QZAB FAQs February 23, 2005

Q. Under Program Description #2 we are prompted to "...attach a copy of the appropriate portion of our District approved education plan that refers to and indicates support of our career academy program." Where would we find this District approved plan?

A. This section refers to the school’s District Approved Plan. Each school that became an academy should have submitted a plan for approval. If the school is planning an academy, then you need to submit the outline, abstract, first draft, etc.. You might also find the description of the academy in the school site plan. We just want the sections that describe the QZAB eligible academy in your application.

Q. I am preparing the estimate for the subject project. The Principal has requested to include 400 lockersin this project. 300 of these lockers could be placed, outside the classroom walls, on the first and second floor balcony. The additional 100 lockerscould be placed at the rear of the building, adjacent to the exterior wall, covered with an awning.

My understanding is that the 100 lockers with the awning at the rear of the building should be excluded from this proposal, to be eligible for Modernization funding. The question I have is whether the balance of the 300 lockers located on the balcony could stay in this proposal. The lockers will probably require a 3" raised slab above the existing balcony slab.

A. 1. The QZAB program requires 95% of the proceeds are for the “qualified purpose”. The installation of lockers should be for the projected number of academy students and only for the use of academy students.

Q. Can we include scholarships from private technical schools as a matching donation?

A. No. The Business match requirement is not intended for the benefit of the individual student.

Q. Also, can we include matching donations for an Academy if the match is for a different career pathway than the one most affected by the modernization project (but still in the same Academy)?

For example: Can we use a match for training and curriculum for an Oracle Certification class which is in TECHART? The modernization will take place in a different room than the one that houses the Oracle Certification class. However, both rooms are for use by the TECHART Academy.

A. QZAB funding and business partnerssupporta Career Academy; we have never had to specify which pathways are served bywhich match.I would expectthat everystudent inthis Career Academywould be allowed, at some time or another,to benefit from andhave access towhatever is provided through the business match and through QZAB. A good example would be animation technology which, although used more by students in that particular pathway, would also be used by other Media Academy students for at least apart of their instruction.

Q. I have responded to the questions in the "How to Submit a proposal" document and I am ready to start formatting it according to the guidelines. Do I include the questions in my narrative? That is, do I introduce the first question, then respond, then introduce the second question, then respond, and so on?

Should I differentiate questions and responses by bolding, italic or...?

A. Include the questions in your narrative. The questions may be single spaced and will not count against the 10 page limit requirement.

You may type the questions in bold print.

Q. To electronically send my brochures, etc., I would have to scan them and we do not have those capabilities at this time. What do you suggest?

A. Submit brochures, etc. with the hard copy.

Q. We had a question for you on the cost estimate portion of the QZAB applications. is there a specific submission format for the cost estimate portion of the package, or, can we just furnish a document which covers the same basic content as the sample document distributed in the 2/2/05 QZAB training workshop?

A. Please use the sample document distributed at the QZAB training as guide. It is in excel format. The sample is intended to promote consistency for spending plans for all the proposals

Please Note: The actual item descriptions and budget dollars are placeholders only, with all hard cost specifics to be determined at the local district level.

The "soft costs" fixed allocations and percentages may be adjusted to program-wide standards before submittal to the state.
