All persons seeking to be admitted to the TribalCourtBar shall meet the following criteria according to the Quechan Law & Order Code Chapter 2.4

  • Be of good moral character,
  • Be at least twenty-one (21) years of age,
  • Know the Quechan Law & Order Code, Tribal ordinances and federal statutes relevant to the person’s practice in the Tribal Court, Indian Civil Rights Act, Quechan Tribal Constitution,
  • Pay to the Tribal Court Clerk the one-time Tribal Court Bar Admission fee of $25.00 (money order only)
  • Take the following oath before the Chief Judge

“I, ______, do solemnly swear:

(a)I have read the Constitution of the Quechan Indian Tribe, the Quechan Law & Order Code,, the Indian Civil Rights Act, and am familiar with the contents of those documents;

(b)I will respect, honor, and obey the Constitution of the Tribe in all respects;

(c)I will abide by the rules of court established by the Quechan Law & Order Code, the Tribal Court and the Quechan Tribal Council;

(d)I will at all times maintain the respect due the Tribal Court and its officers and employees;

(e)I will not advocate any lawsuit or request to the Tribal Court that appears to me to be unjust nor will I advocate any defense that is not honestly supported by Tribal Law and custom;

(f)I will advocate with truth and honor and will not seek, by word or deed, to mislead a Tribal Court Judge or Jury;

(g)I will not, in or outside the courtroom, behave in such a way as to offend or dishonor the Quechan Tribal Court.”

In addition, pursuant to Tribal Ordinance, QT-02-94, Section 7, persons engaging in the private practice of law on the Ft. Yuma Reservation must pay a business license fee and obtain a special use permit from the office of Economic Development Administration. At the time of this printing, the fee to conduct activity for a three month period is $37.50, and the fee to conduct activity for one year is $150.00. Fees may be waived for Tribal Members. A schedule of these fees is available from the EDA office. Their phone number is (760) 572-5270.

Out-of-town attorneys may comply with the admission requirements by taking the oath over the phone before the Chief Judge, and filing a Notice of Appearance along with the first pleading in the Tribal Court and pay the Bar Admission fee and business license fee prior to such attorney’s first personal appearance in Court. The Tribal Court Clerk will accept faxed pleadings from out-of-town attorneys where deadlines necessitate. Copies of all relevant law, ordinances, and rules of court are available from the Tribal Court Clerk.

Consent and Certification of Applicant

By making this Application to practice law in the Quechan Tribal Court, I consent to the Chief Judge verification of any and all information I have provided herein and understand that I have a continuing obligation to keep the Chief Judge timely advised in writing of any changes in or additions to the information provided in this Application. I agree to provide any additional information requested by the Chief Judge in consideration of my application. I understand that it is my responsibility to be familiar with the Tribal laws applicable to any matter in which I appear as an Attorney/Advocate t the Quechan Tribal Court. I understand that prior to entering in any matter in the Quechan Tribal Courts, I must have a license granted by the Quechan Economic Development Administration.
