185/126. PUBLIC CONSULTATION.

A member of the public attended the meeting to discuss the recent flooding at Bleakley, several houses were affected. District Cllr Manifield to liaise with the resident that attended the meeting to work towards a resolution to help prevent further flooding in this area.

188/1216.PARISH INFORMATION TO AND FROM DISTRICT COUNCILLORS

Matters raised were:-

District Cllr Manifield presented information relating to the recent flood at Bleakley Lane and houses along the back of Bleakley Terrace. District Cllrs to liaise with residents affected. Considered was an onsite meeting with drainage engineers to attend from WMDC.

WMDC Highways have been contacted to arrange a meeting to discuss the ongoing work agreed to be carried out in the Parish. Also on the agenda would be the recent accident at Bleakley Crossroads. A safety audit will be carried out by WMDC with the results to be compiled for end December and added to the next agenda.

It was noted that some of the signs at the junction need repairing.

Foliage at Old Royston has been part cut and needs to be complete by WMDC.

A house at Beck View (No 1) has a tree hanging over the road, there is no one living in the property. District Cllr Manifield to investigate further.

District Cllr Manifield presented information relating to the phone boxes in the Parish, BT are carrying out a consultation on phone boxes in the area. There are three boxes in the Parish, all Parish Councillors agreed that the one at Old Royston should stay as it is on the Transpennine Trail. The Clerk will respond to the consultation.

Litter pick dates were considered for the new year, the verges have been cut short and it has exposed litter on Chevet Lane and Bleakley Lane.

District Cllr Manifield confirmed that the fencing had been approved for Hudson Avenue play area; no dates for installation have been confirmed.

189/1216. TO CONFIRM THE MINUTES.

All agreed the minutes to be a true and accurate account of the meeting on Thursday 3rd November 2016 and signed by the Chair.

190/1216.HIGHWAYS.

The meeting with Highways was discussed but nothing had been fixed: District Cllr Manifield will chase Highways to confirm a date.

Cllr Lumb presented information relating to a recent West Yorkshire Police initiative to set up a community speed watch scheme. This is a locally driven initiative where active members of the community join together with the support of the police to monitor the speed of vehicles using detection devices (Smiley SID). Speed Watch is not an enforcement tool but aims to reduce speed and reduce road safety.

Training and the risk assessment has been carried out, in different areas of the Parish and it is proposed to use the equipment to have a visual presence in the area to notify drivers of their speed and log the activity. Cllrs Lumb and Jaggar have the equipment (which is to be shared between Parishes in the area) and will start next week

192/1116. FINANCE

The Clerk made available to the Parish Council up to date financial documentation for inspection and approval.

The payments identified were considered against the agreed budget for 2016/17.

The Clerk informed the meeting that the bank statement had not been received as the meeting was early in the month.

Considered were the totals for the Bank reconciliation to be in line with the bank statement and also alongside the actual bank figure.

193/1216. CORRESPONDENCE .

Correspondence received by post and email was presented at the meeting to consider.

The Clerk confirmed the meeting with the new NPT Inspector Helen Brear.The meeting is on the 16th December at 2-3pm at the Old Restaurant, Town Hall.

Cllr Taylor and Lumb to attend and report to the next meeting.

194/1216. GROUNDS MAINTENANCE.

The trees at Gill Bridge that Cllr Jaggar reported to the last meeting has been reported to WMDC.

195/1216. ALLOTMENTS

All tenant rent payments have been received but one: the Clerk to chase payment for the remaining plot.

Plot 5 allotment agreement were signed and witnessed by the Chair.

196/1216.ACTION PLAN –GOVERNANCE REVIEW

Cllr Lumb presented the updated diary for the year, adding the proposed completion of actions required for the internal auditor.

To Consider and formally adopt the Model Publication scheme:-

The Clerk presented the proposed Model publication scheme document for adoption.

It was resolved to adopt the Model Publication scheme document.

197/1216.TO RECIEVE INFORMATION RELATING TO THE BUDGET.

The Chair advised the Councillors to consider the budget for the next financial year for the next meeting.

198/1216.POLICE UPDATE/SAFE SCHEME.

A new inspector will be appointed on 12th December. All agreed for the Clerk to contact Inspector Brear regarding the Safe Scheme and the Owl Scheme.

199/1216.TO RECIEVE INFORMATION RELATING TO THE BULB PLANTING.

Cllr Eames updated the meeting on the progress of the bulb planting, with areas of Bleakley Lane still needing planting.

200/1216.TO CONSIDER THE RoSPA REPORT AND TAKE ACTION WHERE NECESSARY.

The Chair presented information relating to the playground inspection, Cllr Taylor to carry out the work as advised by the report with a total spend for equipment agreed of £150 including replacement of the bench tops.

201/1216.PARISH MATTERS.

Cllr Eames requested that the Clerk contact WMDC regarding inspection and refilling of the grit bins .The Clerk informed the meeting that there had been no response from WMDC about the grit bin request but Cllr Lumb offered to check the bins.

Issues on the night of the Bonfire were discussed with emergency procedure and access concerns raised. A meeting of the Bonfire committee is to be arranged to consider a resolution to the matters raised.

The newsletter will to be sent to the printers and delivered mid December.

·  Newsletter for March, to consider adding actions carried out by the Parish Council and objectives of coming year.
