NORTH PEACE LEISURE POOL PURCHASING POLICY

POLICY

It is the policy of the North Peace Leisure Pool Commission and the City of Fort St. John to receive the best competitive prices for goods and services to the North Peace Leisure Pool. This will be achieved through an open competitive process to meet the facility operational needs.

BACKGROUND

The North Peace Leisure Pool Commission is committed to ensure that the lowest price and best value is achieved when purchasing goods and services. This will be achieved through an open and equitable opportunity for vendors to compete for business opportunities at the North Peace Leisure Pool.

GOAL

It is the goal to outline the process for a fair and open tendering and purchasing policy.

OBJECTIVES

  1. The North Peace Leisure Pool Commission will advertise public tenders for goods and services that are estimated to exceed $5,000.00 in value. Professional Services and/or Consulting Services will be selected from proposal calls.
  1. The North Peace Leisure Pool Commission will select tenders based on the lowest submitted price from a qualified vendor who demonstrates that they can fulfill all the conditions and requirements of the contract to the satisfaction of the North Peace Leisure Pool Commission.
  1. The North Peace Leisure Pool Commission will obtain written quotations for goods and services estimated between $2,000.00 - $5,000.00 and obtain telephone quotations for goods and services between the value of $500.00 - $2,000.00.
  1. The North Peace Leisure Pool Commission will consider all tenders by resolution when:

The value of the tender exceeds $50,000.00;

The recommendation is to not award the tender;

The recommendation is to not award the lowest tender.

  1. In other cases where the value of the tender is under $50,000.00 and the recommendation is to award to the low tender, the City Manager is authorized to award same and to report such decisions to the North Peace Leisure Pool Commission.
  1. The North Peace Leisure Pool Commission will delegate by Bylaw to the City Manager authority to establish the necessary administration policy and procedure to give effect to this policy.
