LPCC Oversight CommitteeDecember 16, 2014

Minutes were reviewed from the last LPCC meeting. Minutes were motioned and accepted. Nicole Wysong, Early Childhood Alliance, presented information on Indiana Association for Child Care Resource & Referral (IACCRR) information. Nicole discussed the Ages and Stages training required quarterly each year and discussed scoring and shading of the tool. She also talked about Easter Seals Arc offering a free online developmental screen where the results are available within 2 weeks. Nicole also talked about the program “Make the First Five Count”. She stated that if you Google it, it will take you to the website to find more information on it. Robyn Culley, Carey Services Early Head Start representative, confirmed the information was valid. Another program that Nicole talked about is ‘Birth to Five: Watch Me Thrive’.

SPOE Report was not available due to there not being access to database per Clare Mann, 1st Kids Director. Provider availability was the next discussion point. Grant County is lacking Speech Therapists and Occupational Therapist in outlying areas. Speech Therapists are needed all over Allen County when requested from SPOE. Nancy Moore, Possibilities Northeast Director, stated that therapist availability is getting better though.

Cluster C By-Laws were reviewed. The only copy that Cluster C had from transition of fiscal agents is from 2011 from Cluster E. Committee members reviewed and agreed upon By-Laws to be updated and used currently. There were only a few concerns when reviewing them. There is a need for parents for the Committee. Clare Mann stated that we needed to change election dates to be sooner than May. Nancy Moore was concerned about the Oversight Committee Language. She discussed what Cluster C by-laws needs to look like. We will keep LPCC and Oversight the same unless the State says otherwise. Katie Potter, State Representative, checked during the meeting with the State. Nominations were given. Nancy Moore was nominated to be Chair of LPCC Committee and approved. Donna Driscoll was nominated for Vice Chair and then approved.

Fiscal Report was reviewed and ended in November. Clare Mann is still working on obtaining an office in Marion, Indiana to cover outlying counties and Service Coordinators who travel long distances to Fort Wayne office location. HR Report had nothing new to report on. Assessment Team has all areas of cluster covered. Clare Mann discussed how Cluster C will hold an Assessment Team meeting in January to meet with the Team and ask any questions that Service Coordinators or SPOE may have. Robyn Culley stated that ICO is more prominent for younger children in Grant County.

Data Review was discussed by Kaeleigh Porter. Kaeleigh discussed how the Quarterly Improvement Plan (QIP) is due in the middle of January. This report is based on reviews from October. Kaeleigh also talked about peer review.

The Transition and Child Find Committees from Grant, Miami, and Wabash counties were reported on by Amy Ellis, Homefront Director, who summed up what was discussed the previous day. There is limited participation with these counties due to the area being very rural. Adria Snoddy, Bona Vista Director, said that Julie Petrowsky with Child Care Solutions could attend for Miami County. It was discussed that the Head Start program in Miami County would be good to reach out to as well to hopefully have participation from that county.

The Transition and Child Find Committees from Allen, Adams, Wells, and Huntington counties were reported on by Kathy Weibel, Fort Wayne Community Schools LEA. Kathy stated that there were a few changes to the Memorandum of Agreement (MOA) and that it was to be emailed out to review and sign in agreement. Kathy also explained the Child Find objectives for the year and how we will focus on them on a quarterly basis. It was discussed that there was a decline in referrals currently. Some ways that we could get more referrals would be to resend notifications to doctor’s offices. It was decided to fax a notification of changes and an updated referral form. Kaeleigh discussed the current information about the Community Health Improvement Plan (CHIP) Committee that she is a part of and have been participating in. The LPCC Oversight Committee agreed that it would be great to talk with Dr. Deb McMahon, Allen County Director of Public Health, about how to increase the referral size and reach out to families that may not know about our program.

Coordinator’s Report was the next topic on the agenda. Kaeleigh discussed the Performance Plan that is completed bi-annually (2x a year) by the SPOE to help ensure the grants we’re funded by. The Oversight Committee discussed the Community Outreach Calendar that was provided by Kaeleigh. This calendar is important because it helps us to cover area of the community that we may be missing when recruiting children to First Steps. The LPCC Oversight Committee must also meet requirements to stay in compliance with the State. One of these requirements is to hold an Annual Transition Meeting with families and community establishments to help provide families with community resources. Christine Bohn, Grant County LEA, stated that Grant County always has a health fair and that she will relay information to Kaeleigh as soon as she gets the time and date.

Some updates for New Business were discussed. UTS Prokids is finished as of December 15th, 2014. Katie Potter updated Oversight Committee with how to proceed with enrollment of new providers and service coordinators. Katie stated that the State is “flexible” but SC 101 and SC 102 are coming on DVD to be used from now on. Katie talked about if CSC is being difficult, email the State. If the agency/SPOE can document what training they did, that would be the best. The State is working on “Training Times” quizzes. Nicole Wysong stated that there is training for providers at Bona Vista/Child Care Solutions website has training for outlying counties. Early Head Start National Resource Center also has trainings. Nicole Wysong stated that we could hold the June 2015 LPCC Oversight Meeting at Early Childhood Alliance: Fairfield location.
