INSTITUTIONAL AND ACADEMICAL INTRODUCTION
What is CEARE?
Centro de Estudios de la Actividad Regulatoria Energética [Center of Studies of Energy Regulatory Activities] (CEARE) was created as a result of an agreement of the School of Law and the School of Business of Universidad de Buenos Aires and the Federal Regulatory Bodies for Gas (ENARGAS) and Electricity (ENRE). The purpose of this institution consists in training human resources in the area of energy regulation in the Argentine Republic, as well as promoting integration between Regulatory Bodies, regulated companies and Academic Institutions in connection with knowledge transfer, research and enforcement experience gathered by regulatory bodies.
Creation of CEARE
In the context of an integrative spirit supported by a multi-skilled regulatory view, the School of Business and the School of Law of the University of Buenos Aires, the Gas Federal Regulatory Body (ENARGAS) and the Electricity Federal Regulatory Body (ENRE) entered into an agreement aimed at creating the Centro de Estudios de la Actividad Regulatoria Energética (CEARE). Their authorities, deans, directors and chairmen, respectively, are members of the Board of Administration.
The abovementioned agreement set forth the basis for the Center organization. The missions and functions aimed at fulfilling its goals were developed based on said basis.
Ever since its beginnings, on August 24, 2000, CEARE has organized post-graduate courses and seminars, not only in Buenos Aires but also in several provinces of our country. Course contents are developed by our team of teachers in accordance with the requirements informed by the organization requesting them.

COURSE OF SPECIALIZATION ON THE LEGAL AND ECONOMIC
STRUCTURE OF ENERGY REGULATION
The Post-graduate Course of Specialization on Legal and Economic Structure of Energy Regulation is addressed to regulators, consultants, companies and university graduates related to this field. In this way, those who are willing to expand their knowledge through an interactive and practical methodology, whether it be through classroom courses or on a part-time attendance basis through case study, will fin the experience and knowledge they are seeking in this Course.
One among the significant features of energy regulation is the multi-skilled nature of its key concepts. The methodology applied in developing the specialization aims at addressing each aspect simultaneously from a legal, economic and technical viewpoint.
CEARE has developed this course of studies with FOMIM's sponsorship through the Inter American Development Bank (IADB), and the external advice of the NRRI of Ohio State University (U.S.).

Structure
Basic Cycle
(April - November)
The main objective of this Cycle consists in leveling participants knowledge on economic, legal and regulatory matters.
The Basic Cycle consists of three lines of study: economics of regulation, theoretical and empirical modeling and regulation legal and institutional aspects.
The methodology to be applied for developing the program is based on the analysis of real regulatory cases.

- Legal Structure of Regulation.
- Economic Regulation of Network Industries.
- Corporate Economy and Finance.
- Legal and Institutional Aspects.
- Economics of Natural Resources and Environmental Regulation.
Middle Cycle
(April - June)
The Middle Cycle is aimed at progressing in the discussion of the main actual cases facing regulation of energy regulation. This Cycle is designed to be performed by all those willing participants who have completed the Basic Cycle successfully.
The main contents of the middle cycle are:
- Design of Regulation: Inconsistencies and Ambiguities in Definitions.
- Information Asymmetries in Regulatory Systems.
- Definition and Implementation of Quality Standards.
- Role of Contracts in Deregulated Sectors. Problems related to disputes and renegotiation of concession agreements and terms of privatization.
- Determination of Responsibilities and Costs of Situations of system Failure.
- Methodology and economic models of tariff determination, service quality standards and economic efficiency incentives.
- Legal systems for the application of regulation technical criteria and legal restrictions on regulation enforcement.
- Coordination issues among regulators.
- Regulatory Bodies administrative procedures: controversies and penalties. Administrative and judicial remedies. Procedures.
- Tax scheme applicable to energy activity. Effect on regulation. National, provincial and municipal tax schemes. Issues related to municipal charges.
- Competition defense policies: anti-trust laws. Experiences.
Advanced Cycle
(August – October)
The Advanced Cycle is designed to be taken by those participants interested in the most specific aspects related to the operation of energy sectors and their regulation.
The main subjects addressed in these cycle include:
- Energy Integration: electrical, gas and oil interconnections in the Americas. Institutional agreements: FTAA, MERCOSUR.
- Advantages and disadvantages to integration and their impact on domestic markets
- Comparative Regulatory Policies. Case study: Chilean, Brazilian and Californian crises and evolution of regulation in the United Kingdom and other countries.
- Comparative Regulatory Standards: public safety, the environment and competition.
- Inter-jurisdiction conflicts: domestic and international.
- Conflict Resolution Alternatives: remedies, arbitration and claims before the ICSID.
- Analysis of tariff methodology and assessment of their actual enforcement.
Note: The work to be performed in this Cycle shall consist of individual theses based on research on the subjects proposed, essentially, related to Latin American countries.
Final Seminar
(November)
The proposal consists in organizing a high level meeting among technicians from the private sector, from the public sector and political authorities, which may grow into a forum for discussion of the main issues related to regulation of the sector.

Research
CEARE organizes activities based on works of research by national and foreign professionals, especially focusing on their application to specific regulatory situations. The participation by foreign professionals aims at expanding and comparing the progress attained by the research activities in each country. This implies the organization of teleconferences and other means favoring participation.
