Overseas Request for Quotation (RFQ) for Services

Peace Corps intends to offer a firm-fixed price contract for routine electrical services, scheduled and on call electrical installations, maintenance, repairs and upgrading electrical systems and equipment of the Peace Corps facilities (Offices and residences).
Interested vendors should submit a quote/proposal for the services as described in this RFQ.

Alternately a copy of RFQ may be hand delivered to the Peace Corps office at 14 Dade Link in Labone.

This is a one year contract with the possible option for renewal upon the satisfactory conduct of contract assignments. The work under this contract may commence on July 15, 2017 and continue through July 14, 2018.
Electrical and generator equipment serviceable under this contract include but not limited to the following list however may vary upwards or downwards during the period of performance under this contract:
- 1 pieces of 200KVA Cummins Generator set
- 1 pieces of 150KVA Cummins Generator set
- 1 pieces of 63KVA Cummins Generator set
- 3 pieces of 40KVA Perkins Generator set
- 80 units of Air conditioners of various brands including but not limited to White Westinghouse, Fujitech, WestPoint, LG.
- All other electrical equipment include but not limited to Washing Machine, Dryer, Dish Washer, Electric Cooker, Refrigerators of various brands including but not limited to Panasonic, White Westinghouse, WestPoint.
Statement of Work/Specifications
The contractor shall provide routine electrical services with specific responsibility for identifying repair and/or replacement needs; installing, repairing, maintaining, cleaning and upgrading electrical systems and equipment per the request of Peace Corps Ghana.
All work under this contract shall include but not limited to:
I. Diagnosing causes of electrical problems or failures for the purpose of identifying equipment and/or systems repair.
II. Inspecting electrical systems and their components for the purpose of evaluating condition, identifying necessary repairs and recommending preventive maintenance.
III. Installing electrical system components (e.g. lighting, alarms, electrical panels, switches, circuits, air conditioners, Cookers, Washers, Dryers, electrical sockets, Plugs, distillers, stabilizers, etc.) for the purpose of providing enhanced and/or upgraded electrical capabilities.
IV. Repairing electrical components and/or systems (e.g. motors, circuits, transformers, generators, compressors, switches, air conditioners, Cookers, Washers, Dryers, electrical sockets, Plugs, distillers, stabilizers, etc.) for the purpose of ensuring a safe working condition.
V. Performing quarterly servicing and cleaning of Generator set and Air conditioners
The contractor shall be on call at any time (i.e. 24 hours a day, 7 days per week) in case of emergency at the Peace Corps Main Office or at any of the other locations as mentioned below.
B. Location of Work

The Contractor shall where necessary be requested to perform electrical services, repairs, and maintenance works at Peace Corps sub offices at Tamale, Kumasi and its training site at Kukurantumi. The Contractor shall upon such request and after completing assignment submit a separate invoice to cover the cost of such services rendered at rates established above. The Peace Corps shall provide transportation in this regard.

D. Acceptance Criteria
Performance under this contract shall be measured based on
I. response time on call
II. quality of service (quick lasting solutions with minimal defect)
E. Contract Terms and Conditions
I. The contractor shall be paid via EFT upon submission of proper vouchers and acceptance by the Contracting Officer (or his/her designate) for performance under the contract.
II. The contractor shall make quarterly request to the Peace Corps Contracting Officer of supplies and materials necessary to carry out any work under this contract.
III. The contractor shall respond to call service within six hours of the call request
IV. The contractor upon completion of all work under the contract shall file and issue a job card duly signed by the Point of Contact to indicate the nature and specific work carried out and the parts replaced to qualify for payment
Peace Corps Payment Schedule and Terms
Supplier will receive payment in approximately 30 days after acceptance and receipt of valid/accurate invoice.

Award may be made to other than the low priced quote. The award will be made to the total quote that offers the best value in accordance with the above evaluation factors.
G. Instructions to Vendors:
a. Please read RFQ in its entirety including factors that will be considered in making award in Section G.
b. Return completed RFQ by due date as follows:
1) Fill in prices in Section A
2) List/state any other terms or items not requested in the RFQ that is believed would benefit Peace Corps and would improve consideration for selection. These terms/items must not increase the prices quoted in Section A.
3) Sign and return RFQ by required due date.
4) Include list of companies your enterprise work for and at least three references of companies/enterprises that your enterprise provide similar services to (Name of point person, organization, title/position and telephone contact).
