1. 16-1101 Call to Order – Mayor: Alderman Degenhardt, Alderman Hanley, Alderman Robey, Alderman

Vanostrand, Alderman Walsh. Absent: Alderman Werner

2. 16-1102 Speakers from the Floor:

·  Mike Meyer- The Otherside- Thank you to the City Council and Police Department for allowing and assisting with the extra hour allowed on daylight savings day. This helps revenue very much. The Chili cook-off was a success and was able to raise $450 for the Food Pantry and Lions Club.

OLD BUSINESS:

3. 16-1015 Discussion and Possible Action to Approve Class C Liquor License to Nancy’s Slots, LLC, 250 Sinsinawa, East Dubuque, Illinois / Mayor Welp, City Manager Barklow

·  City Manager Barklow Contacted Nancy’s Slots and asked for them to attend tonight’s meeting

·  Bob Anderson, Manager of Nancy’s Slots, husband to Nancy Anderson, Owner of Nancy’s Slots welcomed the Council with any questions. Plans are to hire a local resident of East Dubuque to manage and run the business, and bring an extra $80,000 in wages to the resident employees as well. This gaming parlor is for the serious gambler, we are in the gaming business, not the bar/restaurant business. Is not looking to create competition to the other establishments in town, but to bring more business to them. Will only be serving wine and craft beers and coffee/water. Considering implementing a pastry type breakfast and coffee in the mornings. Considering East Mill Bakery for this.

·  Jason, Prairie State Gaming: There will be 5 machines in the facility. Plans to advertise via billboard signs along Hwy 20 are to be executed once the facility is up and running.

·  Alderman Vanostrand: Is the building being leased or did you buy? Being leased. Will there be a parking issue? This is not foreseen. Alderman generally questioned, “Do we want the serious gamblers coming to a gaming parlor in our town who could potentially lose everything they have?”

·  Alderman Robey: Will there be any improvements to the building or plans to improve? Yes, will initially be spending about $10,000 in improvements. Do you foresee any problems with competition from the casinos across the river in Dubuque? No, this establishment will be non-smoking, and the goal is to bring and keep people in East Dubuque. He will have better paying slots and loyalty member rewards to earn free play. Is a background check required for people that work the business? Yes.

·  Alderman Walsh: Are there any state restrictions in regards to the amount of gaming machines/institutions? No, this is not state mandated, but some municipalities have set forth limits on their own.

·  Motion made By Alderman Walsh to Approve Class C Liquor License to Nancy’s Slots, LLC, 250 Sinsinawa, East Dubuque, Illinois, seconded by Alderman Hanley. 4 ayes (Degenhardt, Hanley, Robey, Walsh), 1 nay (VanOstrand). Motion carries. Absent: Alderman Werner.

NEW BUSINESS:

4. 16-1103 Discussion and Possible Action to Pass an Ordinance Setting the Regular Scheduled City Council Meetings of the City of East Dubuque, Jo Daviess County, Illinois / Mayor Welp, City Manager Barklow

·  City Manager Barklow: This is the schedule for the City Council Meeting for 2017. This is done annually.

·  Motion made by Alderman Walsh to Pass an Ordinance Setting the Regular Scheduled City Council Meetings of the City of East Dubuque, Jo Daviess County, Illinois, seconded by Alderman Degenhardt. 5 ayes, motion carried. Absent: Alderman Werner.

·  ROLL CALL: Alderman Degenhardt, Alderman Hanley, Alderman Robey, Alderman Vanostrand, Alderman Walsh. Absent: Alderman Werner.

5. 16-1104 Discussion and Possible Action to Approve Stray Dog Pick-Up Contract for Jo Daviess County and the City of East Dubuque / Mayor Welp, City Manager Barklow

·  City Manager Barklow: This contract is a renewal that is done annually. The fees have stayed at $70. This is not a fee paid by the City, it is the fee charged to the dog owner for stray pick-up.

·  Motion made by Alderman Robey to Approve Stray Dog Pick-Up Contract for Jo Daviess County and the City of East Dubuque, seconded by Alderman Hanley. 5 ayes, motion carried.

6. 16-1105 Discussion and Possible Action to Pass Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code / Mayor Welp, City Manager Barklow

·  City Manager Barklow: This resolution is a requirement by the Illinois DOT to show where the funds for the Motor Fuel Tax will be allocated. The funds that will be received are a sum of $45,000.00

o  $15,000.00 Electric Service for Street Lights

o  $25,000.00 Road Salt

o  $5,000.00 Street Maintenance for man hours

·  Motion made by Alderman Degenhardt to Pass Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code, seconded by Alderman Robey. 5 ayes motion carried.

7. 16-1106 Discussion and Update of State of Illinois, Illinois Commerce Commission Stipulated Agreement 1854 for Frentress Lake Crossing Project / Mayor Welp, City Manager Barklow

·  City Manager Barklow: This is an ongoing project that has been requested by the Rail Road, as the approach grade to the rail road tracks is currently at 5%. The Rail Road requires the approach grade to be at a maximum of 1%. The Illinois Commerce Commission is also requiring that this project be completed. The design phase is near completion and the project is to begin Jan 1, 2017. The good news is that being this is a $100K plus project, the City has a max cap of $10K to pay towards it. The project is to be completed no later than June 3, 2017 and there will only be a few construction easements that will need to be obtained.

8. 16-1107 Discussion and Possible Action to Proceed with Mortimer Street Manhole Replacement Between St. Mary’s Parish and Bell Tower Retirement Center, Not to Exceed $20,000 / Mayor Welp, City Manager Barklow

·  City Manager Barklow: The manhole in the parking lot in between St. Mary’s Parish and the Bell Tower is severely eroded underneath the street. Luke Temperly of Temperly Excavating took a look at it and estimated that the cost to repair it will be $64,850.00. The details of repairs included Remove and replace manhole with 5’ Diameter Precast Storm Sewer Structure, add a new 5’ diameter drop precast storm sewer structure off the South edge of existing parking lot and replace existing 24” clay storm sewer pipe with 263’-30” ADS pipe. Travis stated that the severity of the erosion is a definite safety issue as you can see quite a ways down into the manhole and estimates that it is 18-20 feet deep. It could potentially become a sinkhole and the original estimate could become a larger amount if left go any longer. There is a lot of water that comes to this pipe, at least 8 lines connect to it. It takes 30 days to get a new manhole as well. There is an existing trench line that is visible on the road that looks to be where the main cause of concern is coming from. There are a few options to secure this area. Could possibly have the design for the infrastructure completed in 2 weeks and replace that area according to the design, but he must investigate further into the design to see exactly what ties into this pipe and what will need to be replaced.

·  Alderman Walsh: Being as the entire infrastructure of the drainage is set to be executed next year, spending $68K to fix it now seems like a waste of money being as it will be ripped out in a year. Is there something that the public works department can do in the meantime to get it by until then? The public works department doesn’t have the equipment capable of handling this kind of project. Could Luke possibly do the first part of the excavating with his equipment, then either bid out the rest of the project or have the public works department finish it?

·  Alderman Hanley: If once the project is started and they find other problems is the City obligated to repair the attached pipes? Tavis will look into the property lines and where each pipe comes from exactly. Another possibility could be to finish up the design and call an Emergency Meeting to look over the design and go from there.

·  Motion to Table made by Alderman Degenhardt, seconded by Alderman Walsh. 5 ayes, motion carried.

COUNCIL & COMMITTEE REPORTS:

9. 16-1108 Staff Reports: City Manager Report, Mayor Report, and Alderman Report

·  City Manager Report:

o  The Corps inspected our levee and verbally instructed City staff as follows:

§  They would like to see more rip-rap added to 6th street.

·  This was not budgeted, but did discuss with Mark about budgeting $2,000-$2,500 per year for this.

§  They would like to see new controls added for the 3rd Street pump.

·  This was not budgeted for, but will get some pricing.

§  They would like to see the telephone poles removed from the levee.

·  Mark will contact JoCarroll Energy to move out the poles.

§  They would like to see the minutes from the Flood Task Force Meetings

·  These have been submitted.

§  They would like a copy of the City’s Emergency Plan

·  This has been submitted.

o  A new manhole cover will be ordered as it will take 30 days to get here, and will be compatible with the new infrastructure plans.

o  The City Insurance renewal information will be presented at the next meeting.

o  East Dubuque had their Community Thank You and Open House, it was a nice time.

o  Saturday Nov 12th is the Veterans Day Car Show downtown.

o  Saturday Nov 26th Santa will be at the Fire Station from 2-6pm.

o  City Hall will be closed Thursday 14th and Friday Nov 25th.

·  Alderman Report:

o  Alderman Degenhardt: Thinks the people should give the Slots business a shot. There is an area on Hill street washing out, it’s about 1 foot deep.

o  Alderman Vanostrand: How many more parlors will come to town until enough is enough? Maybe start thinking about getting Hwy 35 finished up to create more revenue in that direction.

o  Alderman Robey: Roto Rooter Update? Has anyone been contacted in regards to repairs on the problems found?

o  Alderman Walsh: Is Sunflower conducting business and is this within their scope? Yes, they are and yes, it is. The Corps stated that since it is in the water, the City does not have any jurisdiction unless they are breaking a nuisance violation or something to that affect.
