WE ARE

The European Union currently has 141delegations, eight of whichare to international organisations. In all, more than 1100 officials and 4300 other staff are currently serving in these delegations.

The work of a Delegation varies from country to country but, in general, covers political matters, trade, press and information, aid management and the external aspects of internal EU policies.

The European External Action Service (EEAS) is looking for individuals to fill the following post at the Delegation of the European Union to:

The Delegations are placed under the authority of the High Representative of the Union for Foreign Affairs and Security Policy, who is also Vice President of the European Commission.

WE PROPOSE

Under the responsibility of the Head of Delegation, the Head of the Administrative Sectionwill assist the Head of Delegationin fulfilling his/her mandate.

In particular, he/she will have the following tasks:

–With a high degree of responsibility, to ensure the proper functioning of the administration

–Leading the team of 1 AST Local Security Officer (LSO)and 14 local agents in charge of the day to day running of the delegation. The delegation in Washington has about92 staff members, among whom about 37 are expatriate staff members. In addition, the Delegation houses the European Parliament Liaison Office (13), Europol (2), SESAR and EASA within its premises and under its accreditation.

–Responsible for dealing with personnel matters of all staff.

–Managing the delegation building and Head of Delegation residence, providing for equipment and services.

–Ensuring security of staff members, infrastructures as well as of transmission of information.

–Managing the overall administrative and financial management of the delegation's budget, including procurement procedures.

–Act as Imprest Account Holder, as appointed by the Accounting Officer of the EEAS.

–Being in charge of all relations with local authorities relating to the administrative functioning of the delegation, including protocol related issues.

–Establish good relations within the delegation and in relation with local authorities and companies as well as HQ in areas of responsibility.

WE LOOK FOR

ELIGIBILITY CRITERIA:(please refer to the “GENERAL RULES FOR THE SELECTION OF HEADS OF SECTION IN EU DELEGATIONS”).

SELECTION CRITERIA:

Candidates should:

–Have pertinent experience in the following areas: handling of staff matters, ideally as a team leader; tender procedures, preparation of contracts, commitments and payments; management of an annual operating budget, including preparation, adjustment and monitoring its execution; follow-up, adjustment and verification of the execution of the authorised budget, e.g. ABAC (the system used by the EEAS)

–Demonstrate a sense of initiative, very good organisational skills and a service minded attitude as well as a capacity to assure quality, speed and accuracy in performing complex tasks in a multicultural environment; proven experience and/or training in oral and written communication; computer literacy and an ability to work with Windows applications.

–Show openness, flexibility, willingness to learn and adaptability

–Have excellent human contacts and rigorous approach towards administrative and financial rules.

Furthermore:

-Experience in working in an Embassy, a Delegation,an international organisation or significant experience of external relations in the field, including CSDP field missions,

- Good knowledge of the country, its culture, and the region as a whole,

would be assets.

ADDITIONAL INFORMATION

If the successful candidate is an experienced Head of Administration, he/she might be called upon to support less experienced colleagues in neighbouring delegations.
