11/05 / MINUTES OF THE MEETING OF 11 January 2005
Under 08/05 insert ‘The Clerk to produce a monthly statement showing all income and expenditure’
Under 08/05 insert ‘The Clerk to contact STW with regard to billing at Salisbury Drive’
RESOLVED The amended minutes were approved as a correct record and signed by the Chairman.
12/05 / Co-opting of Parish Councillors.
The Chairman welcomed Mrs M Tomlinson and Mr G Wheat as co-opted members of the Parish Council
RESOLVED Mrs M Tomlinson and Mr G Wheat be co-opted members of Hartshorne Parish Council and the Clerk will notify the District Council of there appointment.
13/05 / Standing Orders were suspended to allow Lucy Ashworth of LANDShapes part of the National Forest will address the meeting.
Lucy introduced herself as part of LANDShapes which is receiving Hertiage funding for a 3 year project. There are several elements to the project including a new website depicting the history of villages within the National Forest. Her aim this evening was to obtain information and local links so that a comprehensive history of Hartshorne can made available on the web site.
An open debate then took place were several Councillors put forward their names and those of other residents who may be able to assist. Also members mentioned certain publications that are available. Lucy informed that funding was available to cover such items as, project costs, Leaflets and magazines. The Chairman said an article could be included in the next Parish Newsletter.
Lucy finished her address by saying she would write to the Clerk with a comprehensive list of the names she had obtained. The Clerk would contact those individuals for permission to be approach by Lucy.
The Chairman thanked Lucy for attendance.
13/05 / MATTERS ARISING
1.  Clerk’s outstanding Action Report
The actions were received and noted.
Councillor G Blood felt that the grates recently installed outside the Admiral Rodney were not suitable for the pavements.
RESOLVED Clerk to contact DCC.
2.  Parish Notice boards – The Clerk reported that Mr Rutter was not available to do any repairs to the Parish Notices Boards.
Item 02/05/02 Councillor Burley reported that £200.00 had not paid out as residents had carried out the work themselves.
14/05 / POLICE MATTERS
1.  Councillor Burley reported that the new Community Police Officer, PC Kelemko is working well with the residents on the Goseley Estate.
2.  Councillor Burley said that the problems with parking on pavements would be raised at the next Police Liaison meeting.
15/05 / HIGHWAYS, PAVEMENTS & PUBLIC FOOTPATHS
1.  Letter received Councillor R Shadrack requesting the Parish Council approach SDDC to have removed the 2 bicycle stands from outside 62 Repton Road.
RESOLVED Clerk to contact SDDC requesting the bicycle stands removal.
2.  Several Councillors raised the poor state of repair of Repton Road. Councillor Wheat pointed out the poor repair work recently carried out; Councillor I Blood felt the total length was in a poor state of repair. He also felt that Manchester Lane was deterating due to increased traffic.
3.  Councillor I Blood also asked if pot holes on Dunnsmore Lane could be repaired.
RESOLVED Clerk to write to DCC requesting repairs are carried out to Repton Road, Dunnsmore Lane and Manchester Lane.
4.  The Clerk reported that footpaths 17/19 had been reported to the Footpaths Officer at SDDC. Mr Fewkes (Footpaths Officer) had informed the Clerk that a notice had been issued to the owners instructing them to reinstate the footpath that had recently been plough over. The notice was due to expire on 18 February.
16/05 / RECREATION GROUNDS & ALLOTMENTS
1.  The Clerk reported that the Changing rooms at Salisbury Drive had once again been vandalised. Emergency repairs were carried out to ensure security. The Clerk had reported the incident to the Police
RESOLVED Clerk to obtain quotations and inform the Parish Councils insurers.
Sale of land at Main Street recreation Ground
2.  Clerk reported that he trying to arrange a site meeting with Mr Pitts of Fisher German.
3.  Councillor Bell suggested that the existing goalposts at Main Street recreation ground should be reinstated once the ground work has been completed by the contractors. Councillor Bell also pointed out the grass should not be cut by SDDC until both the contractor and the Parish Council were satisfied that it was ready.
RESOLVED
a.  Clerk to contact both the contractor and SDDC to ensure the grass is not cut until the area is ready.
b.  To liaise with the contractor as to when the goalposts are reinstated.
4.  It was agreed that Councillor Bell and Jenkinson would take responsibility for the next parish newsletter

Reg No. 9 2005 0118 U the erection of an agricultural building and open area for cars and building materials on land forming part of OS field number 0419 Repton Road, Hartshorne.
The Parish Council strongly objects to this application as the owner has been using this area of land as acommercial scrap yard for 2 years. There is no ground drainage therefore water drains onto Repton Roadand nearby properties water levels have risen. Access off Repton Road is totally inadequate. Concerns were also expressed about the 'high hedge'and what type of trees will be planted. At present Leylandi are used as a boundary fence. As the landis used for dismantling cars is there adequate facilities for the disposing of oil?
The Parish Council would point out that there is little agricultural use in this particular area. Ifpermission is granted it will be the second time theowner has receivedretrospective approval in the past 12 months. The Parish Council is concerned about the frequent granting of retrospective planning permission.
