CALL TO ORDER

Vice President Shoemaker called the meeting to order at 6:00 p.m.

ITEM – 1 – REVIEW AND DISCUSS PENSION FUND STATUS FOR GENERAL EMPLOYEES AND POLICE DEPARTMENT EMPLOYEES

Florida League of Cities representative Paul Shamoun gave an update on the status of the general employees and the police department employees retirement funds.

ITEM – 2 – REVIEW AND DISCUSS HEALTH INSURANCE OPTIONS FOR FISCAL YEAR 2011-2012

City Manager Miller gave an update on the proposals of employee health insurance options for the fiscal year 2011 – 2012. City Manager Miller stated he would make his recommendation to accept the United Healthcare plan as presented by Brown & Brown at the Council meeting on September 6, 2011.

ITEM – 3 – REVIEW AND DISCUSS GENERAL LIABLITY AND WORKERS COMPENSTION QUOTES FOR FISCAL YEAR 2011-2012

City Manager Miller reported he had obtained quotes from the Florida League of Cities and Brown & Brown for general liability and workers compensation for the fiscal year 2011 – 2012.

ITEM – 4- GENERAL FUND PROPOSED BUDGET FOR FISCAL YEAR 2011-2012

City Manager Miller and Severn Trent Representative Stephen Bloom reviewed and discussed the general fund budget with Council Members.

ITEM – 5 –REVIEW AND DISCUSS UTILITY FUND PROPOSED BUDGET FOR FISCAL YEAR 2011-2012

City Manager Miller and Severn Trent Representative Stephen Bloom reviewed and discussed the utility fund budget with Council Members.

ITEM – 6 – REVIEW AND DISCUSS AIRPORT FUND PROPOSED BUDGET FOR FISCAL YEAR 2011-2012

City Manager Miller and Severn Trent Representative Stephen Bloom reviewed and discussed the airport fund budget with Council Members.

ITEM – 7 –REVIEW AND DISCUSS CRA FUND PROPOSED BUDGET FOR FISCAL YEAR 2011-2012

City Manager Miller and Severn Trent Representative Stephen Bloom reviewed and discussed the CRA fund budget with Council Members.

ITEM – 8 – GENERAL DISCUSSION – IF NECESSARY

Councilman Fugate moved the Council consider reducing the electric fund revenues by $400,000 which would be approximately at 10% reduction. Vice President Shoemaker stated he thought it was late in the budget process to suggest this type of matter. Motion died for a lack of a second.

Councilman Fugate moved to reduce the ad valorem revenue from $591,000 to $500,000. City Manager Miller stated reducing the ad valorem revenue would also affect the CRA budget. Councilman Holloway stated Councilman Fugate’s suggestions were an approixmate reduction of $500,000 from revenue in the City’s budget. Motion died for a lack of a second.

ITEM – 9 – ADJOURNMENT

There being no further business to come before the Council, Councilman Robinson moved the meeting adjourn. The meeting adjourned at 8:04 p.m.
