2015 TAC Chair Randa Stephenson called the February 26, 2015 TAC meeting to order at 9:30 a.m.
Antitrust Admonition
Ms. Stephenson directed attention to the displayed Antitrust Admonition, and noted that the Antitrust Guidelines are available for review on ercot.com.
Approval of TAC Meeting Minutes (see Key Documents)[1]
January 29, 2015
Brittney Albracht noted a correction to the draft January 29, 2015 TAC meeting minutes.
Thresa Allen moved to approve the draft January 29, 2015 TAC meeting minutes as amended by TAC. Adrian Pieniazek seconded the motion. The motion carried unanimously.
ERCOT Board of Directors (ERCOT Board) Update
Nodal Protocol Revision Request (NPRR) 638, Revisions to Certain Price Components of EAL
Ms. Stephenson noted discussion of NPRR638 at the Finance and Audit Committee and requested that the Wholesale Market Subcommittee (WMS) report on the work of the Market Credit Working Group (MCWG) at the March 26, 2015 TAC meeting. Ms. Stephenson offered that NPRR638 may not advance in time for the April 14, 2015 ERCOT Board meeting, but that she would like Market Participants to be comfortable with her update.
Proposed TAC Procedures Amendment (see Key Documents)
Market Participants discussed proposed revisions to Paragraph C of Section II, Membership, of the TAC Procedures to allow a designee to attend TAC in the event the Chief Operating Officer (COO) is unavailable.
Richard Ross moved to approve the revised TAC Procedures as presented. Randy Jones seconded the motion. The motion carried unanimously.
2015 TAC and Subcommittee Goals & Strategic Objectives (see Key Documents)
2015 TAC Goals
Ms. Stephenson presented draft 2015 TAC Goals for TAC consideration. Market Participants offered revisions and clarifications.
Mr. Ross moved to approve the 2015 TAC Goals as revised by TAC. Mr. R. Jones seconded the motion. The motion carried unanimously.
2015 TAC Strategic Initiatives
Market Participants discussed the difficulty of prioritizing the strategic initiatives, given the varied objectives of individual Entities; that it would be more productive to assign initiatives to specific forums for further exploration; and that while it is likely multiple groups will engage any given topic, assignment to a single group would reduce confusion and streamline reporting. Market Participants agreed to the following assignments:
· Subsynchronous Oscillation (SSO) – Reliability and Operations Subcommittee (ROS)
· Loads in SCED Part 2 – WMS
· Outage Coordination Improvements – ROS
· Switchable Generation – WMS

Protocol Revision Subcommittee (PRS) Report (see Key Documents)
John Varnell presented Revision Requests for TAC consideration; Ann Boren noted ERCOT Opinions for each. Mr. Varnell noted that the TAC-remanded NPRR641, Season Definition Change for Switchable Resources Reporting Unavailable Capacity, will remain at PRS until completion of the related ERCOT whitepaper and review by WMS.

Amanda Frazier moved to recommend approval of NPRR654, NPRR655, NPRR657, NPRR661, and NPRR677 as recommended by PRS in the respective 2/12/15 PRS Reports. Bob Wittmeyer seconded the motion. The motion carried unanimously.
NPRR668, Updates to Texas SET Implementation Guide Process
Mr. Varnell noted that the RMS had not completed review of all documents NPRR668 proposes to post to the Market Information System (MIS).
Ms. Frazier moved to table NPRR668. Mr. R. Jones seconded the motion. The motion carried unanimously.
NPRR676, Emergency Response Service (ERS) Offer Disclosure
Market Participants discussed the 2/26/15 ERCOT comments to NPRR676.
Ms. Frazier moved to recommend approval of NPRR676 as recommended by PRS in the 2/12/15 PRS Report and as amended by the 2/26/15 ERCOT comments. Eric Goff seconded the motion. It was noted that the 2/26/15 ERCOT comments clarify that ERCOT will disclose only the Qualified Scheduling Entity (QSE) and not the individual ERS Resource. The motion carried unanimously.

NPRR642, Constraint Management During Energy Emergency Alerts
TAC took no action on this item.
NOGRR136, Verifying QSE Capability to Operate in CFC
Ms. Frazier moved to approve NOGRR136 as recommended by ROS in the 1/8/15 ROS Report. Mr. Ross seconded the motion. The motion carried unanimously.
ROS Report (see Key Documents)
Joel Firestone reviewed recent ROS activities. Mr. R. Jones expressed concern for differences between ERCOT and the North American Electric Reliability Corporation (NERC) performance standards for voltage, particularly the periodicity of reactive testing requirements, and requested that TAC assign ROS the task of harmonizing the ERCOT testing requirements with the NERC Standards. Market Participants discussed the need to move away from real-time testing in ERCOT’s energy only market, and instead move to using historical data. Ms. Stephenson referred the issue to ROS; Mr. Firestone noted that the NERC Reliability Working Group (NRWG) is revising its scope, and would likely be the ROS forum for initial discussions.
Nodal Operating Guide Revision Request (NOGRR) 132, Automatic Under-Voltage and Under-Frequency Load Shedding Protection Systems --Load Restoration
Ms. Frazier moved to approve NOGRR132 as recommended by ROS in the 2/5/15 ROS Report. Mr. R. Jones seconded the motion. The motion carried unanimously.

Bob Helton reviewed recent WMS activities.
2015 DAM Collateral Factors
Mr. R. Jones moved to approve the 2015 DAM Collateral Factors. Ms. Frazier seconded the motion. The motion carried unanimously.

Kathy Scott reviewed recent RMS activities.
Commercial Operations Subcommittee (COPS) Report (see Key Documents)
Michelle Trenary reviewed recent COPS activities.
Unregistered Distributed Generation
Ms. Trenary presented the 4th Quarter 2014 Unregistered Distributed Generation (DG) Report and summarized paragraph (5) of Protocol Section 16.5, Registration of Resource Entity. Market Participants expressed concern for treatment and reporting of DG between the old and new registration thresholds; questioned whether installed DG would be grandfathered upon reduction of the DG registration threshold; and noted registration becomes increasingly important as DG continues to grow. Ms. Stephenson requested COPS discuss impacts of changes to the registration threshold.
Load Profiling Guide Revision Request (LPGRR) 054, Alignment with NPRR661, Discontinue Posting Profile Data Evaluation Report (Vote)
Ms. Trenary recommended that LPGRR054 be tabled until the ERCOT Board considers NPRR661. It was noted that costs for LPGRR054, and similar Revision Requests that discontinue the posting of various reports, is due to removing code from the MIS.
Mr. Goff moved to table LPGRR054. Mr. Ross seconded the motion. The motion carried unanimously.
Ancillary Service Redesign Update
Paul Wattles reviewed a draft agenda for the March 11, 2015 workshop regarding NPRR667, Ancillary Service Redesign, and welcomed stakeholder input.
Other Business
Ms. Stephenson requested that Market Participants familiarize themselves with NPRR638 in preparation for discussion at the March 26, 2015 TAC meeting.
