Call to Order and Introductions:

The meeting was called to order by Christina McCullough.

  • IGIC GIS Response Corps was mentioned for their use of the USGS Topo Widget in their flex web mapping site.

Christina McCullough is working on the final edits of the SOP. Binders will be discussed during conference calls until complete. This task is robust and cannot be completed in the allotted time frame. This task list below will stay within the meeting minutes until completed.

After this, we finalize the binder and then...

  • Test Implementation of the binder with a couple well established GIS/EMACommittee member counties. We will need to identify which counties will participate in this portion of the project.
  • Tweak based on Test Implementation phase input.
  • Develop our distribution and education plan for the binder.
  • Set priorities for next committee / subcommittee activities

IGIC GIS Response Corps Guideline– John Milburn

The Final SOP’s name was changed to IGIC GIS Response Corps Guideline. The document was created to support local government GIS personnel guidelines for building a working relationship with their Emergency Management Agency (EMA). This document will be included in the GIS Binder.

New Business

Virtual USA (VUSA), Paul Reisner

  • Just an FYI, no action at this time.
  • information sharing initiative developed for emergency responsesituational awareness
  • Not a Federal Mandate
  • Do not have to change processes. Sharing data and procedures is the goal
  • Data is shared by feeds
  • DHS as a facilitator
  • Not a data warehouse
  • Multi-platform friendly, Google/Esri
  • HTTPS secure
  • Flex viewer
  • Chat feature – need to check to see if the chat window is within the viewer or the website.
  • Users Feedback section
  • Where is Indiana for this project? The pilot project is still in motion and is not ready for additional states.
  • Play nice within the sandbox
  • Prototype will reach out to the states. To complex at this time towork directly with counties
  • NSGIC is tracking VUSA implementation and tools
  • Services open and secured Ramona MAY be able to host an instance or provide a log in and password for VUSA
  • New Ramona project for FGDC will be appearing soon. Hopefully, before the end of the year.

Training

  • Recommended Training

Members need to complete the recommended trainings.In order for EMA’s to be NIMS compliant, GIS Analysts must take ICS 100 and ICS 200. There may be issues when assisting our EMA’s.

  • FEMA training seminars, would you like to receive emails concerning free FEMA training.

Sub-Committees

  • Diane Osborne has agreed to be the Training Sub-Committee Chair.
  • The Training Sub-Committee will begin to look at scheduling training topics for our conference calls. Each meeting will designate 30-45 minutes for training topics and discussion.
  • Members of this subcommittee will be responsible for identifying, recommending and when necessary developing relevant training classes, schedule training classes and documenting Response Corps Member progress through the training program. The subcommittee will work in partnership with the IGIC Education Committee.

Miscellaneous

Essential Facilities – New Release

The Essential Facilities project is now complete. The data works with HAZUS MH format. The data includes schools, health care facilities, police, and fire. This includes data for all 92 counties. The IndianaMap will host the data and provide GIS services. Phil will send out an email to the committee as well as in the IGIC Newsletter.

IGIC Conference, March 1-2, 2010

It is time again for the IGIC Conference. Last year we presented our objectives and how we can support the Emergency Management Community from a Federal, State and Local perspective. This year IGIC will be having 5 minute Ignite sessions for the committees. The Response Corps Committee will discuss our 2011 goals and objectives. During the next two conference calls, we will decide ‘who’ and ‘what’ information the committee would like to convey.

Christina’s Hiatus

Christina will be delivering her baby during the first week of February. We need to find volunteers to fill in while she is gone. John Milburn has volunteered to host one meeting; however, we still need another volunteer. Please contact Christina if you can help out.

HSIP Gold Update (On hold)

This topic was not discussed, but kept in the minutes for the committee’s reference.

HSIP GOLD 2010 Data Licensing

Approved for Non-federated government disaster/emergency agencies and/or personnel supporting the Homeland Security missions. This is to support StateFusionCenters, EOCs, State GIS Coordinators, State National Guard Joint Operations Centers, and State Emergency Management Coordination.

At this time, we are still trying to identify a workable solution for Indiana.
