INFORMATION FOR VISITORS

VISIT CONDITIONS

  • All visitors aged 16 years and over are required to be placed on the approved visitor’s list.
  • Contact visits can go for up to two hours. Visitors will be allocated a numbered table or area in which to sit.
  • On a contact visit, up to three adults and four children are able to visit the prisoner. If the prisoner you are visiting is ineligible for contact visits, she may have one non contact (box) visit, for one-hour duration, per week.
  • Eligible prisoners are able to choose either a one-hour non-contact (box visit) or a two hour contact visit.
  • Prisoners are permitted one personal visit during the week and one personal visit over the weekend.
  • Professional Visits are allowed in addition to the above personal visits.
  • In box visits, no touching is possible - there is a glass partition that separates you and the person you are visiting and all speaking is done through the glass.
  • Items such as cigarettes, lighters, sunglasses, mobile phones, hats and scarves are not allowed into the prison, items such as these may be secured in lockers provided. Mobile phones must be switched off whilst secured in the issued locker
  • For young children, One plastic baby’s bottle filled with formula, liquid and powdered form accepted; (visits over 2 hours can have 2 baby’s bottles) 1 x small empty, clear drinking cup with lid for toddlers.One small jar or tub of baby food - unopened; e.g. Rusks. Baby blanket, bib and dummy are permitted. Glass containers must be less than 60ml or 30 grams in capacity.
  • Fruit juice is available from the vending machine and there is a water drinking fountain in the Visits Centre.
  • Sun cream and Baby care items such as nappies, etc are available in the Visits Centre for your use.
  • Food and drink items can be purchased in the Visits Centre. Visitors are approved to have $40.00 PER VISIT; money can be a combination of coins and/or $5 and $10 and $20.00 notes ONLY.
  • Prisoners will not be permitted to bring anything to or from the Visits Centre or Box Visits, unless it is during a Child only visit (either on Sunday afternoons or during an access visit during the week) when they are permitted to bring in unopened cans of soft drink, unopened confectionary or a healthy eating option.
  • Children are permitted to leave the Visits Centre with any drink or food that is not consumed during the visit.
  • During children’s visits there are items for their entertainment e.g., coloring books, black boards and toys etc.

IDENTIFICATION

Whenever you come in for a visit at the Dame Phyllis Frost Centre, or at any other prison a total of 100 points of identification is required. Valid identification must be the original and can be any or a combination of the following:

*Interstate and overseas drivers license subject to Vic Roads License conditions, additionally overseas drivers license must be accompanied by license holders’ entry Visa.

**Marriage Certificate must be the Original copy issued by Births, Deaths& Marriages.

In the 25 points category, only one of each of the satisfactory identification will be accepted, i.e. one Credit Card, one Bank Book, one Social Security Card and a Medicare Card, however four of these items together will equal 100 points. If you do not have suitable identification, you may not be able to have a visit.

Interstate and New Zealand issued drivers license are only valid for 3 months and overseas issued drivers licence must be in English, and can only be accepted when accompanied with the licence holder’s entry Visa. Permanent Visa holder’s licences are valid for 6 months from the date of entry into Australia and Temporary Visa holder’s licences are valid for the duration of the temporary Visa.

VISIT DRESS STANDARDS

All visitors are required to be appropriately attired. The SPO at the front entry point of the prison will monitor and determine appropriate dress standards for all prisoners’ visitors. Wearing of the following items may result in a non-contact visit or the visit not occurring:

  • Mini Skirts, high cut shorts of any kind
  • Singlets, tank tops, midriff, sleeveless or strapless tops (or dresses with similar tops), where it is deemed to be inappropriate
  • See through clothing of any type

In addition, the following items are NOT PERMITTED for security purposes:

  • Hats, beanies, head scarves/bands, neck scarves, sunglasses caps (hats will be approvedduring the warmer months for children only). (Headwear approved for religious purposes only)
  • Hooded tops (children under the age of 5 exempt)

SEARCHES

It is a criminal offence to traffic drugs, including prescription drugs, into a prison facility. If you are suspected of attempting to traffic drugs or any other item of contraband, you may be asked to consent to a strip search by prison officers. If you refuse this request you may have your visit rights withdrawn by the General Manager. While toilets for visitors are available at the Visits Centre, visitors who use toilets during visits may be requested to submit to a search before resuming their visit.If you require the use of toilet facilities they are available in the gatehouse waiting room.

PROPERTY

An approved visitor may leave authorised property and monies at the gatehouse for prisoners. If a prisoner has already reached their property allowance, no additional items will be accepted.The following guidelines are provided:

CLOTHING ACCEPTED

  • 4 sets of underwear (can be briefs, boxer shorts, or combination of both.) must be new.
  • bras (must not have removable inserts or pockets)must be new
  • pairs of socksmust be new
  • singlet’s – white or black only (see attachment )
  • long/short sleeve t-shirts – white cotton only. Collar, buttons, pocket, logo or pictures of any description are not allowed. Polo/turtle neck styles are not allowed. (see attachment)
  • 4 long sleeve plain white t-shirts
  • handkerchiefs
  • 4 nightwear items – may include nightdresses, matching/miss- matched sets of PJ’s. Singlet/camisole type pajama tops are accepted in all colours.
  • pair of black or white shorts with two side pockets only. Shorts must be free of any designs, or logo’s and must be of an appropriate length. (See attachment )
  • pairs of black ¾ pants with two side pockets only. Pants must be free of any designs, or logo’s. (see attachment )
  • No runners will be accepted.

Please note: Clothing will not be accepted unless it is clean.

ITEMS ACCEPTED

  • Maximum of 6 newspapers.
  • Maximum 6 magazines – no R rated publications
  • Maximum of 6 reading books (including calendars or diaries)
  • Quantity of photographs – standard size only, no photo frames or Polaroid’s accepted
  • legal papers
  • Handkerchiefs
  • Sunglasses (not mirrored)
  • Quantity of wool

Property can only be received from those people listed on the prisoner’s valid visitor’s list. Property and Monies must be left at the gatehouse prior to the visit. All remand prisoners must have a signed and approved property application for clothing itemsthat fall outside the above guidelines. A signed and approved property application must be received before any Baby items can be accepted at the gatehouse.

TELEPHONE CALLS

  • To receive phone calls from a prisoner you need to be on her "phone list."
  • If you're not sure that your name is on the list, you'll need to talk to her on your next visit or write directly to her. We are not permitted to release any prisoner information.
  • A 12 minutes time limit applies to all calls to allow fair use of phones for everyone.
  • We cannot accept incoming calls, or pass on any messages.

MONEY

  • A prisoner may have up to $140 of private monies deposited into her account each calendar month.
  • The prison will accept cash, bank cheque or postal order only. All monies may be given to the Officer in the Gatehouse prior to visits. Bank cheques and postal orders only may also be posted. When leaving monies at the Gatehouse please ensure that, you are issued with a receipt.
  • Personal, Trust Account or Company cheques are not acceptable.
  • The only person or persons who can post or leave monies to be deposited into the prisoners account are those of the prisoner's approved visitors list. This is in order to minimise the threat of prisoners being "bullied."

WELFARE

  • If you have any concerns about the health or welfare of the person you are visiting, please advise a staff member about the nature of your concern before leaving the prison. Alternatively, you may contact the prison on 9217 8400 and ask to speak with the Operations Manager or the Officer in Charge of the Prison.
