Alleviation Programme etc ;

·  Coordinate with GIS experts/consultants for development of regional level spatial monitoring of ecological and socio-economic changes;

·  Develop linkages and where possible enter into formal agreements with relevant M & E sectors for coordination and encouragement of post-project monitoring and evaluation in the programme areas;

·  Keep a track of new monitoring and evaluation developments within national and international networks and ensure that lessons learnt and new concepts are disseminated to programme levels and stakeholders;

·  Prepare periodic programme specific reports, including the documentation of the M & E development process;

·  Conduct regular evaluation exercises of the training and capacity building programme interventions and give feed back accordingly where adjustments are needed,
