Meeting was called to order at 6:34 P.M.

Minutes from January 8, 2015 were approved as read.

MOTION: WAYNE GINGELL MOTIONED TO ACCEPT THE MINUTES FROM JANUARY 8, 2015 AS READ. DAWNETTA HASKINS SECONDED. VICKIE STANLEY VOTED AYE.

PUBLIC COMMENT

Dave Boren, Duchesne County Sheriff, appeared before the council to introduce himself and to offer the assistance of the Sheriff’s Office if needed.

AYCOCK & MILES – PRESENTATION OF 2013-2014 AUDIT

Mayor Cooper turned the time over to Cameron Olsen from Aycock & Miles for presentation of the 2013-2014 audit.

MOTION: DAWNETTA HASKINS MOTIONED TO ACCEPT THE AUDIT AS PRESENTED. WAYNE GINGELL SECONDED. LARRY DYE VOTED AYE. VICKIE STANLEY VOTED AYE.

CITY PARK PIZZA – DISCUSSION AND ACTION ON RENT REDUCTION

Renae Palmer from City Park Pizza appeared before the council to request a decrease in rent from $600 to $300 due to the downturn in the oilfield. Wayne Gingell suggested reducing the rent to $300 and review the rent decrease in three months. Renae Palmer stated she will return in May.

MOTION: WAYNE GINGELL MOTIONED TO REDUCE THE RENT FOR CITY PARK PIZZA FROM $600 TO $300 AND REVIEW THE REDUCTION IN THREE MONTHS. DAWNETTA HASKINS SECONDED. VICKIE STANLEY VOTED AYE.

Larry Dye appeared at 6:42 p.m. Councilperson Dye was not present for this discussion.

DUCHESNE COUNTY CENTENNIAL COMMITTEE– DISCUSSION ON DUCHESNE COUNTY CENTENNIAL PROJECTS

Kent Peatross from the Duchesne County Centennial Committee appeared before the council to present an update on Myton City’s centennial project and celebration for Duchesne County’s Centennial Celebration.

Councilperson Wendy Chase appeared at 7:10 p.m. and was not present for the previous discussions.

CITY MAINTENANCE REPORT ON THE LAST MONTH’S ACTIVITIES

Ronnie Young – Maintenance

Ronnie Young stated Johnson Water District would like us to buy out the meter for Wilford Conetah. They are going to go back five years. The first three years would be at $30 per month and the last two years at $35 per month. The City Council would like to meet with a representative from Johnson Water District before making a determination on this. Larry Dye stated there is fault on both sides. Myton City will invite a representative from Johnson Water to next month’s council meeting.

Jeremy Farley – Fire Department

Acting Chief Farley presented a list to the city council of items that is needed for the fire department. Mayor Cooper instructed Chief Farley to get bids for these items and then present costs to the city council.

Timothy Mellor – Police Department

Chief Timothy Mellor stated he is working on getting costs for the Fat Pot program. It is going to be around $15,000.

Declaration of Ford Taurus Police Car as Surplus Property

MOTION: WAYNE GINGELL MOTIONED TO DECLARE THE FORD TAURUS POLICE CAR AS SURPLUS PROPERTY. WENDY CHASE SECONDED. VICKIE STANLEY VOTED AYE. DAWNETTA HASKINS VOTED AYE. LARRY DYE VOTED AYE.

Sheriff Boren suggested taking it to Peatross’ Spring Auction. You can get a better price for it than if you sold it to a private buyer.

VALENTINA SIREECH – MYTON TRIBAL COMMUNITY CENTER ACTION AND DISCUSSION

Mayor Cooper stated that Valentina Sireech will not be present at this meeting. Mayor Cooper read a prepared statement that will be attached to these minutes.

Mayor Cooper stated that Craig Smith, Myton City’s Attorney in this matter, needs the council’s permission to send a letter to United States Department of the Interior.

DISCUSSION AND ACTION ON JOB APPLICATIONS FOR POLICE CHIEF AND FIRE CHIEF

Mayor Cooper stated she would like to appoint Jeremy Farley as the fire chief of Myton City Volunteer Fire Department. There is a six month probationary period.

MOTION: WENDY CHASE MOTIONED TO ACCEPT THE APPOINTMENT OF JEREMY FARLEY AS FIRE CHIEF WITH A SIX MONTH PROBATIONARY PERIOD. DAWNETTA HASKINS SECONDED. VICKIE STANLEY VOTED AYE. LARRY DYE VOTED AYE. WAYNE GINGELL VOTED AYE.

Kalecia stated we received 4 applications. Those candidates were Gilbert Trujillo, Jack Guenon, Timothy Mellor and Joseph Tatangelo. Mayor Cooper stated she would like to appoint Jack Guenon as Police Chief of Myton City with the will and consent of the city council.

MOTION: WAYNE GINGELL MOTIONED TO ACCEPT THE APPOINTMENT OF JACK GUENON AS THE POLICE CHIEF OF MYTON CITY. WENDY CHASE SECONDED. VICKIE STANLEY VOTED AYE. LARRY DYE VOTED AYE. DAWNETTA HASKINS VOTED AYE.
