Post-issuance compliance is critical for issuers and conduit borrowers of tax-exempt bonds as the IRS steps up its focus on the need for such entities to have post-issuance policies and procedures in place. Such policies and procedures are also addressed inSchedule K of Form 990completed and filed by 501(c)(3) organizations with tax-exempt bonds. This topicwill focus on(a) the need for structuring clear policies and procedures to monitor post-issuance compliance, (b) what constitutes adequate policies and procedures and (c) completing Schedule K. Judith Ashline, Vice President Acute Care Services for Inventurus- Judi has over 25 years experience in both Acute Care Revenue Cycle and Revenue Cycle Vendor Operations and has worked for HCA Healthcare, Baptist Healthcare Pensacola, PHNS, Invenurus (India) and Masan Global Services (Vietnam). Within the Acute Care Revenue Cycle, Judi has been responsible for Patient Access, Medical Records, Coding, Business Office, Central Scheduling and Bed Control for facilities up to 800 beds. Under her leadership, Baptist Healthcare was number one in the nation in customer satisfaction, AR days was reduced from 82 to 36 and cash goals were met at 100% for her entire six year tenure. Judi had developed a payment compliance department which helped recover denials and underpayments. She has a Bachelor of Science in Criminal Justice from the University of Maryland and is a CPAT Certified Patient Accounting Technician.

James Ladas, Managing Director, and NFP HC Investment Banking for Wells Fargo- Mr. Ladas recently joined Wells Fargo Securities after spending 15 years at Bank of America Merrill Lynch. Mr. Ladas has assisted clients in the utilization of a wide range of financing structures and financial management tools including: fixed rate, total return structures, variable rate, synthetic debt, bond tenders and interest rate hedging techniques. Prior to the merger of Bank of America and Merrill Lynch, Mr. Ladas was the Head of Banc of America Securities’ Tax-exempt Healthcare Group. Prior to his time at Banc of America Securities he was a Vice President at Connie Lee, specializing in BBB level healthcare credit. Mr. Ladas has completed over $7 billion of senior managed financings. Select clients of Mr. Ladas include West Virginia United Health System, Westchester Medical Center (NY) Lancaster General Hospital, Lehigh Valley Health Network, University of Maryland Medical System, Geisinger Health, Nemours Foundation, Community Health Network, Virginia Hospital Center, LRG Healthcare and Bayhealth Medical Center. Mr. Ladas received an MBA and a BS in Finance from the University of Maryland.

Scott Frail, Director of Fixed Rate Underwriting for Wells Fargo- Scott Frail rejoined Wells Fargo in 2006 as a senior underwriter on the national syndicate team responsible for the Healthcare and Higher Education sectors. His national expertise ranges from general market paper across the country, in addition to complex credits and structures ranging from general obligations bonds to LIBOR index notes. Mr. Frail’s experience extends back to 1993 where he acted in many capacities and roles for several super-regional broker-dealers and helped elevate them into the top 10 in the competitive underwriting space. Throughout the course of your financing, Mr. Frail will provide current market updates as well as detailed pricing with respect to the municipal marketplace and the impact it has with your transaction. Mr. Frail holds a B.S. degree in Economics/Marketing from Elon.

Ryan Lindsay, Senior Manager in the Healthcare Services Group of Arnett & Foster CPAs- Ryan annually serves over 30 healthcare organizations in the state primarily as an external financial and compliance auditor. In addition to audit services, he has assisted clients with other aspects of financials consulting, such as bond issuance, executive compensation, IRS matters, and grant reporting. Ryan has reviewed the internal controls of many organizations and is a member of the Association of Healthcare Internal Auditors (AHIA). Ryan recently attended AHIA’s 30th Annual Conference.

Brian J. Moore, Partner in the Labor and Employment Law Department of Dinsmore & Shohl LLP- He represents employers in all aspects of labor and employment law, including unfair labor practice and union representation cases, as well as litigation of discrimination, harassment, wage and hour, ERISA, and other issues. He also works with Business Owners, Human Resources Managers, and in-house counsel preparing and reviewing employee handbooks, conducting supervisor training, and providing consultation regarding employee discipline. He has drafted and litigated employment agreements, arbitration agreements, and covenants not to compete. Brian works with clients in the banking, healthcare, retail, and energy and natural resources industries, among others. Brian is a frequent speaker and has published many articles, including several on the impact of social media in the workplace. He is the author of the West Virginia Labor & Employment Law Blog (). He has obtained an AV Peer Review rating in Martindale-Hubbell, has been named a Rising Star by Super Lawyers Magazine, and was a recipient of the 2011 Generation Next: 40 Under 40 award by The State Journal. He is a Past Chair of the Defense Trial Counsel Labor and Employment Law Committee and currently serves as the Director of Generation Putnam. He also serves on the Board of Directors for Habitat for Humanity of Kanawha and Putnam County and the Appalachian Reading Center. He received both his Business and Law Degrees from West Virginia University.

Tammy Tucci, Senior Provider Outreach and Education Ombudsman for Palmetto GBA- Tammy graduated from the University of Lander in Greenwood, South Carolina with a Bachelor of Science in Health Care Management in May 1998. Tammy began her employment with Palmetto GBA in 1998 as the Part A Beneficiary Professional Relations Representative in Columbia, South Carolina. She is now a Senior Provider Outreach and Education Ombudsman for Jurisdiction 11 (J11) based out of her home in Coral Springs, Florida. She travels the states in J11 educating providers on Medicare Part A, Part B and Home Health and Hospice coverage and billing guidelines.

Carol M. Haugen, Vice President of Financial Policy for the West Virginia Hospital Association-With over 25 years of experience in hospital financial management and state healthcare policy, Carol focuses on federal and state health care financial policy. She works directly with WV Medicaid, Department of Health and Human Services and Public Employee Insurance Program on financial policy and budgetary issues.

Norman Mosrie, CPA, for Dixon Huges Goodman and FHFMA- He currently serves as Partner-in-Charge of Assurance for the West Virginia region focusing in the areas of healthcare, government, energy and insurance. A certified healthcare financial professional, Norman was previously a partner with a Big Four firm, where he worked for 24 years. As a member of the American Institute of Certified Public Accountants Healthcare Expert Panel, Norman is actively involved in accounting, financial reporting, and other matters impacting the healthcare industry. His significant healthcare experience includes financial reporting, acquisition due diligence, corporate compliance, process analysis, A-133 auditing and reporting requirements, and third party reimbursement for various types of healthcare entities including academic medical centers, community hospitals, nursing homes, home health agencies, physician practices, and research organizations. He also has experience performing audits in accordance with Government Auditing Standards and OMB Circular A-133 including Medicaid. Norman has developed and led healthcare training programs at the local, area, and national levels.

Alex McFadden, Director of Patient Financial Services and Patient Access at West Virginia University Healthcare- He is also an Adjunct Professor in the Masters of Public Administration Program at West Virginia University. His long involvement with HFMA has led him through the officer positions including Chapter President and Regional Executive Elect for Region 4, and has served has Chairperson for the Chapter Advancement Team. He received his Bachelor of Science in Business Administration and Bachelor of Arts in English from West Virginia University in 1986. He then completed a Certificate in Health Care Administration in 1993 and then completed a Masters in Public Administration in 1995.

Edna Buffington, Senior Director of Patient Financial Services at Community Healthcare System- Edna has spoken at many HFMA conferences and is an expert in all aspects of the Revenue Cycle.
