UPSRLM is an autonomous society entrusted with the task of implementation of National Rural Livelihoods Mission (Aajeevika) in Uttar Pradesh. UPSRLM aims at creating efficient and effective institutional platforms of the rural poor enabling them to increase household income through sustainable livelihood enhancements and improved access to financial services.

Terms of Reference for Hiring State Level Thematic Experts For
Uttar Pradesh State Rural Livelihoods Mission
- Background:
The Government of India has launched The National Rural Livelihoods Mission (NRLM) under theMinistry of Rural Development (MoRD) . The Mission aims at creating efficient and effective institutional platformsof the rural poor enabling them to increase their household income through sustainable livelihood enhancements andimproved access to financial and public services. The agenda is to mobilize the rural BPL households into selfmanaged,federated institutions and support them for livelihood collectives. In addition, the poor would be facilitatedto achieve increased access to their rights, entitlements and public services, diversified risk and better socialindicators of empowerment.
Further to these objectives, the Government of Uttar Pradesh has constituted the Uttar Pradesh State RuralLivelihoods Mission, registered under the Societies Act 1860. A State Mission Management Unit has beenconstituted as a dedicated support structure to deliver the mission in the State.
The UPSRLM aims to build a team of high quality professionals for providing technical assistance to thedistricts in various thematic areas such as human resource management, rural livelihoods, social mobilization, monitoring & evaluation, micro finance & financial inclusion, finance & procurement .
This ToR is prepared to hire services of full time State level Thematic Experts to extend initial technical assistance asenvisaged under the NRLM.
B. Duration:
The tenure of this position will be of one year initially and renewed further based on performance and requirement.
C. Key Deliverables
a. Designing pilots under the Annual Action Plan document
b. Preparation of the State Perspective and Implementation Plan
c. Placement of the district teams and their sensitization and handholding
d. Rolling out the pilots in the identified districts
D. Scope of Work:
1. Undertaking comprehensive situational analysis to capture various dimensions of rural poverty
2. Prioritizing interventions and resources in accordance with the Annual Action Plan.
3. Organising various consultation workshops, trainings, seminars with various stakeholders at the state and districtlevel
4. Undertaking any other task from time to time assigned by the CEO/ Mission DirectorUPSRLM
E. General Terms:
1. The will be hired by UPSRLM and work as one of the team members of the SMMU.
2. The service of theState level Thematic Expertswill be hired on a retainer basis and he/she will be available full time to the SMMU
3. The State Thematic experts shall report to the Mission Director,UPSRLM
4. A monthly activity plan will be developed by the State Thematic experts
5. The State Thematic Experts shall participate in all meetings, reviews and workshop whenever invited by the NMMUor the districts
F. Profile of the Thematic expert:
1. Thematic expert: (Social Mobilization) (1 post) :
Selection Criteria
- MBA/MSW/Post graduate degree/diploma in Rural Development/PGDM.
- Atleast 7 years experience in social mobilization, gender activities particularly in large scale rural povertyreduction programmes.
- Experience in designing and implementing various capacity building strategies and managing various trainingprogrammes is required
Location:
- Lucknow (with travel to program locations across Uttar Pradesh)
Honorarium
- Salary will be Rs. 60000.00 to 70000.00 (negotiable) and commensurate with the candidate’s qualification & experience.
Specific Technical Knowledge required (for the job)

Deliverable & Key Responsibilities
- Responsible for the aspects related to Social Mobilization and Gender of the project as a whole.
- Develop and inclusion of gender equity and equality strategy and activities in the project mainstream.
- Monitor the reach of project on gender aspects of the project including vulnerable community and sensitizeproject staff regarding gender and other relevant issues.
- Coordinate with other staff of the project and other institutions for ensuring gender and vulnerable communityequality and equity within the project framework.
- Diagnosis of social inclusion and mobilization status in the state and identifying key areas for NRLMintervention
- Developing annual intervention plan with cost implications. Successfully mapping best practices of SM andGender existing in the state (i) to draw lessons (ii) and feed them into state plan for scaling up.
- Developing Community Operational Manual and keep the same updating based on implementation feedback
- Contributing to developing the State Perspective and Implementation Plan.
- Monitor, evaluate the project activities with respect to the gender and vulnerable community sensitivity andsuggest corrective actions.
- Any other activities as assigned by the Chief Executive Officer/ Mission Director.
2. Thematic expert (Micro Finance & Financial Inclusion) (1 Post) :
Selection Criteria
- MBA/MSW/Post graduate degree/diploma in Rural Development/PGDM.
- Atleast 7 years experience in the domain of financial inclusion in rural poverty reduction programmes.
- Experience of working with institutions like NABARD, SIDBI preferred
- Working on credit linkage to the institutions of poor is required.

- Knowledge of devising projects, specially in the fields of micro finance, financial inclusion and livelihoods , andimplementing them in coordination with different stakeholders

- To identify pro poor banking and insurance products.
- To devise and conduct training/capacity building programmes for bankers, institutions of poor and otherstakeholders, developing study / training and other communication material
- To design training modules to instill financial literacy in institutions of the poor
- Coordination with different stakeholders to achieve project objectives
- Any other activities as assigned by the Chief Executive Office/ Mission Director.
3. Thematic expert (Livelihoods) (1 Post) :
Selection Criteria
- MBA/MSW/Post graduate degree/diploma in Rural Development/PGDM.
- Atleast seven years proven experience in livelihoods promotion in large scale rural poverty reductionprogrammes.
- Experience in working with producers organizations on value chain development, building livelihoodsinstitutions of the poor and vulnerable is required

Deliverable & Key Responsibilities
- Conceptualizing thematic policies and developing strategies for NRLM
- Diagnosis of livelihood interventions in the state and identifying key areas specifically for NRLM.
- Networking and Partnerships with NGOs, Private Sector, Financial Institutions and relevant Governmentdepartments and engage the relevant stakeholders/partners in the livelihoods pilot projects formulation andimplementation;
- Providing technical backstopping on sustainable livelihoods programmes to the district, block office and villagelevel;
- Developing annual intervention plan with cost implications. Successfully mapping best practices of livelihoodsexisting in the state (i) to draw lessons (ii) and feed them into state plan for up scaling
- Developing guidelines/training manual for the participatory planning at the village level to develop livelihoodplan.
- Oversee that key project activities related to sustainable livelihood interventions are achieved per project budget,timeline
- Monitoring and evaluation of all the activities related to sustainable livelihoods development

4. Thematic expert (Monitoring & Evaluation) (1 Post) :
Selection Criteria
- MBA/MSW/Post graduate degree/diploma in Rural Development/PGDM.
- At least seven years proven experience in project management, programme planning operation of MIS software, monitoring & evaluation of progress in large scale rural poverty reductionprogrammes.
- Experience of working with institutions like Planning, UNDP, UNICEF etc. preferred

Specific Technical Knowledge required (for the job)
- To finalize and implementation the unified M & E system for the implementing & monitoring organs of the scheme.
- To ensure efficient and effective M & E of all project activities at all times, provide feedback to the supervising officers and develop a MIS based decision support system. for various cutting edge levels, using M & E tools developed (hardware, software, written guidelines).
- To provide feedback to the Supervising Officers in order to strengthen programme implementation.
- To coordinate quarterly data collection reports and their analysis.

Deliverable & Key Responsibilities
- To assist in the compilation of periodic Physical & Financial reports for submission to the concerned officers/authorities.
- To undertake monthly and quarterly monitoring of the programme against the approved M & E Plan.
- To ensure designing of activities to strengthen the capacity of concerned staff in M & E activities.
- To support the design and implementation of baseline/midline/and other surveys according to the approved workplan.
- To compile data relating to organisational learning by preparing and disseminating data, lessons learned, good practices and statistical, qualitative, and anecdotal evidence provided by the stakeholders.
- To produce a variety of written documents e.g. data summaries, workshop reports, etc.
- To support the filed units in the execution of work plan and strategies.
- To prepare monthly, quarter & annual progress reports including the reviews.
- To impart training on MIS to the field & other support staff.
- To undertake any other duties as may be assigned from time to time.
5. Thematic expert (Finance & Procurement) (1 Post) :
Selection Criteria
- MBA/MSW/Post graduate degree/diploma in Rural Development/PGDM.
- At least seven years experience in procurement and implementation of large WB or other donor funded projectsin India;
- Good understanding of Government procurement procedures (CVC guidance, GFR 2005, Ministry ofExpenditure Guidelines, DGS&D etc).
Location:
- Lucknow (with travel to program locations across Uttar Pradesh)

- Salary will be Rs. 60000.00 to 70000.00 (negotiable) and commensurate with the candidate’s qualification & experience.
Procurement under the Program
- The procurement of goods, civil works, non-consulting services and services will be integral to theimplementation of MSRLM at State, District and Sub-District levels.
- UPSRLM follows World Bank & NMMU Procurement Manual which has been developed based onprocurement framework and methodology suggested by the Financial Management Rules, GoI (2005); FinancialManagement and Procurement Manual of Sarva Shiksha Abhiyaan, MHRD, GoI; Stores Purchase Rules methods in Uttar Pradesh; World Bank “Guidance Note For Management Of Procurement Responsibilities In Community-Driven
- Development Projects”, December 2009 as well as World Bank guidelines for procurement of goods, works andservices.
Deliverable & Key Responsibilities
- Provide procurement support during project preparation; and project implementation (including prior and postreviews of all procurement documents and decisions for planned/selected contracts by UPSRLM for States,District and Block level
- Assist UPSRLM in procurement capacity building activities including the assessment and implementing capacitybuilding for the State teams ;
- Review and handle the technical, commercial and legal aspects of procurement (in consultation with Legal andPolicy departments as necessary) at all stages of the project cycle;
- Provide operational advice to UPSRLM and State staff on concepts, policies and procedures for international andlocal procurement;
- Participate in missions as procurement expert on projects; assess procurement implications of project design,evaluate institutional capacity of States and assist in the development of suitable procurement plans;
- Resolve difficult procurement issues and handle questions/ complaints from applicants and contractors onbidding and award issues;
- Prepare a range of procurement-related documents and reports; and providing guidance and training to Stateprocurement staff;
- Review and handle procurement-related complaints and liaise with the Department/ World Bank on casesrelating to fraud and corruption in procurement and contracting process;
- Monitor and ensure compliance with Bank’s procurement fiduciary policies and performance against Bankservice standards for procurement.
- Developing, updating and implementing procurement management guidelines at state level.
- Be part of developing SPIP and NRLM implementation framework as well as systems in the state
- Develop and communicate Community Procurement Guidelines
- Periodically review community procurement at district/ bloc level and revise the procurement guidelines basedon community best practices
- Preparing and implementing annual procurement plan at all levels
- Develop ToR’s for outsourcing of various services needed by the SMMU.
- Any other activities as assigned by the Chief Executive Officer/ Mission Director as required.
Specific Technical & Project management Knowledge & Skills Required
