CALL FOR PROPOSALS

For sub-granting of projects for NGOs in Kosovo

Deadline for submission of applications is:

20 September 2017

This call for proposals is announced for the sub-granting of funds in frame of the project “Promoting and Protecting Children’s Rights”, funded by European Union and managed by the European Union Office in Kosovo. It is related to the financial support of grassroots NGOs which work in the fields of child rights and protection, peer mediation and peaceful conflict resolution.

Kosova Education Center and Forum ZFDhas been awarded a grant contract in frame of the call for proposals: European Instrument for Democracy and Human Rights – EIDHR (Lot 3 – Support the Rights of the Child), which aims to empower local communities improve child protection measures in schools through awareness raising, mediation and peaceful conflict resolution. The project has started in April 2017 and will be implemented in thirty months.

The overall objective of the project is to create child friendly and violence free environments in Kosovo schools through targeted actions through civil society organizations and local communities for promoting children’s rights..

The specific objectiveof this project is to implement child protection policies and best policies in Kosovo schools by empowering school communities to take the lead of the process. Schools community includes children, parents, teachers, local education authorities, local CSO’s and other relevant stakeholders. Specific objective will be achieved through awareness raising activities, and by setting up mechanisms for mediation and peaceful conflict resolutions at school level.

  1. TYPES OF SUPPORT

The overall aim of this call of proposal is intended to strengthen NGOs working in child protection and child rights, through provision of sub grants.

This call will ensure strengthening of local organizations, where sub grants will be distributed to ten local NGOs in different municipalities to strengthen their capacities in peer mediation and peaceful conflict resolutions in non-urban schools.

Sub granted NGOs are expected to achieve the following results.

Expected results:

  • Improved protection of children’s rights in targeted school communities through peer mediation and peaceful conflict resolutions,
  • New conflict resolution practices introduced in targeted school communities

Each applicant shall seek partnership with at least 4 non-urban elementary schools within its activity area to implement a project idea related to protection of children’s rights through peer mediation and peaceful conflict resolution.

Any grant requested must fall between €9,000.00-€11,000.00.

  • The maximum grant amount of 9,000 EUR may be requested by the applicant if the total number of students in partner schools does not exceed 1,100;
  • The maximum grant amount of 10,000 EUR may be requested by the applicant if the total number of students in partner schools is between 1,101 and 1,400;
  • The maximum grant amount of 11,000 EUR may be requested by the applicant if the total number of students in partner schools exceeds 1,400;
  • The duration of the action must be between 18 and 20 months.
  1. GEOGRAPHICAL COVERAGE

The sub grants will be provided for grass roots organisations operating at the local level in all municipalities in Kosovo.

  1. ELIGIBLE APPLICANTS

The following have the right to apply:

NGOs operating in Kosovo in the fields of child rights, peer mediation and child protection, which are:

Legal entities nongovernmental organisations registeredin the Department for Registrations of NGOs;

Have registered organizational bank accounts, and

Havecapacities to implement the proposed action.

Applicant can submit only one application.

Application can be submitted by one single applicant.

  1. TYPES OF THE ACTIVITIES THAT WILL BE SUPPORTED
  1. Technical assistance provided to the schools in developing school action plans on peer mediation, child protection and peaceful conflict resolutions;
  2. Engaging in discussions, roundtables and negotiations with local representatives on the municipal action plans for peer mediation and peaceful conflict resolution in non-urban schools;
  3. Engaging in activities aiming to enhance effective cooperation and coordination among local stakeholders, in relation to child rights and child protection issues;
  4. Awareness raising advocacy campaign aiming institutions, civil society and wide public to raise awareness on the Child Protection, Peer mediation and Peaceful conflict Resolution at the local level, through media;
  5. Producing various materials to promote and raise awareness at local level, on child rights and child protection.
  6. Activities to support awareness raising on child protection and peaceful conflict resolution.
  1. INELIGIBLE ACTIVITIES AND COSTSThe sub-grant cannot be used:

As NGO core funding or for major equipment purchases such as furniture or computers;

For existing activities or initiatives or items that are usually part of central or local government funding;

To pay for additional regular office resources such rent, utilities etc;

For sponsorship for participation in conferences within Kosovo or abroad;

For debts and provisions,for losses or liabilities.

  1. DURATION OF PROJECT/S

The initial planned duration of a project may not be lower than 18 months nor exceed 20 months.

The intended start of implementation shall be planned as of Oct 2017/Nov 2017.

The overall indicative amount made available under this Call for Proposals is EUR 100,000.00.

  1. ESTIMATED BUDGET

KEC will distribute up to ten sub-grants in different municipalities. For each of the actions, the sub-grant award will be €9,000.00 - €11,000.00per proposal.

The proposed budget will be scrutinized for value for money; adherence to local market costs and appropriateness to the proposed activities. Any activity, or cost not related to the outcomes of the activities will be removed.

Sub-granting of the projects will be done on the basis of the contract concluded between KECand the awarded applicant, and the contract will specify the terms of payment.

All money spent within the projects with funds from the grant must be accounted for with receipts in accordance with the legislation KECwill provide the legal justification (document) stating that the sub-grantees cannot obtain VAT for this sub-grant.VAT should not be applied in the EU funded activities including the sub-granting, as it will be considered ineligible.

  1. HOW TO APPLY

The competition is open to the public from 28 August 2017 to 20 September 2017.

Prescribed Application form, Budget forms and Report forms are enclosed with this Call for proposals and can be downloaded from the website

Modifying the application and the other prescribed forms will result in the rejection of the application.

Applications should be filled using an appropriate computer program (Word/Excel) in the language of the Application form. Applications written by hand, typewriter or otherwise will not be accepted.Project proposals as well as all other supporting documents, should be submitted in English only by e- mail.

  • Summary of Experience and references,
  • Endorsement letters from four partner schools and their student data
  1. DEADLINE FOR SUBMISSION OF APPLICATIONS

The deadline for the submission of applications is 20 September. Any application submitted after the deadline will automatically be rejected.

Applications submitted by fax, or by any other means will not be taken into consideration.

Delayed, incomplete or otherwise submitted applications contrary to the terms of this Call will not be considered.

CRITERIA FOR EVALUATING PROPOSALS

All actions submitted by applicants will be assessed according to the following steps and criteria.

STEP 1: ADMINISTRATIVE CHECK

If the examination of the application reveals that the proposed action does not meet the set criteria for the application process:

The Application has arrived in a timely manner;

The Application submitted in the prescribed form;

The Application is submitted intime;

The Application package is complete;

The required mandatory documents are provided;

The Application form and both budget forms are signed by the authorized person and stamped;

The application will be rejected on the basis of Administrative error.

STEP 2: QUALITY EVALUATION

The quality of the applications will be evaluated using the evaluation criteria in the evaluation grid below.

The Selection Panel will award points for each of the criteria as shown in the Evaluation Grid.

Ranking lists will be made based on the total score of the points.

  1. DEADLINES AND MANNER OF PUBLICATION OF THE ACCEPTED PROJECTS

Results will be notified by email to the applicant’s organization address.

Dissatisfied applicants have a period of 5 working days to appeal from the date of the awards notification.

The final decision will be made within 10working days of the expiration of the appeal period from the date of the receipt of the appeal notification and shall be notified by email to the applicant’s organization address.

Contracts will be concluded within 10working days from the date of the publication of the final decision on the web site/FB page. The winner(s) will be notified also in writing.

All rejected applicants will be sent written feedback by e-mail by 30September 2017.
