Statement of Interest

I respectfully submit my candidacy to serve on the Steering Committee of the OASIS Emergency Interoperability Member Section. I seek the Steering Committee to position to further the development and proliferation of validated, open data standards to facilitate the exchange of information in this critical area so that information can be securely and appropriately shared between individuals and organizations as required for any type of emergency.

I have been both professionally and personally involved in the development of interoperable defense command and control and emergency communications systems for the last fifteen years. Professionally, I have been directly involved since 1990 in the development of interoperable command and control systems for defense applications and emergency management through a series of companies in which I have served as both senior executive management and principal. My personal interest in this area was the result of being knocked out my home in 1994 for a year by the Northridge earthquake. That experience provided me with an immediate context for the challenges involved in coordinating large scale events.

In 2002-03, I was one of the founding members for the Emergency Interoperability Consortium (EIC). I served as chairman for the EIC until 2006 at which point I became Chairman Emeritus. Under my chairmanship, the EIC entered into the strong relationship it shares with OASIS as well as implementing a formal Memorandum of Agreement with the Department of Homeland Security to work together to develop and promote open data standards.

Biography

Emergency Interoperability Consortium Chairman 10/02-2/07

Founded and led the Emergency Interoperability Consortium (EIC) in the aftermath of 9/11 to become the largest public/private association focused on the development of open data interoperability standards for Homeland Security. Executed a formal Memorandum of Agreement with the Department of Homeland Security in January, 2005 to jointly develop and promote the use of open data standards. Released the Common Alerting Protocol (CAP), Emergency Data Exchange Language (EDXL), and the Hospital Availability (HAV) standard which are used by industry and government for critical communications.

E Team, Inc. Founder; President/CEO; and Vice Chairman 9/98-9/05

Built E Team, Inc. into the Homeland Security industry leader for Web-based event management software. E Team™ software pioneered the use of Internet collaboration tools

to permit effective management of complex incidents and planned events involving hundreds of organizations and thousands of users.

E Team™ proved its effectiveness in many of the largest events of the last decade including: New York City’s 9/11 recovery; security coordination for the 2002 and 2004 Olympic Games; planning and security coordination for the Democratic and Republican National conventions in 2000 and 2004; planning and coordination for the 2002, 2003, and 2005 Super Bowls; response to hurricanes Ivan and Katrina; management of massive wildfires in California and Arizona; and coordination of Columbia Shuttle recovery.

Illusion, Inc. Executive Vice President for Marketing and Strategy 4/94-8/98

Merged New Entertainment with Illusion Engineering in 2004, and successfully guided the company through conversion of large scale networked interactive systems developed for the DoD into market introduction of commercial products including the world’s largest interactive racing attraction (Speedworld) at the Sahara Hotel and Casino in Las Vegas (1997); the first mobile, re-configurable helicopter simulator for Lockheed Martin (1996); and the first wireless, tactical Internet-based command and control system (PENCILä) for the Defense Advanced Research Projects Agency (DARPA) in 1995 which became the first DoD technology transferred to the civilian sector under the PLOWSHARES program in 1996.

New Entertainment, Inc. Founder; Chief Operating Officer 1/93-3/94

Co-founded New Entertainment, Inc. in 1993 to develop interactive educational and entertainment products and attractions. Designed and project managed the building of Future Park for the State of Indiana in Indianapolis which included an IMAX theater, and interactive learning center.
