2. DECLARATIONS OF INTEREST AND DISPENSATIONS:
None received.
3. APPROVAL OF THE MINUTES OF THE MEETING HELD ON 12NOVEMBER2015 Agreed as a true and accurate record. Proposed by Cllr Davies and seconded by Cllr Chaloner.
4. MATTERS ARISING
(i)Highways issues. Further to the Clerk raising the continued concerns of the parish council regarding the Shocklach/Farndon junction with the clerk of Farndon Parish Council it was agreed to write to the Highways department to request a safety review.
(ii)With regards to the incorrect angle at which the bridge at Flennens Brook had been reconstructed it was agreed that Cllr Chaloner would forward previous email correspondence to Cllr Greenwood who would raise with Highways on behalf of the Parish Council.
(iii)Noted that the blocks of concrete remained at the entrance to Beach Farm at Castletown. Clerk to raise with Highways again.
5. PUBLIC PARTICIPATION
(i) PCSO Hurst reported that things had been ‘very peaceful’ although there had been some incidents locally (an off road bike stolen in Tushingham, a car taken in Clutton). There was to be a new rural sergeant (Ian Wilson) and PC Tony Owens was retiring and was to be replaced with PC Ged Gigg who was keen to attend future meetings. PCSO Hurst reiterated his willingness to assist with the speed watch sessions and asked for results of sessions to be sent to him in order that letters could be sent out to offenders. A case of persistent bad parking outside the Bull was brought to Jons attention and he offered to check it out and issue an advisory note if necessary. Jon offered to come along to the Village Meeting, possibly with his sergeant, and to give a short talk on the evening.
(ii)The two members of public present raised the issue of the potential solar farm planning application. There had been no developments and Castletown was not looking as viable as it had once been without the available funding.
(iii) Concern was raised regarding increased traffic/usage of the bridleway down Castletown Lane as it was felt there was now an enhanced possibility of theft from properties. PCSO Hurst agreed to investigate.
6. COUNCILLOR RECRUITMENT
Greg Bowles agreed to be co-opted on to the Parish Council as a Councillor at the next meeting. It was agreed to canvass a further member at the Village Meeting in May.
7. PARISH VILLAGE MEETING
Pcso Hurst agreed to come along to the Village Meeting as a guest speaker. Agreed: The Clerk would contact Connecting Cheshire to ask if they would be willing to come along also. Agreed: Cllr Chaloner to prepare an overview of the year. Agreed; The Clerk would invite Shocklach school council. Agreed: Cllr Chaloner to organize refreshments (cheese/wine/soft drinks). To be paid for out of Parish Council funds.
8. SPEED GUN
Noted that the gun would need recalibrating /servicing in March. Rota to start again in April.
Agreed to further explore use by other Parish Councils.
9.AIR AMBULANCE/TATTENHALL FIRST RESPONDERS
It was agreed to donate £30 to the Air Ambulance and Tattenhall First responders.
10. DRAINS
Noted that the drains had not been cleared by CWAC. Cllr Chaloner to send GPS coordinate to Clerk.
11.CORRESPONDENCE
(i)RSPB Group Programme of meetings January 2016 circulated.
(ii)ChALC News January 2016 circulated.
(iii)Letter received from ChALC regarding the possible cessation of the New Homes Bonus. Agreed that the Parish Council would not oppose the withdrawal.
12. FINANCE
(i)Tattenhall First Responders; Cheque raised for £30.
(ii)North West Air Ambulance; Cheque raised for £30.
(iii) Clerks expenses; Cheque raised for £12.63
(iv) Payroll; Cheque raised for £134.20to CVSCE/HMRC
(v) Payroll; Cheques raised for £268.71 and £268.91 for payroll ending 31 December and 31March.
(vi) A Cheque for £1925.00 was received 4 December 2015 in respect of the New Homes Bonus 2015/16.
(vii)Cllrs identified the following as possible community projects for expenditure 2016/17; A school wildlife area. Proposed; have the school get an estimate and the Parish Council make a contribution. Noticeboard and a separate information board showing map and details of surrounding villages.
13. PLANNING
APPLICATION; 16/00316/S73; Beech Farm, Worthenbury Road, Caldecott. Variation of Condition 2 (plans) on application 15/05151/NMA.Comments by 26/2/16. No comment.
APPROVAL; 15/04353/FUL; Rose Ville Parr Green Lane Church Shocklach Malpas Cheshire SY14 7EY.Two storey and single storey extension to side. Comments invited by 24 November 2015.
Parish Council had no comments to make. Approved 04/12/15.
APPROVAL; 15/04495/OHL; Overhead line near Shocklach Hall Shocklach Hall Lane Shocklach Oviatt Malpas Cheshire SY14 7BT. Upgrading of existing overhead line. Comments invited by 26 November 2015. Parish Council had no comments to make. Approved 10/12/15.
14. ANY OTHER BUSINESS
(i)Village noticeboard: Agreed; to purchase a wooden board. Cllr White to contact R Robertson (Joiner) for a quote.
(ii) Website. Agreed: Clerk to ask Al Macchi, The Bull and the school to link their websites to the Parish Council site.
(iii) Cllr Chaloner reported that the School Council at Shocklach School were a pilot school for the Maelor Project Day.

AGM/ORDINARY: 12MAY 2016 at 7.30pm in ShocklachPrimary School.
VILLAGE MEETING: 18 MAY 2016 at 7.30pm in Shocklach Primary School.
