Councillor L. Langley called the meeting to order at 1:30 p.m.

That the Special Community Services Committee Agenda for the July 4, 2002, meeting be adopted.

A.4.EXPLANATION OF THE NON-STATUTORY PUBLIC HEARING PROCESS
Councillor L. Langley explained the Non-Statutory Public Hearing process.
A.5.CALL FOR PERSONS TO SPEAK
D. Roufosse, President, Professional Locksmith Association of Alberta, was in attendance to speak to Bylaw 13138 – Business Licence Bylaw.

Constable R. Hecht, Edmonton Police Service, made a presentation.
D. Roufosse made a presentation and answered the Committee's questions.

That the Committee allow D. Roufosse to make a further presentation.

MOVED M. Phair:
- That the Community Services Committee recommend to City Council:
That Bylaw 13138 be given the appropriate readings at the August 27, 2002, City Council meeting.
- That Administration provide a report to the August 27, 2002, City Council meeting on:
- examples of procedures/processes for such areas as night clubs in the Business Licence Bylaw, especially as they relate to discussions City Council has had with respect to Whyte Avenue; and
- how the Business Licence Bylaw expedites the enforcement process related to major licence violations.
- That the issues related to pawning and the Business Licence Bylaw be reviewed by Administration, with input from the Edmonton Police Service for recommendations and returned to the Community Services Committee.
