Ithasbeenour pleasuretoserveas your presidentsthese pasttwoyears.Timeseemstogo bysofast. It ishardtobelievewehavenowfinishedtwoterms as yourpresidents. Our taskhasbeen made mucheasier dueto thewonderfulsupportwehavereceived fromthe greatgroupofpeoplemaking uptheUSDAexecutivecommittee.To thatend,we’dliketorecognizeour newestmembers,Mark and BinaKrebsback,Waysand MeansChairmen from Bismark,NorthDakota,whoarenowfinishing uptheirfirst year inoffice.Also,we’dliketo thankLisaBreaultforher twoyears ofserviceas the VicePresidentof theEastern Region.Lisa hadtoresignthisyear forpersonalreasons.Weare pleasedtoreportthatwehaveappointed TonyandDianaRockas her replacement.

Summer hasfinallyarrived. It’salways atime ofnewgrowthand signs of life.Wehopethisistrue for youandyour squaredanceclubsas well. Over thispastyear,wehavedancedwith manyclubsacrosstheUnitedStates.Whilesomeoftheseclubscontinuetostrugglewithdwindling numbers,therearemanythatcontinueto experiencegrowthandlife.Weareconvinced thatthisisadirectreflectionoftheleadershipwithinthese clubs.Where thereisenthusiasm among theleadersandcallers,classesarebeing held,numbersaregrowing, and dancersareresponding tothe effortstogrowtheir clubs.

We want to encourageyouandyour clubleadershiptotakeadvantageofthe manyeducationalopportunitiesavailablehereattheNationalconvention thisweek.

Thereare manypanels and seminarsbeingofferedasapartofthe leadershipcertification program.Thesewill be filledwithhelpfulinformationto buildenthusiasmamong your clubleadership. As inthepast,theUnitedSquareDancersofAmerica willbehosting severalofthese educationalsessions.Topicsbeing putforthbyUSDAinclude“Howtoproperlyinsureyour club”,“Thepower of socialmediatoday”, and“Recruiting andretaining dancers”.

Oneofthe major projectsthatUSDAhasbeenpursuingfor the pastfewyearsismaking theIRS501(c)(3) programavailabletoouraffiliates. Asyoumayrememberfromthe annualmeeting lastyear,therewasarenewedinterestbeing expressedbythedelegatespresent.JimMaczkoandour regional VicePresidents havebeen makingcontactsthroughouttheUnitedStatesto determineifthere isenoughinterest toproceed.

Thank youallforservingas delegates to this our 36th annualmeeting of theUnitedSquareDancersofAmerica. Wearewrapping up our Thirdand finalyear as Vice PresidentsfortheUSDACentralRegion.Wehaveattended asmanyof the stateconventionsin ourregionas wecouldthese pastthreeyears,butdid notmeetour goal ofattending alltwelve. The onlystatewedidnotattendwasGeorgia.Wehaveseveralconflictswithconventionsheldonthesame weekend sowetriedto alternate betweentheconventionssoweat leastattendeveryother year.

This currentyear weattended the Mississippi andFloridaconventions.These lastthreeyearshavebeenaveryenjoyabletime andgreatlearning experience for us.We reallyenjoytraveling andattending theCentralRegionConventionsand hate itwhenwehaveaconflict.Wehavemetalotofgreatpeople and madelasting friends.Westillhopetotravel andattendconventionseventhoughwewill not betheRegionalVice Presidents.Wethankallofyou foryour support!!

GreetingsfromthePlainsRegionVice Presidents.

Wehavebeen traveling considerablysincelastJune'smeeting.Sincewehave13states inour region,andneed togetto allofthem,weareworking onit.Wehavenotquiteaccomplishedour goalofALL ofthem yet,butwehavedoneseveral morethanonce.

Sincewehavebeen homefromour winteringin Texas(and dancing almosteveryday),wehaveattended and enjoyedthestateconventions/festivalsinIowa,NorthDakota and South Dakota. Allofthedancersarewelcoming andallsharethesameconcern aboutsquare dancenumbersgoing down. So far noonehas greatanswers. Wealwaysattend manylocal dances inMinnesota andoccasionallyset upourdisplayofmaterials.

InJanuary,wewerehonoredto make arrangementsfor thewinter meeting,whichwasheldin SanAntonio. We were in Texasanyway, sothatworkedoutwell.

Although our attendancewasdownforavarietyof reasons,westill hadaveryproductiveand enjoyablemeeting.Wedancedwithalocalgroupandtheywerewelcoming asusual.

Throughoutsummer and fall,2016, wetraveledtomanyof our states - Kansas,Illinois,Wisconsin,Minnesota,Iowa,Nebraska,Oklahoma,N.Dakota,S.Dakota.

Wehad doneMissouri and Arkansasconventionsthe previousyear, andourscheduledid notwork for thosein 2016. Ateach, weattendedthe wholeconvention orfestival, set upour displayofmaterials,and asked forafewminutesatthe meeting totalkaboutUSDAandtrytoanswer questionsfromthegroup. We stillneedtogettoa festivalor conventioninLouisiana.

Althoughwewereabig presence at the SanAntonioareadancewithourwholecommittee,wehavenotyetbeen abletomakeittoa Texasconvention.

Wehaveenjoyed our2years as plainsregionvicepresidents,and wewouldbeglad todothethirdyear ifweareelected at the meeting inCincinnati.Thankyoufortrusting us withthisjob!

Wehavegreatlyappreciated the privilegeofserving threetermsasWesternRegionVicePresident.Ithasgivenus theopportunitytotravelpurposefullythroughoutourWesternStates,visiting localdances,regionalfestivals,stateconventions,and affiliatemeetings.Wearepleased toreportthat, bythetime ofthe 2017 AnnualMeeting,wewillhavedancedin allWesternRegionstatesexceptone(andWyoming–wewill betherein August).

Specificallyover thepastyear,wehaveattended fiveStateSquare DanceFestivals orConventions(Alaska,Oregon,California,Nevada,andColorado) aswell as twoAffiliateRegionalFestivals(Southern ArizonaandGrandCanyonSquare Dance Associations).Weattendedthe 2016 USAWestSquareDanceConventionin Pocatello,Idaho,andvisitedlocalclubsin Louisiana,NewMexico,and ofcoursethroughoutour homestateofCalifornia.We werealsoabletositin on AffiliateMeetingsinAlaska,Oregon,andCalifornia,learning howeachone operatesandhowtheysupportandpromotesquaredancing intheir areas.

WeproudlydisplayourUSDA“windowshade” banner atallevents,along withthewonderfulUSDA-developededucationalmaterials.WeenjoytalkingtodancersaboutUSDAprogramsandmaterials.

As wecloseoutour lastterm asWesternRegionVicePresident,wewouldliketo thankallofthe dancers,clubs,andassociationsthathavewelcomedusthroughouttheregion. Square dancersarethe friendliestpeople,and square dancing isindeed“friendshipsetto music.”

Wehopetoseeallofour Affiliatesrepresentedatthe AnnualMeeting, andlookforwardto meeting delegatesinperson.

ANNUAL meeting Report

Among the responsibilities of the Parliamentarian is to review all of the United Square Dancers of America’s Governing Documents – Bylaws and Standing Rules – each year to assess the need for updating these documents. During the 2016 Annual Meeting the Board of Directors approved operational amendments to the USDA Standing Rules to bring them into compliance with the current USDA operational procedures.

As a result of the 2016 action of the Board of Directors, there does not appear to be any need for USDA Bylaw or Standing Rules amendments at the 2017 Annual Meeting.

Currently, we are also evaluating the need to draft new Resolutions for presentation to the USDA Board of Directors during the Annual USDA Board of Directors meeting in Cincinnati, Ohio in June 2017.

The United Square Dancers of America’s Governing Documents – BYLAWS, STANDING RULES, CODE OF ETHITS, and CODE OF CONDUCT are posted on the USDA website The current versions of these Governing Documents are available for downloading by all.

conpendium of resolutions

ANNUAL meeting Report

Over the years the United Square Dancers of America has adopted a number of Resolutions during its Annual Meetings. The first three of these Resolutions was approved during the June 26, 1981, organizational meeting of USDA in Seattle, Washington.

As Al and Portia Bruning (Iowa) were leaving the position of USDA Historian in 2008, they researched the Annual Meeting minutes and compiled information on all of the Resolutions adopted through 2007.

This information has now been assembled into a true Compendium of Resolutions with a complete listing of all thirty-six (36) of these Resolutions where they have been re-formatted into a true Resolution layout consistent with the first Resolutions adopted back in 1981.

While Resolution No. 17 adopted in June of 1987, entitled Creation of USDA Compendium of Resolutions, directed the USDA Secretary “to prepare a ‘Compendium of Resolutions adopted by USDA” to be regularly updated and distributed to all Member Organizations for the further education of all Square Dancers;” in retrospect, it would seem more appropriate that the USDA Parliamentarian be responsible for maintaining the USDA Compendium of Resolutions.

These Resolutions provide insight into the history of the United Square Dancers of America and to the positions that the USDA Board of Directors have taken during their first thirty years of existence.

A copy of the complete Compendium is available for your review and use upon request. Now that the USDA Compendium of Resolutions has been compiled, it would seem appropriate for this Compendium to be posted to the USDA website for all dancers to review.

Normallythisawardispresentedbyone of the ExecutiveOfficersofUSDA,butthepresentationtoAgneswasonJanuary28thwhichwasduring thetime oftheUSDAWinter Meeting inSan Antonio.When dealing withsomeone 100yearsoldweliketo work ontheirschedule,notours,sowearrangedforamemberher clubto presenttheaward.

Wedidgetanote telling us howgratefuland appreciativeshewasforthe awardandthat she proudlywears the pin.

It is suchan honor torecognizethese people thathaveattained the ageof 100 yearsand arestillanactivepartofsquaredancing.Welookforwardtopresenting moreofthese awards.

It ishardformeto believethatfiveyearshavepassedsinceIbecame the editor of theNEWS.Whatawonderfulrideithasbeen. Ilookforwardtothe nextfive.

As editor I sometimesgetcreditfor something someonelikesandIalwaysgettheblamewhensomething goeswrong. I accept the blame,but I wanttosharethecomplimentswithalotofother peoplethatcontribute to making USDANEWSwhatitis.This isnotaone man show. Eachissue normallyhas articlesbythepresident,thevicepresidentsofeachregionand our insurance coordinator.But inadditiontotheseregular articlesweget alotofitemsfrom other dancersthroughoutthecountry. Mygoalis toprovideinformationthatrepresentssquaredancing to everyoneregardlessofyour geographicallocation.Thatgoal can onlybereachedwiththehelp of manyotherpeopleandIappreciatethearticlesand photographsthataresenttome.I cannotalways useeverythingsent in,but Ido trytouseasmuchaspossible. So,ifyou havesomething youthinkwould beinteresting tothegeneralsquaredancecommunity,please senditto me.

IntheJan-Mar issue our presidentmentioned theidea ofgivingasubscription ofUSDANEWSas agift.Wehaveincluded thisas a partofthesubscription orderformin theback ofthe magazine andwill senda noticethatyou aregifting asubscription and theywill soonreceivetheirfirst copyinthe mail.WhileUSDANEWSisafree publicationthereisa minimalchargeforthe subscriptionswhichhelpscover thecostofmailing.

Speaking ofmailing,wehavebeen having a problemlatelyoflate deliveries oftheNEWS.TheNEWSissent tothe printerswhointurndelivers tothe postalservicefordelivery. This isdoneintime for you toreceiveyour copyaroundthe firstofthe monthofissue. Recently wearehaving peopletell methattheyarereceiving their copy5-6weekslater.Whilewedousethe bulkratemailwhichisdeliveredwhenever postalservicecanworkit,wedo findthatthisdelayis alittle excessiveandweareaddressingthe problemand hope youwill soonbebacktogetting your copyin atimelymanner.
