· Approval of December’s Coalition & Executive minutes- Emily motioned to accept the minutes, Bill seconded. Approved.
· Youth Perception Panel (30 minutes) - Starting with the Underage Drinking issue: The youth panel reported a lot of use goes under the radar, especially lately. They see it on Social Networks like Instagram and Tweeting. A lot of youth are going to CR Kirkwood apartments to drink with their college friends. Parents and mostly older youth provide the alcohol. School dances at AHS need law enforcement and a breathalyzer at least for those who seem drunk.
Tobacco/Nicotine- The youth reported that it seems like the tobacco product most used is chew. Older youth (18 and up) are providing to minors. There are still a couple teachers and some youth using during school at AHS even with the education last year and the new nicotine free policy this year. Some youth at Monticello HS are using by the old railroad trail near the school trail.
Marijuana- The youth reported that marijuana use is increasing and kids are using it anywhere “safe” (to not get caught). High school youth are dealing marijuana. Perceptions of the dangers of marijuana have decreased with more states making it legal. One youth believed a teacher at AHS had given a zero for a final exam when a student came in under the influence of pot, instead of turning the student in.
Rx drugs- The youth reported that they hear about it, but don’t think there is much use. Not at parties.
Synthetics (K2/bath salts) - Most kids are afraid to use it because its effects are unknown. One youth said they heard other kids in the bleachers at a Monticello football game talking about using K2.
· Prioritize drugs of focus for Year 6 DFC funding application-
DATA: We are not able to compare “apples to apples” quite yet because the fall 2012 Iowa Youth Survey will not be released until spring or early summer. We do have data from our required Drug Free Community grant survey taken this fall on the same day as the 2012 IYS to compare to the 2010 IYS. It has many of the same questions, but not all the validity checks, and Monticello Schools were only able to have 25-33% of their students take it. Almost all of their students took the Iowa Youth Survey. The other middle/high schools had almost all of their students take both. But the data is still useful, as we saw some county-wide drug use data increase and some decrease.
Underage Drinking: 2010 IYS- 29% of 11th grade students reported past 30 day drinking, In the 2012 DFC survey, that number decreased to 20%. All data reported below is also 11th grade.
Tobacco/Nicotine: (The DFC Survey did not ask about All Tobacco Use, only Cigarettes.) Cigarette use increased from 12% in the 2010 IYS to 16% in the 2012 DFC survey. Past 30 day “all tobacco use” in 2010 IYS was reported by 18% of students, 8% reported using smokeless tobacco.
Marijuana: 2010 IYS- 8%, 2012 DFC- 10% (also increased)
Rx drugs: 2010 IYS- 5%, 2012 DFC-6% (slight increase)
Synthetics- there is no data currently on their use in Jones County.
A couple other data sources were highlighted. Juvenile Court data over the past several years shows underage drinking is by far the most cases. Second was illegal drugs/paraphernalia, and third, Rx drugs (very small number). In a Poison Control report, 9 out of 10 total cases were about Rx drugs, one inhalant overdose.
Funding resources from ASAC for Jones County were reviewed to think about the capacity to address youth substance abuse prevention. There is about 17 K worth of staff costs (salary, benefits, travel, rent, utilities, supplies etc.) for all ages of tobacco/nicotine prevention through Tobacco Community Partnership funding. That is the only tobacco prevention dollars other than DFC at this time. For today’s meeting purpose we are assuming we will receive the second 5 year DFC grant in October of 2013 through September of 2018, replacing for the last time the current 5 year DFC grant that is done at the end of September 2013. In addition to that, we will have the SPF SIG funding addressing underage drinking and adult binge drinking (DFC cannot address adult issues) through June of 2014. Another 42K worth of staff costs (no money at all for spending on law enforcement, marketing, etc. as our DFC and SPF SIG currently have some) is available through a state Comprehensive grant and United Way funding. Most of the UW funding (22K out of 27K) currently must go towards helping meet our required 100% match for DFC used for IT, grant writing TA, secretarial support of in-kind checking and budgeting, as well as youth worker match. The rest helps pay for overhead costs that the 15K of comprehensive grant staff time cannot pay for. The Comprehensive staff time and 5K of UW is flexible and can be used towards adult binge drinking, underage drinking, marijuana and Rx drug use, divided up where needed depending on the DFC priorities, but not for tobacco.
Recommendation- Jacki motioned to have the prevention of underage alcohol and marijuana use as the two priority drugs of focus for the Year 6 DFC funding. Emily seconded. Approved. (Please note that the Coalition may still address the other drugs, but the two will be our main focus of the DFC funding. ASAC tobacco prevention staff will still be able to work on nicotine free schools and tobacco free parks and the Coalition can still support that work, but not spend DFC dollars on them unless we revise our goals, which is also very doable, as need be.)
· Marketing/Special events- “Dangers Hidden in Plain Sight” – Tuesday, March 12, 6-8 p.m. Mark your calendar! We will be having Mike and Jan Rozga, parents who lost their son to K2 a couple years ago, instigating the emergency ban on the first synthetic substance in Iowa before legislators passed more laws. They will speak to parents and kids, and then we’ll have an interactive time with a typical teen bedroom scene for parents to find drug related “dangers hidden in plain sight” and Deputy Eckhardt will talk about what he is seeing in Jones County. Youth will be led in a separate learning game for that part by the Office of Drug Control Policy staff. There will be free subs paid for by IFFCMH and others. It will be held at the new Youth Development Center at the Monticello Fairgrounds. Also, new Text2Tell marketing material was distributed. We have window decals for 250 personal vehicles. Come get one at the Coalition office!
· SPF SIG update- Patti updated the group about the upcoming TIPs trainings below, as well as the work that the County Attorney’s office and individual members of the Coalition have been doing towards a Minor Consumption ordinance to bring to the County Board of Supervisors.
· Outreach/Fundraising- Endowment received- $999 for law enforcement video cameras and a new laptop! Funding was requested from the BOS with a 33% match from IDPH. Zumba-thon made $90, Letter writing campaign made $1395.
· New Mission/Vision sheets for notebooks were distributed.
· Parent Pledge to monitor, lock up or get rid of alcohol in homes if any was passed around for attendees to sign.
